Mr. Henry Dix Hutton, taking as a fundamental principle that pro perty is a social institution, expressed his conviction that the ques tion Of tenant-right could only be appreciated when viewed as part of the entire land question. The first paper read by that gentleman directed attention to the relation Of landlord and tenant in England, and explained the principles involved in the English tenant-right, and the relation which it bore to the land problem in Ireland. In a second paper Mr. Hutton submitted propositions towards legisla tion for effecting land improvement and employment in Ireland, by the private capital of owners and occupiers. A valuable addition to these elaborate and able investigations was made by Mr. David Ross, in which, having explained what was the precise nature of the Ulster Tenant Right, he suggested the introduction into the relations of landlord and tenant in that province, of a modification which he believed would work advantageously to both parties, and he recommended the extension of the system so modified to the other provinces of Ireland. Almost alone amongst mankind the cottier is in this condition - that he can scarcely be better or worse off by any act of his own. If he were industrious or prudent nobody but his land lord would gain if he is lazy or intemperate, it is not at his landlord's expense. A situation more devoid of motives to extra labour or self command, imagination itself cannot conceive. The inducements to free labour are taken away and those of a slave not substituted. He has nothing to hope or nothing to fear, except being dispossessed of his holding, and against that he protects himself by the ultima ratio of a defensive civil war. Such figures, and the remarkable variety in the number of the reports from medical officers of health with very similar districts, prove that a much closer inspectional system is required; and the same might be more forcibly said as regards supervision of vaccination, which in England is so thoroughly organized. Last year, out of every thousand in Ireland, 196 were reported to have died but in many districts, especially those sparsely peopled, numerous deaths were not recorded. AS in England, Speedy regis tration should be compulsory - no interment being allowed until the undertaker had produced a certificate of the death and its cause. In this way medical aid is secured for infants and aged or infirm persons who might otherwise be neglected, if burial without certification were possible. Persons qualified to discover the causes of death should be alone recognised. In some English counties 7 or 8, and in Wales 11 per cent. Of the deaths are not certified. Deaths are closely pro portional to density of population therefore, while last year the rate was in Galway County 16, it Was 35 in Dublin. But such urban excess is reducible. For instance, London that well sanitated city, has a third less mortality than that due to it according to congestion of inhabitants. Of our large towns, Sligo had the lowest rate namely 21; but such figures cannot be fairly compared with those of Dublin. The people of Sligo district cover an area of acres; our occupy but acres. Even within the Dublin Registration District similar sources of fallacy arise. For instance, in Blackrock sub-district - for persons the acreage is nearly 3 in the Coleraine-street sub-district the population is the area about 400 acres, or a condensation 12 times greater. The seven Registrar's districts in Dublin do not appear to have been separately surveyed. The death-rate last year appears as 38 in this dense population, 19 in the suburban one, in the crowded parts of which I neverthless know purlieus as deadly as any about Coleraine-street. Much more might be adduced to Show how greatly needed as sanitary and probably political measures are the unification of areas for fiscal, electoral, and registration purposes, and the differentiation of those that are urban and those mainly rural. Mr. Patrick Murphy takes a fancy to my hunter and Offers me 120 guineas for it. He gets it, and then complains that the horse is too dear. I Offer to take back the horse and give him back his money. He wont agree to that. He says that the horse suits him, and that he is determined to keep it, and only to pay such a price as will enable him to sell it the next day at cent. Per cent. Profit. This would be exactly analogous to the claim of-tenant-right. In the case of the sale of land the_ injustice of the demand would be equally apparent: Mr. Murphy Offers me £3000 for my land, and induces me to give him up the possession Of it. He then complains that the price is too dear. I am ready to give him back the money, if he will give me back the land, or I find a person who will gladly give him £100 for his bargain. He refuses he says he must keep the, land, and refer the price to some friends of his who will value it on this novel principle, that the price which every man in the country would be ready to pay for it shall not be taken into consideration in estimating the value. This is the supposed tenant-right, substituting merely a setting instead of a sale. Some reason must be given for making land an exception to the ordinary rules ofrcommerce, and fixing the price by law, instead OI letting it be arranged by mutual agreement between the buyer and the seller, the landlord and the tenant. The reason formerly assigned was that the possession Of land was a question of life or death to the tenant, that he had no other resource to preserve himself and his family from starvation, and that therefore he was obliged to submit to any terms which an avaricious landlord might impose. That the parties to the contract stood on such unequal ground as to make it necessary for the law to interfere to protect the weaker party. It could not be pretended that this argument ever was applicable except to the case Of small pauper tenants. It never could have had any bearing on the case of those tenants who hold the greatest part of Ireland, viz. Men who have capitals of two or three hundred pounds, and who are farmers, not from necessity, but from choice because they find the occupation of a farmer more profitable, or more suitable to their taste or education than any other employment. The introduction of poor laws and the increased demand for labour, now put it out of any man's power to say that he 1s obliged to offer an exorbitant rent for a farm in order to preserve himself from destitution.
