The entries made from day to day by Secretary Charles Thomson were far from complete, and were subjected to revision by committees before publication; but the contemporary issues of the Journals have served as the basis of all subsequent reprints, and the original manuscript has remained almost unused, except by the curious bent upon studying the course of a certain measure. For the first time these valuable records of consultation and legislative action are now to be printed as written and as they were kept by the office of the Secretary of Congress. The entries will be supplemented by information gathered from the indorsements made upon papers and reports laid before Congress, which often note action not entered upon the Journals, and from such other sources as will aid in reconstituting the proceedings of this Revolutionary body. The Congress of 1774 stands by itself. The first step toward common measures, carefully taken by the committees of correspondence and more or less popular assemblies of the localities, easily led to a general or Continental Congress, whose powers were but ill defined, and whose acts were largely tentative. The Post Office was reorganized; the Department of Foreign Af fairs was formed the foreign diplomatic and consular estab lishment was enlarged. Holland recognized American in dependence in July; in September Sweden was ready to make a treaty. Various departments of the Army were ar ranged, and regulations made for the War Department. The duties of the Secretary of Congress were defined, and he became in some sort the Secretary of State. He corre sponded with the States, and was the keeper of the Great Seal. After six years of delay, it had been adopted on J une 20, and the Government now had a mark of its authority and a coat of arms. The judiciary system was in operation. The Court of Appeals in cases of capture tried cases, and a special court was organized, in the manner prescribed by the Articles of Confederation, to settle the boundary controversy between Pennsylvania and Connecticut. So far as the ordi nary functions went, the Government was working fairly well, and might have lasted for many years, if it had not been for fatal weakness at the most vital point. The political bands which had connected one people with another had been dissolved; but to assume among the powers of the earth the separate and equal station to which the Laws of Nature and of Nature's God entitle them required that the expense of the struggle to assume that station Should be honorably met. The attention of Congress there fore became absorbed in the ever - pressing problem of devising a practicable plan of providing a revenue and reducing the current expenditures of the General Govern ment. To the latter end committees were appointed in the second week in January to inquire into the administra tion of the Departments of Finance, War, Foreign Affairs, Post Office, and the Office of Agent of Marine.
