From Nov. 12th to Nov. 22d, Inclusive, in the Year of Our Lord, 1862 Snonos I. A Secretary shall be chosen at every General Council, by ballot, by a'majority of voters, after visa voce nominations. If but one person is nominated, the balloting shall be dispensed with. The Secretary shall continue in office until the meeting of the next General Council, and until his successor is chosen. He shall attend at the time and place appointed for the meeting of the General Council; shall receive the testi monials of those who shall there attend as members of the House of Deputies; shall record the names of those who 'present testimonials; and when such list is made, shall take the votes of those 'named in it for a President. The insertion, by the Secretary, in the list so made by him, of the name of any person who has presented a testimonial of his appoint ment as a Deputy, shall be primafacie evidence of the right of such per son to a seat; but as soon as the House is duly organized, a Committee on Elections shall be appointed, to whom the testimonials of all those claiming to be members shall be referred.
