Framing the challenge in game theoretical terms, Dominic Burbidge examines how mutual expectations between citizens dictate the success or failure of political reforms. Since 1992, Kenya has conducted multiparty elections with the hope of promoting accountability and transparency in government. This is being undermined by ongoing corruption and an increasingly centralised state response to terrorism. Providing a nuanced assessment of democracy’s difficult road in Kenya, Burbidge discusses the independent role being played by widespread social expectations of corruption. Through tracking average views of the average person, it is possible to identify a threshold beyond which society suffers mutually reinforcing negative social expectations. This trend is the shadow of Kenyan democracy, and must be treated as a policy challenge on its own terms before institutional reforms will be successful.

Some view it as one of the greatest "successes" of the post-independence period; others see it as an example of all that is wrong with African development. Henry Bienen approaches this controversy by asking whether the concept of political participation has been properly understood in the African context. His case study of political participation in Kenya discusses administration, party politics, ethnicity, and class. He suggests that in a system dominated by elites, individuals and groups exert influence primarily through patron-client networks and local administrative and party organs. Local politics is the most important arena for most people, it is argued. As long as the regime adopts policies which maximize economic growth and take account of peasant middle and small holders, and as long as individual representatives can be replaced even though no change of regime occurs, limited political participation leads to political stability. There is growing consensus that the underlying cause for Africa's underdevelopment is a crisis of governance (Wanyama, 2002: 2), rather than the colonial heritage. Also for Kenya a lack of good governance is seen as one of the major causes of the slow pace of human development or even its decline, as in the 1980s and 1990s (UNDP, 2003: XIII). The Kenyan Human Development Index (HDI) - a composite of the indices of education attainment, life expectancy and standard of living - rose steady between 1975 and 1990 but then started to decline. The late 70s and early 80s saw not only a reasonable provision of basic services but also a quite good economic performance. The downward trend in the 90s was due to the non-growing economy, less access to basic services, corruption and an increased vulnerability of the population (UNDP, 2003: 9). Corruption is named as the most prominent factor of the problem as it endangers the success of any economic reforms already from the roots. Also authoritarian government is a decisive co-variable increasing the risks for development, as the political context already is a major obstacle for any project (Ake, 1996). This is valid not only for economical projects but also for those aiming at improving the human rights situation and strengthening democracy. This effect became also visible in Kenya in various electoral situations. Instead of strengthening the democratic climate the ruling factions relied on stirring up tribal rivalries, bringing about more division, hostility and intolerance to their nations instead of political progress (Nyong'o, 2002).
