Book excerpt: In 2020, the agriculture and food sector experienced significant supply chain disruptions due to the COVID-19 crisis and associated lockdown measures. Yet relatively limited economic impacts were observed on the sector due to the agility of producers, supply chain actors and retailers, but also to the rapid and broad response by governments. Close to 800 measures were undertaken by governments in 54 developed and emerging countries, aimed to avoid aggravating disruptions, absorb supply and demand shocks, provide relief to affected producers and consumers, or to bolster the recovery of affected production activities. At least USD 157 billion was earmarked to the agriculture sector to support these measures, with a large part going to food assistance. As the impact of the COVID-19 pandemic on this sector subsides, policy makers will need to pivot and shift spending to investments that can enhance sector-wide resilience.

Book excerpt: There have been numerous economic difficulties felt by several countries in the Near East and North Africa (NENA) in recent years, generating difficult and region-specific challenges for the food and agriculture systems of the region. The COVID-19 pandemic and the consequent economic crisis made a bad situation worse. This report does an extensive review and analysis of policy decisions made by 19 governments in the region in response to the COVID-19 crisis, from March 2020 to May 2020. The broad range of policy decisions were reviewed based on the Food and Agriculture Policy Decision Analysis (FAPDA) database, complemented by information on disruptions of food and agriculture systems and related policy responses provided by regional and country offices. Results from the review indicate what were the major policy responses from most countries in the region, including common policy responses targeting consumers and producers. It further shows that the magnitude of measures implemented in the region is characterized by a somewhat foreseeable divide between oil- and gas-rich countries and all other NENA countries. Benefiting from this consolidated analysis of the regional policy response, the report draws insights and provides general recommendations that may feed the policy debate at the national, regional, and global levels, facilitating better-targeted policy support and contribute to economic recovery with coordinated policy responses across countries.

These impacts are also being felt by the food and agriculture sector. While the supply of food has held up well to date, in many countries, the measures put in place to contain the spread of the virus are starting to disrupt the supply of agro-food products to markets and consumers, both within and across borders. The sector is also experiencing a substantial shift in the composition and - for some commodities - the level of demand. How damaging these impacts turn out to be for food security, nutrition and the livelihoods of farmers, fishers and others working along the food supply chain will depend in large part on policy responses over the short, medium and long term. In the short term, governments must manage multiple demands - responding to the health crisis, managing the consequences of the shock to the economy, and ensuring the smooth functioning of the food system. While the pandemic poses some serious challenges for the food system in the short term, it is also an opportunity to accelerate transformations in the food and agriculture sector to build its resilience in the face of a range of challenges, including climate change.

Book excerpt: The global coronavirus pandemic is revealing major weaknesses, inequities and system-wide risks in global food systems, giving renewed urgency to foster pathways to greater food system sustainability and resilience. Due to rising unemployment, supply chain disruptions and other responses to the pandemic, such as disruptions to social assistance programs in some countries, predictions suggest a near doubling of food insecurity globally. Nutritional changes are also occurring, as food availability and access changes, leading to substitution of dry, canned or processed foods for healthier, fresh ingredients, for some communities, and the reverse for others. These food security and nutritional changes are likely to be as impactful on human health as the virus itself. As a system-wide shock, the pandemic reveals weaknesses of global supply chains. The media highlighted empty supermarket shelves alongside food dumping in situations where producers locked into disappearing food service outlets were unable to access new markets. Farmers with long-standing reliance on migrant agricultural labor that can no longer travel across international borders under lockdown struggle to access support for the upcoming harvest season. The pandemic highlights well-known inequities for marginalized food systems employees; as essential workers are exposed to greater risks of contracting the virus in food-processing, agricultural and grocery store settings, but have little choice in accepting these conditions in order to keep these low-paying jobs. The pandemic reinforces another well-known food system inequity: marginalized and impoverished minorities often suffer from diet-related diseases (i.e. cardiovascular diseases, diabetes) and/or malnutrition that place them at greater risk of morbidity and mortality from the coronavirus. Lockdowns and border closures are reducing economic opportunities such as day labor and agricultural markets in some regions, such as much of Africa; ensuing risks of food and nutrition insecurity for vast segments of the population threaten to set back development, increase social conflict, and catalyze migration. Finally, the current pandemic shines a spotlight on the systemic risk of infectious diseases to emerge and become globalized through local bushmeat markets and international wildlife trade, and how wildlife hunting and trade is influenced by land use changes, including by industrial agriculture. At the same time, adaptive responses to the coronavirus illustrate how more resilient and sustainable food systems could evolve going forward. To avoid supply chain disruptions, communities are increasing their reliance on local food systems, including an increase in urban gardening and community-supported agriculture programs. Small-scale farmers are innovating to connect with buyers and with each other, including through new online marketing initiatives. Entrepreneurs are identifying foods that would otherwise be wasted and directing them to food banks. Retailers and wholesalers are re-configuring their distribution networks to shift food to where it is needed most. Food pantries, local producers and food businesses are also collaborating with municipal governments to address food security gaps arising from COVID-19 impacts.

This rapid assessment utilized primary data and existing data related to the agriculture-food systems sector to understand the impact of the COVID-19 crisis and produced recommendations and policy actions. The assessment's general objective is to identify the effects of COVID-19 on Agri-food systems actors and recommend policies to alleviate the negative impact. It explores the range of policies, strategies and actions, in the short- and medium/long-term in the broader agriculture/food systems sector. Book excerpt: Agricultural commodity value chains (AVCs) are critical for providing income to farmers, creating em ployment opportunities, generating export revenue, and providing affordable and healthy food for con sumers. Agriculture employs 42% of people in South Asia and 53% in sub-Saharan Africa (World Bank, 2022), while agricultural growth has been shown to be three times more effective at poverty reduction than growth in other sectors (de Janvry and Sadoulet, 2009). Though the majority of existing literature has focused on producers and consumers, recent research suggests that value added in the “mid stream” of value chains, the actors between farmgate and final vendors, may be as large as 40% of the total gross value in the agricultural sector (Reardon, 2015; AGRA, 2019). This midstream is comprised predominantly of small and medium size enterprises (SMEs) including traders, transporters, and processors whose potential for growth may be considerably untapped.In general, the high seasonality, geographic dispersion, and unpredictable output of the agricultural sector can make it especially difficult for the financial needs of the midstream to be met, challenges well documented and studied among small-scale producers. While there has been recent, increasing atten tion on the midstream actors in AVCs, focus on their financial needs is rare. If, in fact, they lack much access to financial products, an increase in access could lead to increased employment opportunities in the midstream, as well as more robust growth. Additionally, recent years have seen the emergence of a number of digital financial services (DFS), including mobile money and digital payment systems, digital credit, and digital marketplaces, all of which hold potential for alleviating meaningful constraints among midstream actors in AVCs. The aim of this project was to take stock of what is known about these midstream AVC actors, their fi nancial needs, and the potential of DFS to help meet those needs. In this synthesis, we summarize les sons from the project’s first phase, which included a literature review, analysis of existing microdata, documentation of previous data targeted at the midstream, and interviews with other experts in the field. As we approach 2022, the world is learning to live with COVID-19 and its variants for longer than initially believed. So the numbers related to COVID-19 infections and vaccination rates are only provisional and reflect the situation as of the time of writing.

Market linkages transmit these impacts through economies, from directly affected actors to others in both the urban and rural spheres. Economic contexts, including the structure of local economies, shape the transmission of impacts on rural men and women. Because of this, the pandemic, lockdowns, and mitigation policies influence outcomes in complex ways. In most cases, the magnitudes and even the signs of impacts cannot be determined ex ante. In this study, we use multiple local economy-wide impact evaluation (LEWIE) models to estimate the impacts of the pandemic and lockdowns on rural producers and households in a diversity of economic and agro-climatic settings, using simulation methods. We also examine the likely effects of alternative migitation measures.
