New Orleans, a city of 500,000, was nearly emptied of life after the hurricane and flooding. Katrina survivors eventually scattered across all fifty states, and tens of thousands still remain displaced. Some are desperate to return to the Gulf Coast but cannot find the means. Others have chosen to make their homes elsewhere. Still others found a way to return home but were unable to stay due to the limited availability of social services, educational opportunities, health care options, and affordable housing. The contributors to Displaced have been following the lives of Katrina evacuees since 2005. In this illuminating book, they offer the first comprehensive analysis of the experiences of the displaced. Drawing on research in thirteen communities in seven states across the country, the contributors describe the struggles that evacuees have faced in securing life-sustaining resources and rebuilding their lives. They also recount the impact that the displaced have had on communities that initially welcomed them and then later experienced “Katrina fatigue” as the ongoing needs of evacuees strained local resources. Displaced reveals that Katrina took a particularly heavy toll on households headed by low-income African American women who lost the support provided by local networks of family and friends. It also shows the resilience and resourcefulness of Katrina evacuees who have built new networks and partnered with community organizations and religious institutions to create new lives in the diaspora.

The cover of my book is a picture which circulated on the internet. It is Highway 603 S(exit 13) as seen from the I-10 overpass. The Exxon Station is up and running again, and still the Greyhound Bus stop. All you can see of it is the frame of the sign and the roofs of the service station, restaurant and two-story hotel. The Gulf Coast faces many dragons, such as insurance hikes, FEMA, county and city building codes and post traumatic depression (also called survivor's guilt). With help and perseverance we can overcome these hurdles and go forward with the reconstruction of our homes, businesses, public facilities and our lives. Katrina soon realizes that if people including herself have hope then things will get brighter at the end of that long tunnel.

The book gives hope and inspiration addressing the issue of suffering and how God can and will use it to help us grow. Giroux shows how the tragedy and suffering in the aftermath of Hurricane Katrina signals a much larger crisis in the United States-one that threatens the very nature of individual freedom and inclusive democracy. This crisis extends far beyond matters of leadership, governance, or the Bush administration. It is a crisis that strikes at the very heart of democracy and must be understood within a broader set of antidemocratic forces that not only made the social disaster underlying Katrina possible, but also contribute to an emerging authoritarianism in the United States. Questions regarding who is going to die and who is going to live are driving a new form of authoritarianism in the United States. Within this form of "dirty democracy" a new and more insidious set of forces-embedded in our global economy-have largely given up on the sanctity of human life, rendering some groups as disposable and privileging others. Giroux offers up a vision of hope that creates the conditions for multiple collective and global struggles that refuse to use politics as an act of war and markets as the measure of democracy. Making human beings superfluous is the essence of totalitarianism, and democracy is the antidote in urgent need of being reclaimed. Katrina will keep the hope of such a struggle alive because for many of us the images of those floating bodies serve as a desperate reminder of what it means when justice, as the lifeblood of democracy, becomes cold and indifferent.
