Adults have the responsibility for creating an environment that promotes early learning opportunities for the young children they educate and for whom they care. Children learn through play and active, hands-on learning. For infants and toddlers in particular, these standards must be linked to programs or adult decisions based upon knowledge of child development and individual learning needs, not 'required' child behaviors or skills.
