Book Keep Calm and Carry on Feeding Agriculture and Food Policy Responses to the COVID 19 Crisis

Download or read book Keep Calm and Carry on Feeding Agriculture and Food Policy Responses to the COVID 19 Crisis written by and published by . This book was released on 2021 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2020, the agriculture and food sector experienced significant supply chain disruptions due to the COVID-19 crisis and associated lockdown measures. Yet relatively limited economic impacts were observed on the sector due to the agility of producers, supply chain actors and retailers, but also to the rapid and broad response by governments. Close to 800 measures were undertaken by governments in 54 developed and emerging countries, aimed to avoid aggravating disruptions, absorb supply and demand shocks, provide relief to affected producers and consumers, or to bolster the recovery of affected production activities. At least USD 157 billion was earmarked to the agriculture sector to support these measures, with a large part going to food assistance. As the impact of the COVID-19 pandemic on this sector subsides, policy makers will need to pivot and shift spending to investments that can enhance sector-wide resilience.

Download or read book Documentation for the COVID 19 food trade policy tracker Tracking government responses affecting global food markets during the COVID 19 crisis written by Laborde Debucquet, David and published by Intl Food Policy Res Inst. This book was released on 2020-05-01 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: In response to the COVID-19 crisis, some governments have implemented export restrictions and other trade policy measures to secure their food supply. This behavior can increase global food prices, with consequences including the exacerbation of hunger and income losses for producers in export-restrict-ing countries. Intergovernmental organizations and other actors need current information on food trade policy to curb detrimental reactive policy and enable cooperation. To address this need, we provide the COVID-19 Food Trade Policy Tracker. Gathering data from sources including the media, national gov-ernments, expert input, the OECD, and the IMF, we provide up-to-date information on food trade poli-cies implemented during the COVID-19 crisis and the likely magnitude of their effects.

Book 2021 Global food policy report Transforming food systems after COVID 19

Download or read book 2021 Global food policy report Transforming food systems after COVID 19 written by International Food Policy Research Institute (IFPRI) and published by Intl Food Policy Res Inst. This book was released on 2021-04-13 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: The coronavirus pandemic has upended local, national, and global food systems, and put the Sustainable Development Goals further out of reach. But lessons from the world’s response to the pandemic can help address future shocks and contribute to food system change. In the 2021 Global Food Policy Report, IFPRI researchers and other food policy experts explore the impacts of the pandemic and government policy responses, particularly for the poor and disadvantaged, and consider what this means for transforming our food systems to be healthy, resilient, efficient, sustainable, and inclusive. Chapters in the report look at balancing health and economic policies, promoting healthy diets and nutrition, strengthening social protection policies and inclusion, integrating natural resource protection into food sector policies, and enhancing the contribution of the private sector. Regional sections look at the diverse experiences around the world, and a special section on finance looks at innovative ways of funding food system transformation. Critical questions addressed include: - Who felt the greatest impact from falling incomes and food system disruptions caused by the pandemic? - How can countries find an effective balance among health, economic, and social policies in the face of crisis? - How did lockdowns affect diet quality and quantity in rural and urban areas? - Do national social protection systems such as cash transfers have the capacity to protect poor and vulnerable groups in a global crisis? - Can better integration of agricultural and ecosystem polices help prevent the next pandemic? - How did companies accelerate ongoing trends in digitalization and integration to keep food supply chains moving? - What different challenges did the pandemic spark in Asia, Africa, and Latin America and how did these regions respond?

This volume presents key lessons learned on food security and food system resilience in 2020 and 2021 and assesses the effectiveness of policy responses to the crisis. Looking forward, the authors consider how the pandemic experience can inform both recovery and longer-term efforts to build more resilient food systems.

Book Policy responses to COVID 19 crisis in Near East and North Africa keeping food and agricultural systems alive

Download or read book Policy responses to COVID 19 crisis in Near East and North Africa keeping food and agricultural systems alive written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2021-03-23 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: There have been numerous economic difficulties felt by several countries in the Near East and North Africa (NENA) in recent years, generating difficult and region-specific challenges for the food and agriculture systems of the region. The COVID-19 pandemic and the consequent economic crisis made a bad situation worse. This report does an extensive review and analysis of policy decisions made by 19 governments in the region in response to the COVID-19 crisis, from March 2020 to May 2020. The broad range of policy decisions were reviewed based on the Food and Agriculture Policy Decision Analysis (FAPDA) database, complemented by information on disruptions of food and agriculture systems and related policy responses provided by regional and country offices. Results from the review indicate what were the major policy responses from most countries in the region, including common policy responses targeting consumers and producers. It further shows that the magnitude of measures implemented in the region is characterized by a somewhat foreseeable divide between oil- and gas-rich countries and all other NENA countries. Benefiting from this consolidated analysis of the regional policy response, the report draws insights and provides general recommendations that may feed the policy debate at the national, regional, and global levels, facilitating better-targeted policy support and contribute to economic recovery with coordinated policy responses across countries.

Book COVID 19 and the Food and Agriculture Sector Issues and Policy Responses

Download or read book COVID 19 and the Food and Agriculture Sector Issues and Policy Responses written by and published by . This book was released on 2020 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: The COVID-19 pandemic is a global health crisis that is already having devastating impacts on the world economy - both directly and through necessary measures to contain the spread of the disease. These impacts are also being felt by the food and agriculture sector. While the supply of food has held up well to date, in many countries, the measures put in place to contain the spread of the virus are starting to disrupt the supply of agro-food products to markets and consumers, both within and across borders. The sector is also experiencing a substantial shift in the composition and - for some commodities - the level of demand. How damaging these impacts turn out to be for food security, nutrition and the livelihoods of farmers, fishers and others working along the food supply chain will depend in large part on policy responses over the short, medium and long term. In the short term, governments must manage multiple demands - responding to the health crisis, managing the consequences of the shock to the economy, and ensuring the smooth functioning of the food system. While the pandemic poses some serious challenges for the food system in the short term, it is also an opportunity to accelerate transformations in the food and agriculture sector to build its resilience in the face of a range of challenges, including climate change.

Book COVID 19 Food System Frailties and Opportunities

Download or read book COVID 19 Food System Frailties and Opportunities written by Claire Kremen and published by Frontiers Media SA. This book was released on 2023-11-21 with total page 323 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global coronavirus pandemic is revealing major weaknesses, inequities and system-wide risks in global food systems, giving renewed urgency to foster pathways to greater food system sustainability and resilience. Due to rising unemployment, supply chain disruptions and other responses to the pandemic, such as disruptions to social assistance programs in some countries, predictions suggest a near doubling of food insecurity globally. Nutritional changes are also occurring, as food availability and access changes, leading to substitution of dry, canned or processed foods for healthier, fresh ingredients, for some communities, and the reverse for others. These food security and nutritional changes are likely to be as impactful on human health as the virus itself. As a system-wide shock, the pandemic reveals weaknesses of global supply chains. The media highlighted empty supermarket shelves alongside food dumping in situations where producers locked into disappearing food service outlets were unable to access new markets. Farmers with long-standing reliance on migrant agricultural labor that can no longer travel across international borders under lockdown struggle to access support for the upcoming harvest season. The pandemic highlights well-known inequities for marginalized food systems employees; as essential workers are exposed to greater risks of contracting the virus in food-processing, agricultural and grocery store settings, but have little choice in accepting these conditions in order to keep these low-paying jobs. The pandemic reinforces another well-known food system inequity: marginalized and impoverished minorities often suffer from diet-related diseases (i.e. cardiovascular diseases, diabetes) and/or malnutrition that place them at greater risk of morbidity and mortality from the coronavirus. Lockdowns and border closures are reducing economic opportunities such as day labor and agricultural markets in some regions, such as much of Africa; ensuing risks of food and nutrition insecurity for vast segments of the population threaten to set back development, increase social conflict, and catalyze migration. Finally, the current pandemic shines a spotlight on the systemic risk of infectious diseases to emerge and become globalized through local bushmeat markets and international wildlife trade, and how wildlife hunting and trade is influenced by land use changes, including by industrial agriculture. At the same time, adaptive responses to the coronavirus illustrate how more resilient and sustainable food systems could evolve going forward. To avoid supply chain disruptions, communities are increasing their reliance on local food systems, including an increase in urban gardening and community-supported agriculture programs. Small-scale farmers are innovating to connect with buyers and with each other, including through new online marketing initiatives. Entrepreneurs are identifying foods that would otherwise be wasted and directing them to food banks. Retailers and wholesalers are re-configuring their distribution networks to shift food to where it is needed most. Food pantries, local producers and food businesses are also collaborating with municipal governments to address food security gaps arising from COVID-19 impacts.

Book Impacts of COVID 19 on people s food security Foundations for a more resilient food system

Download or read book Impacts of COVID 19 on people s food security Foundations for a more resilient food system written by Béné, Christophe and published by Intl Food Policy Res Inst. This book was released on 2021-02-20 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: As part of the work implemented by CGIAR on COVID-19, the COVID-19 Research Hub Working Group 4 “Address food systems’ fragility and build back better” was tasked with implementing a global assessment of the impacts of COVID-19 on food systems and their actors, focusing specifically on the consequences that the pandemic had brought on the food security and nutrition of those who have been affected by the crisis. This includes formal and informal actors of the food supply chains (from producers to street vendors) as well as consumers, in both rural and urban environments. Building on this assessment, the task was then to draw on key principles of resilience in the context of humanitarian and food security crisis, to identify preliminary elements of a food system resilience research agenda.

Book COVID 19 Rapid food security and agrifood sector country assessment for Jordan

Download or read book COVID 19 Rapid food security and agrifood sector country assessment for Jordan written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2021-10-12 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments worldwide are implementing an extensive range of prevention and mitigation measures to control the spread of COVID-19 and limit its health, economic and social consequences. COVID-19 policy actions could have significant negative impacts across the food system, mainly if the policies are uncoordinated and built on limited evidence. In Jordan, the COVID-19 pandemic is continuing to cause direct harm to health, livelihoods, to people living standard and overall national economies. This articulates the importance of formulating long, medium and short-term policies to deal with pandemic priorities and alleviate COVID-19 and increase development investments in the agriculture sector as one of the most critical sectors in such these conditions. This study determines the short-term impact of COVID-19 on agriculture and food supply and identifies the positive impact of government measures taken across the country of Jordan. This rapid assessment utilized primary data and existing data related to the agriculture-food systems sector to understand the impact of the COVID-19 crisis and produced recommendations and policy actions. The assessment's general objective is to identify the effects of COVID-19 on Agri-food systems actors and recommend policies to alleviate the negative impact. It explores the range of policies, strategies and actions, in the short- and medium/long-term in the broader agriculture/food systems sector. Recommendations and suggested policies (10 policies) are formed depending on the results of the field surveys (farmers, exporters and supply chain actors survey), the results of secondary data analysis, IMF targeted policies (9 pillars), Jordan COVID-19 and Food Security Rapid Assessment-Policy

Book From farm to table How are governments keeping food systems functioning during COVID 19

Download or read book From farm to table How are governments keeping food systems functioning during COVID 19 written by Kennedy, Adam and published by Intl Food Policy Res Inst. This book was released on 2020-08-31 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the initial onset of COVID-19, pictures of empty supermarket shelves and panic buying raised questions about the impacts of the pandemic on food supply chains. Around the world, governments have responded in multiple ways to address some of the major constraints generated by lockdowns, restrictions on transport, and financial stresses experienced by farmers, retailers, and consumers (Hawkes 2020; Reardon and Swinnen 2020). Drawing on the data collected for 28 countries for IFPRI’s COVID-19 Policy Response (CPR) Portal (IFPRI 2020), this brief summarizes the distribution of government policy choices, highlighting where innovations emerged as well as where there has been a reversion to the status quo.

Book Asia wide impacts of COVID 19 on national food systems and recovery paths

Download or read book Asia wide impacts of COVID 19 on national food systems and recovery paths written by Pulido, Cristhian and published by Intl Food Policy Res Inst. This book was released on 2022-07-20 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agricultural commodity value chains (AVCs) are critical for providing income to farmers, creating em ployment opportunities, generating export revenue, and providing affordable and healthy food for con sumers. Agriculture employs 42% of people in South Asia and 53% in sub-Saharan Africa (World Bank, 2022), while agricultural growth has been shown to be three times more effective at poverty reduction than growth in other sectors (de Janvry and Sadoulet, 2009). Though the majority of existing literature has focused on producers and consumers, recent research suggests that value added in the “mid stream” of value chains, the actors between farmgate and final vendors, may be as large as 40% of the total gross value in the agricultural sector (Reardon, 2015; AGRA, 2019). This midstream is comprised predominantly of small and medium size enterprises (SMEs) including traders, transporters, and processors whose potential for growth may be considerably untapped. In general, the high seasonality, geographic dispersion, and unpredictable output of the agricultural sector can make it especially difficult for the financial needs of the midstream to be met, challenges well documented and studied among small-scale producers. While there has been recent, increasing atten tion on the midstream actors in AVCs, focus on their financial needs is rare. If, in fact, they lack much access to financial products, an increase in access could lead to increased employment opportunities in the midstream, as well as more robust growth. Additionally, recent years have seen the emergence of a number of digital financial services (DFS), including mobile money and digital payment systems, digital credit, and digital marketplaces, all of which hold potential for alleviating meaningful constraints among midstream actors in AVCs. The aim of this project was to take stock of what is known about these midstream AVC actors, their fi nancial needs, and the potential of DFS to help meet those needs. In this synthesis, we summarize les sons from the project’s first phase, which included a literature review, analysis of existing microdata, documentation of previous data targeted at the midstream, and interviews with other experts in the field. We intend to use the lessons from this initial phase to prepare for specialized data collection tai lored to and targeting ident

Book COVID 19 pandemic impacts on Asia and the Pacific

Download or read book COVID 19 pandemic impacts on Asia and the Pacific written by Elbehri, A., Temel, T., Burcu Ceylan, F., Mittal, S., Kularatne, D., Dawe, D. and published by Food & Agriculture Org.. This book was released on 2022-02-14 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: The COVID-19 health crisis has turned into a global economic crisis, putting at risk the health, jobs and incomes of millions of people across the world. The pandemic is becoming persistent and seemingly slow to eradicate, with medium and long-term consequences affecting the trajectories of the SDG (Sustainable Development Goal) targets across the countries. Better understanding of the implications of COVID-19 containment these measures for food systems, food insecurity and malnutrition is vital to prevent this global health crisis from becoming a food crisis and to rebuilt resilient food systems. The regional review presented in this report is broad-based but provisional since we are still dealing with an active pandemic having just moved past the fourth wave (dominated by Delta variant) and now facing a new variant, Omicron (whose real impact is still under review). As we approach 2022, the world is learning to live with COVID-19 and its variants for longer than initially believed. So the numbers related to COVID-19 infections and vaccination rates are only provisional and reflect the situation as of the time of writing.

Book The impacts of COVID 19 and policy responses in rural economies

Download or read book The impacts of COVID 19 and policy responses in rural economies written by Food and Agriculture Organization of the United Nations and published by Food and Agriculture Organization of the United Nations. This book was released on 2023-01-19 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: The impacts of the COVID-19 pandemic and government policies to limit its spread are multi-faceted and complex. Market linkages transmit these impacts through economies, from directly affected actors to others in both the urban and rural spheres. Economic contexts, including the structure of local economies, shape the transmission of impacts on rural men and women. Because of this, the pandemic, lockdowns, and mitigation policies influence outcomes in complex ways. In most cases, the magnitudes and even the signs of impacts cannot be determined ex ante. In this study, we use multiple local economy-wide impact evaluation (LEWIE) models to estimate the impacts of the pandemic and lockdowns on rural producers and households in a diversity of economic and agro-climatic settings, using simulation methods. We also examine the likely effects of alternative migitation measures.
