During the gloomiest hour of our financial prospects, when the most sanguine might have recoiled before the se verity of the crisis, the people never for a moment faltered in the manifestation of an unshrinking resolution to lay all their resources under contribution to xc deem the plighted faith of the state. Our subsequent course harmonised with this resolution; for so soon as the storm began to abate, even before we had full time to survey the extent of the ruin around us, we struck boldly forward with a system suited to our condition, and which served as a nucleus to a more vigor ous and expanded effort. Such, in general, has been our course under the many dificulties we have encountered, that our creditors entertain a strong confidence in our integrity and sense of justice. Second. - To fix the compensation of the officers of the Executive Department. Third. - To provide for the ordinary and contingent expenses of the State Government. Fourth. - To fix the salaries of the Judges of the Circuit sod other Courts. Fifth. - To fix the fees, salaries and compensation of sit State, county and township officers, and to regulate the coasts and expenses of parties in courts of justice and before judicial and other officers. Sixth. - To provide for the government, management and control of the State Penitentiary, for the investigation of its financial affairs and business and for the payment of its indebtedness. Seventh. - To regulate the exercise of eminent domain, and to provide modes for ascertaining the compensation to be paid for private property taken or damaged for public uses. Eighth. - To make further appropriation for the construction of the new State House. Ninth. - To investigate the deficiencies in the appropriations for the support of the Hospital for the Insane, at Jacksonville, and the Soldiers' Orphans' Home, and to provide for the payment thereof. Tenth. - To amend the laws for the assessment and collection of revenue, and to provide for the sale of real estate for nonpayment of taxes or special assessment for State, county, municipal or other purposes. Eleventh. - To facilitate the establishment sod completion of public parks, and the laying out, opening and keeping in repair of highways. Twelfth. - To provide for adjusting the accounts of the public binder, and for reprinting the official reports destroyed by fire. Thirteenth. - The reconsideration of bills passed by both branches of the General Assembly and laid before the Governor, and by him filed in the office of the Secretary of State, with his reasons for withholding his signature therefrom. Fitch of Madison, were appointed assistant secretaries pro tem. On motion of Mr. Goudy, of Fulton, David J. Waggoner, of Fulton, was appointed sargeant-at-arms pro tem.; and John Williams, of Macoupin, assistant sargeat-at-arms, pro tem. On motion of Mr. Bryan, of Marion, A call of the Senate was ordered, when the following named senatoras appeared and took their seats, viz: From the county of Cook - Norman B. Judd. From the counties of Fulton and McDonough - William C. Goudy. From the counties of Sangamon and Morgan - Cyrus W. Vanderen. From the counties of Champaign, DeWitt, Piatt, Macon, Moultrie, Christian, Shelby and McLean - Joel S. Post. From the counties of Cass, Menard, Logan, Mason, and Tazewell - Samuel W. Fuller. From the counties of Clark, Fayette, Effingham, Jasper, Lawrence and Crawford - Mortimer O'Kean. From the counties of Jefferson, Wayne, Edwards, Wabash, Marion, Clay and Richland - Silas L. Bryan. From the counties of Monroe and St. Clair - William H. Underwood. From the counties of Williamson, Hamilton, Franklin, White and Saline - Samuel H. Martin.
