Book excerpt: In an era of failing states and ethnic conflict, violent challenges from dissenting groups in the former Yugoslavia, the former Soviet Union, several African countries, and India give cause for grave concern in much of the world. And it is in India where some of the most turbulent of these clashes have been taking place. One resulted in the creation of Pakistan, and militant separatist movements flourish in Kashmir, Punjab, Manipur, Mizoram, Nagaland, and Assam. In India Against Itself, Sanjib Baruah focuses on the insurgency in Assam in order to explore the politics of subnationalism. Baruah offers a bold and lucid interpretation of the political and economic history of Assam from the time it became a part of British India and a leading tea-producing region in the nineteenth century. He traces the history of tensions between pan-Indianism and Assamese subnationalism since the early days of Indian nationalism. The region's insurgencies, human rights abuses by government security forces and insurgents, ethnic violence, and a steady slide toward illiberal democracy, he argues, are largely due to India's formally federal, but actually centralized governmental structure. Baruah argues that in multiethnic polities, loose federations not only make better democracies, in the era of globalization they make more economic sense as well. This challenging and accessible work addresses a pressing contemporary problem with broad relevance for the history of nationality while offering an important contribution to the study of ethnic conflict. A native of northeast India, Baruah draws on a combination of scholarly research, political engagement, and an insider's knowledge of Assamese culture and society.

Book excerpt: This book offers an in-depth analysis of how governments in vulnerable regions respond to climate migrations. The author argues that, despite the newness of the discipline, responding to hydro-meteorological disasters at the sub-state level is fairly old and institutionalised. Using the example of India, and the State of Assam, the author demonstrates how existing rights-based frameworks are used as norms for governing climate migrations. However, these normative frameworks become futile when the sub-state simultaneously contests the status of climate migrants as legitimate citizens. Instead, the responsibility is replaced with pity-making and the state becomes an empathetic spectator - who understands the misfortune but refuses to be held accountable for either the development or protection of those worst affected by climate change. Those who migrate due to climate change often find themselves stripped of their lands (because of erosion) and their political belonging to the society. The volume will be useful for those studying climate migrations and disaster responses to better understand how communities which are most affected by climatic disasters may not even have a right to have rights against the State they found themselves in. Ritumbra Manuvie is a Senior Researcher and Lecturer of Law at the University of Groningen, The Netherlands. The author studied migration, citizenship, and belonging in Assam during her doctoral work at the University of Edinburgh. This inclusion and exclusion can be observed not only in what they eat or what they are known to eat, but also how they eat, how they prepare and serve their food, and what happens after food is taken. The study of food politics and questions of identity and difference can, therefore, be a means of understanding the underlying social relations in any culture and its quiescent philosophy. This ethnographic work discusses the politics inherent in food among the Garos of Assam (India) and Bangladesh. In these two areas, they live as a minority, and with and in the peripheries of a dominant non-Garo culture.
