They focus on the caste called Izhavas, a group that in the mid-19th century consisted of a small land-owning and titled elite and a large mass of landless and small tenants who were largely illiterate and considered untouchable, and who eked out a living by manual labor and petty trade. In the 20th century, Izhavas pursued mobility in many social arenas, both as a newly united caste and as families. Regional disparity in resource transfer and economic development are often sources of political tensions and dissatisfaction in a federal system. The fundamental economic argument advanced in favour of decentralised government activity has been that decentralisation is a means to enhance the efficiency of government activity, to increase social welfare and to promote economic development and growth. Despite constitutional recognition of the third tier in 1992, analysis of fiscal decentralisation incorporating the role and functions of the third tier in conjunction with the first two tiers does not exist. This study is an attempt to provide a more complete picture of the fiscal federalism in Kerala incorporating all the three tiers of government. Before the policymakers shift to some new theories on deciding the allocation of very valuable scarce national resources to states through the Finance Commission and Planning Commission and thereby providing strong incentives to influence the development strategy of states, it is pertinent that we consider some empirical relationships from the data on Indian states and this book hopes to provide some insight into this direction, which will be highly useful to policy makers, administrators and academics.

Book excerpt: Flooding may occur as an overflow of water from water bodies, such as a river, lake, or ocean, in which the water overtops or breaks levees, resulting in some of that water escaping its usual boundaries. Kerala state covers an area of 38,863 km2 with a population density of 859 per km2 spread across 14 districts. Beginning on 15 August 2018, severe floods affected the south Indian state of Kerala, due to unusually high rainfall during the monsoon season. It was the worst flooding in Kerala in nearly a century. Kerala received heavy monsoon rainfall, which was about 256% more than the usual rain fall in Kerala, on the mid-evening of August 8, resulting in dams filling to capacity; in the first 24 hours of rainfall the state received 310 mm (12 in) of rain. With the use of sophisticated technologies, it has been easier to manage disasters both natural and man-made. The main objectives of the proposed research work is identify the various aspects of IT which were used efficiently for the flood disaster management during August 2018 in Kerala State. A QuickBird image taken during August 2018 with 0.6 m resolution was downloaded from Google Earth (Google Inc., Mountain View, CA, USA) and landuse maps (Landsat L7 ETM+, USGS) were used to track the flooded area in Kerala State. For the baseline survey, semi-structured questionnaires were prepared covering demographic, socio-economic and characteristics of households, as well as aspects of flood damage to house, property and agricultural production. Information Technology is widely used to save the lives of thousands of flood affected people in the Kerala state during the heavy floods in August 2018. These technologies could be further explored for more efficient flood coordination and disaster management in future.

Book excerpt: Master's Thesis from the year 2023 in the subject Asian studies, grade: 1,3, Brandenburg Technical University Cottbus (The Faculty of Architecture, Civil Engineering and Urban Planning), course: World Heritage Studies, language: English, abstract: This paper is an analysis on the transformations seen on the Chattayum mundum which is the traditional attire of Syrian Christian women in Kerala, for it to have emerged as a costume for Margamkali, which is a native Syrian Christian dance-form. I argue that although the Chattayum mundum became part of a vanishing tradition among the Syrian Christians; but by virtue of Margamkali, the Chattayum mundum has become revitalised. Thereby, the interaction between Chattayum mundum and Margamkali in contemporary Kerala, is analysed. The preliminary part of this research has been complemented by the successive phenomenological research that was based on the interviews of Syrian Christian women in Kerala. Detailed interpretations on the interviewees’ lived experiences of having worn the Chattayum mundum has been accounted for. Also, the coexistence of Chattayum mundum in its traditional form and as a Margamkali costume in the contemporary context, has been analysed. Thus, this research serves as a specific case study for heritage practitioners, to understand the potential role of contemporary artforms in revitalising the traditional forms of fashion.
