Book excerpt: The U.S. Space Force (USSF) and U.S. Department of Defense (DoD) are examining and pursuing various ways to leverage commercial space capabilities as part of their policy goal to promote the U.S. space industry and their strategy for improving the national security space architecture. As the commercial space industry continues to grow in capability, capacity, and diversity, opportunities for the USSF and DoD to leverage commercial capabilities are expanding. Specifically, the USSF is considering the role of the commercial space industry in its future space architecture and the innovation ecosystem. It is faced with many choices, such as which commercial capability option to leverage or for which military application it should use commercial instead of organic space capabilities. In this report, the authors conduct a broad review of seven commercial space sectors-satellite communications, space launch, remote sensing, environmental monitoring, space domain awareness, data transmit/receive networks, and space logistics-and characterize the capabilities and trends in each of them. The information gathered and included in this report is current as of June 15, 2020, and because of rapid changes in the commercial space industry, the authors also recommend sector-specific indicators to track future market developments.

The Department of the Air Force (DAF), particularly the U.S. Space Force (USSF), is increasing its partnership activities with the commercial space industry to take advantage of these opportunities. As the DAF makes investment decisions to leverage commercial space capabilities, it needs a better understanding of opportunities, risks, and challenges it might encounter. To help the DAF evaluate these potential benefits and risks, RAND researchers examined two space-related markets that together represent the widest variation in market and firm maturity: the commercial space-based positioning, navigation, and timing (PNT) market (an emerging market) and the commercial satellite communications (SATCOM) market (an established market). This variation between the two markets is useful for identifying distinct and cross-cutting themes that could be generalized to other commercial space markets not analyzed in this research. In this report, the researchers describe their analysis and provide findings and recommendations for the DAF.

Book excerpt: Growth in the technical capabilities of commercial and foreign space systems, potential exploitation of space by adversaries, increasing use of commercial space capabilities by U.S. forces, and continuing budget constraints are all changing the role of the U.S. military in space. The growth of commercial space markets, and the rapid privatization and increasing foreign ownership of commercial space assets, suggest that the Department of Defense must develop a long-term strategy to ensure adequate and secure access to commercial communications satellites and other commercial space resources. Space control will assume increasing importance in military operations, and space itself may become a theater of military operations. The United States should develop a long-term strategy to enable the U.S. military to deny space capabilities to potential adversaries. Such a strategy should rely on system or operational concepts that minimize collateral damage to commercial, civil, and third-party space assets and that do not violate existing arms control agreements or treaties. Space surveillance--the ability to precisely identify, track, and predict the position of objects in space --is an essential aspect of space control. Space control and changing space surveillance needs have implications for the Air Force as an institution.

As these new technologies become available to the market, the Joint Force Commander will need to continually assess their military utility in order to prevent the enemy from gaining an edge.

In light of the steady increase in international satellite activity for commercial and military purposes, American's vacillation on this issue could begin to pose a real threat to our national security. Since the cold war, space has come to harbor many tools of the tactical warfighter. Satellites have long been used to provide strategic communication, early warning of missile launch, and arms control verification. The U.S. armed forces increasingly use space assets to locate and strike targets on the battlefield. To date, though, no country deploys destructive weapons in space, for use against space or Earth targets, and no country possesses ground-based weapons designed explicitly to damage objects in space. The line between nonweaponization and weaponization is blurry, to be sure—but it has not yet been crossed. In Ne ither Star Wars nor Sanctuary, Michael E. O'Hanlon makes a forceful case for keeping it this way. The United States, with military space budgets of around $20 billion a year, enjoys a remarkably favorable military advantage in space. Pursuing a policy of space weaponization solely in order to maximize its own military capabilities would needlessly jeopardize this situation by likely hastening development of space weapons in numerous countries. It would also reaffirm the prevalent international image of the United States as a global cowboy of sorts, too quick to reach for the gun. O'Hanlon therefore asserts that U.S. military space policy should focus on delaying any movement toward weaponization, without foreclosing the option of developing space weapons in the future, if necessary. Extreme positions that would either hasten to weaponize space or permanently rule this out are not consistent with technological realities and U.S. security interests.
