Book excerpt: Even after joining the Eurasian Customs Union, bringing a common external tariff, and joining the Eurasian Economic Union (EEU), establishing the free movement of goods, services, capital and people, Kazakhstan maintains a partially independent trade policy, as opposed to European Union member states, whose external trade policy and tariffs are tended to by the Commission. This paper seeks to establish the determinants of commercial policy in Kazakhstan by developing a contextual understanding of the leadership's motives in trade policy decision-making. To this end, it juxtaposes implemented policies and strategies since independence with economic data and political events and constellations. Besides economic integration, relevant policies included efforts to diversify exports and maintain national sovereignty. An evaluation of potential determinants found that macroeconomic indicators, the geopolitical landscape and national political characteristics shape the government's trade policy strategy. Specific factors were: variations in the price of commodities and their effect on government revenue; economic growth as part of the regime's political legitimization; a power concentration among top officials in national policy making; these officials' rent-seeking behavior; and a foreign policy based on opportunism, geography and friendship with Russia. Membership in the EEU turned out not to be an economic necessity. A reason was that as opposed to the other members Armenia, Belarus and Kyrgyzstan, Kazakhstan is not economically dependent on Russia. From these determinants, the paper furthermore deduces lessons that explain current and future policy choices in a way that is meaningful for businesses trading with Kazakhstan.

It is also finalizing accession to the World Trade Organization (WTO) while its trade strategy includes a number of free trade agreements to be negotiated. It is an active member of the Central Asia Region Economic Cooperation (CAREC). This report is composed of three policy notes that discuss how to improve the trade policy framework, management, and regulations: note one is on the trade policy framework and recommends joining the WTO on a tariff schedule that is more liberal than Russia's; note two postulates that to benefit more fully from the WTO membership and future regional or bilateral agreements, the institutional framework for trade policy management will need a clearer strategic vision, better coordination within the government and with private sector, and enhanced human capacity; and note three suggests that for the private sector to benefit from global integration and diversification, the government should ease the burden of regulations that affect trade (non-tariff measures (NTMs)).

Book excerpt: With the economic shift of Kazakhstan in 1991 from a centrally planned economy to a democratically independent republic, the country has seen its volume of external trade increase on a global basis. Consequently, Kazakhstan is now engaged in international commercial activities with more than one hundred and seventy countries and has trading and economic agreements with more than fifty other countries under a "Most-Favoured Nations (MFN)" regime. Indeed, Kazakhstan has established a free trade area and continues to work on deepening the integration process within the framework of the Eurasian Economic Community (which now comprises Russia, Belarus and Kazakhstan). Consequently, the main aim of this research is to study the impact of foreign trade policy on economic growth in Kazakhstan since its independence in 1991 until 2008. The conceptual framework adopted for this study is underpinned by a review of extant research on the evolution of foreign trade policy for important developed and developing nations - including former soviet countries. Thereafter, policy practices identifying similarities and differences were examined as a basis for the understanding of the nature of foreign trade policy evolution for the Kazakhstan case. On this note, the study methodology adopted a cross-sectional analysis of twelve nations from the Commonwealth of Independent States (CIS), which was supported by time-series analysis in order to demonstrate implications of key variables which impact economic growth. Hence, the primary approach towards analyzing the major sources of study data was a quantitative analysis to address study hypotheses with a focus on the Kazakhstan case. Results alluded towards:- 1. A better understanding of the evolution of the strategic development of the trade in Kazakhstan and other CIS countries since independence in 1991. 2. A strong correlation coefficient between export and GDP growth for most CIS countries during time series analysis. Consequently, exports were seen as the main source of growth throughout the period from 1992 - 2006 for CIS countries. 3. A number of key variables (such as: government consumption expenditure, private consumption expenditure, gross capital formation, export, agriculture, manufacturing, construction, service- shares in GDP) on both - end use and industrial origin - showed a negative impact on economic growth for some nations, while others showed a positive impact. 4. In the case of Kazakhstan, a positive impact of exports on economic growth resulting from regression results across the period. 5. Changing foreign trade policy from inward orientation (towards CIS States) to an outward oriented strategy (to the global marketplace) of these states (including Kazakhstan) throughout the period 1992 - 2008, increasing economic growth significantly.

Book excerpt: In this paper the authors use a computable general equilibrium model of the Kazakhstan economy to assess the impact of accession to the World Trade Organization (WTO), which encompasses (1) improved market access; (2) Kazakhstan tariff reduction; (3) reduction of barriers against entry by multinational service providers; and (4) reform of local content and value-added tax policies confronting multinational firms in the oil sector. They assume that foreign direct investment in business services is necessary for multinationals to compete well with Kazakhstan business services providers, but cross-border service provision is also present. The model incorporates productivity effects in both goods and services markets endogenously, through a Dixit-Stiglitz framework. The authors estimated the ad valorem equivalent of barriers to foreign direct investment based on detailed questionnaires completed by specialized research institutes in Kazakhstan. They estimate that Kazakhstan will gain about 6.7 percent of the value of Kazakhstan consumption in the medium run from WTO accession and up to 17.5 percent in the long run. They estimate that the largest gains to Kazakhstan will derive from liberalization of barriers against multinational service providers, but the other three elements of WTO accession that the authors model all contribute positively to the estimated gains. Piecemeal sensitivity analysis shows that qualitatively the results are robust, but there are four parameters in the model that significantly affect the estimated magnitude of the gains from WTO accession.

However, connectivity remains one of the greatest challenges facing the country: its trade integration is limited by low density of settlement and economic activity, infrastructure bottlenecks, weaknesses in trade facilitation, and long distances to major markets; its economy still depends on a limited number of export commodities and a narrow range of trading partners. This report summarises the analytical guidance and capacity-building on export diversification in Kazakhstan provided by the OECD in 2022 and 2023. The report complements recent OECD work on trade connectivity in Central Asia, by focusing on practical aspects of export diversification identified in collaboration with the government of Kazakhstan: (i) how to develop export promotion policies for SMEs; (ii) how to design a one-stop shop for exporting SMEs; and (iii) how to improve cross-border co-operation in Kazakhstan’s Caspian Sea ports.

China's new Silk Road initiative, renewed regional integration efforts through the Eurasian Economic Union, CAREC and WTO accession are opening up new prospects for Kazakhstan to integrate more successfully with the region and the world and to position itself as a key trade and transit corridor between Asia, Europe, and the Middle East. While Kazakhstan outperforms its regional peers in terms of overall business environment, it still ranks poorly in trading across borders. Kazakhstan is embarking on an economic transformation at a time where new global trends are reshaping economic fundamentals. As countries in Asia and Europe enhance their living standards, opportunity costs will matter more than direct transport costs, resulting in increasing opportunities to transport goods from East Asia to Europe.

The study results and its recommendations should be appropriate for policy makers in developing countries, especially in CIS countries.
