It was where Japanese and foreigners went to meet and play. With the crash of Japan’s bubble economy in the 1990s, however, the neighborhood declined, and it now has a reputation as perhaps Tokyo’s most dangerous district—a hotbed of illegal narcotics, prostitution, and other crimes. Its concentration of “bad foreigners,” many from China, Russia and Eastern Europe, West Africa, and Southeast Asia is thought to be the source of the trouble. Roman Adrian Cybriwsky examines how Roppongi’s nighttime economy is now under siege by both heavy-handed police action and the conservative Japanese “construction state,” an alliance of large private builders and political interests with broad discretion to redevelop Tokyo. The construction state sees an opportunity to turn prime real estate into high-end residential and retail projects that will “clean up” the area and make Tokyo more competitive with Shanghai and other rising business centers in Asia. Roppongi Crossing is a revealing ethnography of what is arguably the most dynamic district in one of the world’s most dynamic cities. Rather, it is a constructed state that is productive, working in tandem with its opposite, “competence.” Perception of incompetence/competence works as what Michel Foucault (1977) calls a technology of “normalization” that pushes individuals to aspire to follow a shared norm, while hierarchically differentiating individuals according to their proximity to the aspired norm. The notion of incompetence is thus “productive” in that it turns individuals into specific kinds of “subjects” (Foucault 1977). The Politics of “Incompetence”: Learning Language, Relations of Power, and Daily Resistance further investigates other productive processes around the perception of “incompetence” specifically through its intersections with various ideologies—“academic achievement,” teacher-student hierarchy, “native speaker” ideology, normative unit thinking, and privilege of vulnerability—as such intersections generate new knowledge, new reflection on one’s assumptions and privilege, new space for marginalized language, and more. This volume opens up a new area of study—productive cultural politics of “incompetence”—by focusing on language learning in diverse contexts: Japanese as a Foreign Language classrooms in US colleges, Italian language tourism in Italy, and indigenous Māori language revitalization at an Aotearoa/New Zealand school.

Urban congestion is often blamed for the soaring crime rate in the United States and the waning public confidence in the American police force, yet Japan's population per square mile is almost thirty times that of ours. In Forces of Order, originally published in 1976 and now thoroughly revised and expanded, David Bayley examines the reasons behind Japan's phenomenal success when it comes to public order. The Japanese police force is the world's most developed model of "community policing." To study it, Bayley conducted hundreds of interviews with police officers in Japan and spent many hours observing them on patrol, mostly at night. Making explicit comparisons between Japan and the United States, he analyzes Japan's record in policing and crime, the life of patrol officers, police relations with the community, police discipline and responsibility, the police as an institution, victimless crime, and deviance and authority in Japanese culture. The essential lesson of the book is that the incidence of crime as well as the nature of police practices is rooted in long-standing traditions that are profoundly related to fundamental matters of morality, culture, and historical experience. Bayley shows that the key differences between Japan and the United States do not stem from the economic or political structures of the two countries, but from the characteristic way in which people are expected to relate to one another and the sorts of social institutions that shape and reinforce those expectations.
