The emergence of a powerful global equity market has altered incentives for the state and presented political leaders with a "golden bargain"—the infusion of abundant and cheap capital into domestic stock markets in exchange for reform of corporate governance and other regulatory changes. Drawing on extensive archival research and interviews with policy and corporate elites in Europe and East Asia, Tiberghien asks why states such as Korea and France have embraced this opportunity and engaged in far-reaching reforms to make their companies more attractive to foreign capital, whereas Japan and Germany have moved forward much more grudgingly. In Beating the Odds, two of the world's leading development economists begin with this paradox to explain what is wrong with mainstream development thinking--and to offer a practical blueprint for moving poor countries out of the low-income trap regardless of their circumstances. Justin Yifu Lin, the former chief economist of the World Bank, and Célestin Monga, the chief economist of the African Development Bank, propose a development strategy that encourages poor countries to leap directly into the global economy by building industrial parks and export-processing zones linked to global markets. Countries can leverage these zones to attract light manufacturing from more advanced economies, as East Asian countries did in the 1960s and China did in the 1980s. Book excerpt: Within a few short months in 1997, Asian economies that had been considered not only healthy but "miraculous" suddenly fell off a precipice as investors withdrew massively first from Asian currencies and, in rapid order, from equity markets across the region. On October 27 1997, the turmoil in Asian markets spooked Wall Street in the largest single-day decline in history, a drop of 550 points. It was predicted that the Asian crash could drive the US trade deficit from $191 billion to $300 billion by 1998, creating huge new tensions in relations with some of the largest US trading partners. These wrenching changes, following a generation of success, raise numerous questions about the steps that led to the crisis, its likely outcome and the limits and constraints of "Asian capitalism". Edith Terry presents a blow-by-blow account of the crisis, beginning with the 1996 collapse of the Bangkok Bank of Commerce. It was started in the midst of the South African Truth and Reconciliation Commission (TRC). It is an exploration of what I have learned from the process. During the TRC, I was working at the Centre for the Study of Violence and Reconciliation (CSVR) in South Africa, primarily with people who testified before the Commission, but also on a range of research and policy initiatives in the area that is now called ‘transitional justice’. Although some social scientists and political philosophers have discussed civility, none has defined it as an analytical tool to systematically measure attitudes and behavior, and few have applied it to a non-Western society. By comparing the development of civility in mainland China and Taiwan, Civility and Its Development: The Experiences of China and Taiwan analyzes the social conditions needed for civility to become established in a society. Schak argues that the attempts to impose civility top-down from the state are ineffective. Civility appeared in Taiwan only after state efforts to impose it ceased at the end of the 1980s when Taiwan began to democratize, and the PRC government civility campaigns have so far had only limited success. The book concludes with an examination of various differences between Taiwan and the PRC relevant to Taiwan’s having become a society with civility while the PRC still encounters difficulties in doing so. In particular, this book seeks to interrogate the theory and strategy of nuclear deterrence, and its relationship to the concept of missile defence. Drawing widely on the theoretical literature in international relations and strategic studies, it identifies the key groups that have competed over America's nuclear policy post-1945 and examines how the concept of missile defence went through a process of gestation and intellectual contestation, leading to its eventual legitimization in the late 1990s. Steff sheds light on the individuals, groups, institutions and processes that led to the decision by the Bush administration to deploy a national missile defence shield. Additionally, Steff systematically examines the impact deployment had on the calculations of Russia and China. In the process he explains that their reactions under the Bush administration have continued into the Obama era, revealing that a new great power security dilemma has broken out. This, Steff shows, has led to a decline in great power relations as a consequence.
