Book excerpt: The study assessed the psychometric properties of the Federal Emergency Management Agency (FEMA) questionnaires (Family Fire Risk Interview Form, Juvenile Fire Risk Interview Form, Parent Fire Risk Interview Form) used to record juvenile firesetting events. It also attempted to identify characteristics of firesetters, determine a basis for the variation in the severity of fires set, and determine the chance of recidivism. Specific types of firesetters exhibit a range of different characteristics. Maturational and environmental factors are implicated. Recommends that future examinations of this subject should include an examination of the firesetter's history, including cognitive and behavioural reviews, and parent and family influences and stressors.

Juveniles are responsible for a significant proportion of both the accidental and intentional fires that occur each year in the United States. Since the mid-1970's, national, state, and local officials have been turning more attention to the problem of juvenile firesetting and have experimented with various approaches to reducing it. Nonetheless, many experts believe that there are significant gaps in our knowledge and practice. In response to these concerns, in 1987 the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the U.S. Fire Administration (USFA) began a new research and development program intended to conceptualize, design, develop, and evaluate a variety of community-based approaches to prevent and control juvenile firesetting. The initiative was known as the National Juvenile Firesetter/Arson Control and Prevention Program (NJF/ACP). This Users' Guide is designed to accompany The Juvenile Firesetter/Arson Control and Prevention Program (JFACPP) Program Materials. The Users' Guide is intended to accomplish the following objectives: 1. To provide a summary of how to plan and implement a juvenile firesetter/arson control and prevention program. This is achieved by outlining critical decision points in building each component of the juvenile firesetter/arson program. The result is a cookbook format that guides the reader from the planning to the execution of an effective community program. 2. To highlight the key information contained in The JFACPP Guidelines for Implementation.

Book excerpt: The purpose of this U.S. Fire Administration special report is to document the problem of older chil¬dren who set fires resulting in serious or potentially serious consequences. The report also examines the factors that commonly are associated with intentional firesetting by teenagers and discusses a number of community programs that intervene to control arson. Historically, the term “juvenile firesetting” has been viewed as a “curious” kids' problem. Fires set by youngsters playing with matches and lighters tend to be categorized as “accidental” or “children playing.” However, juvenile firesetting also includes the deliberate destruction of property by juveniles through fire, which sometimes results in casualties. This is an increasingly serious problem in most U.S. cities. Information from a 10-year U.S. Fire Administration project of direct technical assistance to over 60 jurisdictions verifies the high rate of juvenile-set fires. This report focuses on adolescent firesetters between 14 and 18 years of age. Several case studies are presented to demonstrate the impact of these arson fires and to outline the family circumstances of the youth who were involved. The report also covers how the criminal justice system has been handling teen arson and reviews and compares several treatment and intervention programs.
