Book excerpt: This book challenges the conventional wisdom that civil war inevitably stymies economic development and that ‘civil war represents development in reverse’. While some civil wars may have adverse economic effects, Civil War and Uncivil Development posits that not all conflicts have negative economic consequences and, under certain conditions, civil war violence can bolster processes of economic development. Using Colombia as a case study, this book provides evidence that violence perpetrated by key actors of the conflict – the public armed forces and paramilitaries – has facilitated economic growth and processes of economic globalisation in Colombia (namely, international trade and foreign direct investment), with profoundly negative consequences for large swathes of civilians. The analysis also discusses the ‘development in reverse’ logic in the context of other conflicts across the globe. This book will be an invaluable resource for scholars, practitioners and students in the fields of security and development, civil war studies, peace studies, the political economy of conflict and international relations.

Under this view of comparative law, there is the opportunity to meet the criminal procedure applied to children in conflict with the law, the age group from which criminal responsibility is required, the specialization of all the professionals involved from judges, prosecutors, lawyers, police, etc., involved in the area of the minor concerning the adversarial principle or the procedural guarantees for juvenile offenders. Regarding the enforcement of judicial measures, the central axis is education and the socialization of teenagers. However, each country has its own uniqueness and, in custodial measures, the age and type of crime are important in some countries. The part concerning extrajudicial solutions is highly informative, especially the part related to the Institute of mediation, where the participation of the victim is essential. Para ello, la autora, que formó parte del equipo de trabajo de la investigación que desembocó en “El Oasis de la Memoria”, analiza en detalle 95 casos de desaparición forzada, 86 de ellos recogidos en dicha publicación y los nueve restantes, en “Meheris: la esperanza posible”. La investigadora indica que es necesaria “una voluntad política real por transformar la realidad y romper con el pasado de violaciones de derechos humanos” y denuncia que “no se haya respetado el derecho de las víctimas a la verdad”. Los resultados del trabajo, según apunta López, se espera que sirvan para que las personas afectadas puedan defender sus derechos ante las instancias internacionales y la Audiencia Nacional española.
