The present second edition is enlarged and brings the work down to date. The appendix contains the Judicial Code, with all amendments made to it up to the adjourn ment of Congress in September, 1922. The author is indebted to Mr. Robert France of Balti more for a verification of the references. Everything else in it has been personally prepared by him.
