Book excerpt: Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.

The Partition displaced between 10 and 12 million people along religious lines. This book provides a comprehensive and in-depth analysis of the resettlement and rehabilitation of Partition refugees in Pakistani Punjab between 1947 and 1962. It weaves a chronological and thematic plot into a single narrative, and focuses on the Punjabi refugee middle and upper-middle class. Emphasising the everyday experience of the state, the author challenges standard interpretations of the resettlement of Partition refugees in the region and calls for a more nuanced understanding of their rehabilitation. The book argues the universality of the so-called 'exercise in human misery', and the heterogeneity of the rehabilitation policies. Refugees’ stories and interactions with local institutions reveal the inability of the local bureaucracy to establish its own 'polity' and the viable workability of Pakistan as a state. The use of Pakistani documents, US and British records and a careful survey of both the judicial records and the Urdu and English-language dailies of the time, provides an invaluable window onto the everyday life of a state, its institutions and its citizens. A carefully researched study of both the state and the everyday lives of refugees as they negotiated resettlement, through both personal and official channels, the book offers an important reinterpretation of the first years of Pakistani history. Book excerpt: After two decades of marketizing, an array of national and international actors have become concerned with growing global inequality, the failure to reduce the numbers of very poor people in the world, and a perceived global backlash against international economic institutions. This new concern with poverty reduction and the political participation of excluded groups has set the stage for a new politics of inclusion within nations and in the international arena. The essays in this volume explore what forms the new politics of inclusion can take in low- and middle-income countries. The contributors favor a polity-centered approach that focuses on the political capacities of social and state actors to negotiate large-scale collective solutions and that highlights various possible strategies to lift large numbers of people out of poverty and political subordination. The contributors suggest there is little basis for the radical polycentrism that colors so much contemporary development thought. They focus on how the political capabilities of different societal and state actors develop over time and how their development is influenced by state action and a variety of institutional and other factors. The final chapter draws insightful conclusions about the political limitations and opportunities presented by current international discourse on poverty. Peter P. Houtzager is a Fellow at the Institute of Development Studies, University of Sussex. He has been a visiting scholar at the Center for Latin American Studies, University of California, Berkeley, visiting lecturer at Stanford University, and lecturer at St. Mary's College. A political scientist with broad training in comparative politics and historical-institutional analysis, he has written extensively on the institutional roots of collective action. Mick Moore is a Fellow at the Institute of Development Studies, University of Sussex, as well as Director of the Centre for the Future State. He has been a visiting professor at the Massachusetts Institute of Technology. His professional interests include political and institutional aspects of poverty reduction and of economic policy and performance, the politics and administration of development, and good government.

Book excerpt: The Indian Constitution provides local institutions with the status of local self-governments. The Constitutional status means that the local governments are on par with the Central and State governments. In that status they can plan for their economic and human development. This fact, however, is undermined in practice at the state/province level. The provision provided in the 74th Amendment Act of the Constitution for creating and activating District Planning Committees (DPCs) is the responsibility of the state governments. This often is also in contradiction with the interests of the realpolitik of the state level. Often DPCs are not constituted, and if constituted, they are dysfunctional. The creation of the institutions for local level independent planning and budgeting itself is a political process. This is the story not only in the backward states of India but also in states such as Karnataka that have historically been more progressive than other states with respect to local self-government. This book is a study of the Tumkur district in rural Karnataka. Karnataka is traditionally known as a state which championed the decentralisation process. The state is also known for the ‘Karnataka Model’ of development, wherein rural decentralisation combined with the advanced information and biotechnology led economic development process is supposed to constitute such a model. In that context this book examines the devolution process to local governments, the process of the integration of plans—rural with urban plans and different sectors with each other—and the implementation of district level plans. The book is a product of primary research in Karnataka, India and brings to light various aspects of decentralised planning in Karnataka that are instructive for the other Indian states as well as many developing countries where currently decentralised planning is implemented.
