Pharr explores how politically active women overcome the constraints that bar or limit the political participation of the average woman. The book treats political volunteers as agents of social change in a process of role redefinition by which prevailing concepts of women's roles gradually adjust to accommodate political behavior. Tracing developments that led to the grant of suffrage and other political rights to women during the Allied occupation, Pharr sets the stage for an analysis of that process as it unfolds in the experience of individual women. She uses women's images of self and society and issues of political and gender role socialization, career and life expectations, and political role and participation to develop a three-fold typology for looking at political women in Japan. She examines both the satisfactions of political volunteerism—from the exhilaration of addressing a crowd from a sound truck to the pleasure of speaking "men's language"—and the psychological and social costs associated with it. This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. Contrary to arguments that Japan was victimized by 'unequal' treaties, or that Japan was required to meet a 'standard of civilization' before it could participate in international society, Howland argues that the Westernizing Japanese state was a player from the start. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers – international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers.

Book excerpt: The Japan Teachers' Union, which represents 500,000 elementary and lower secondary school teachers, is an important interest group in Japanese politics. It is especially significant as a radical group operating both within and outside the political system and in direct conflict with conservative government policies in education and other areas of domestic and foreign policy. Donald R. Thurston's descriptive and analytic study of this most controversial labor union reveals a great deal about Japan's educational and political systems, and about the teaching profession in Japan and its relations with government and the community. It will therefore be of great interest both to political scientists and to those interested in comparative education. The purpose of this broad cross-sectional case study of the Japan Teachers' Union was to find out how much influence it has had on its own members and on the formulation and implementation of educational policies. The conclusion is that the union is much more influential at the local level where educational policies are implemented, and changed in the process of implementation, than at the national level where policy is formulated. It also shows that the Japan Teachers' Union has changed teachers' attitudes towards their roles, and that although the JTU is attached to the left-wing Japan Socialist Party, it is much more autonomous than has been thought. Ishida attempts a balanced evaluation of modern Japan, seeking to explain why the basic characteristics of Japanese society permit two almost opposite assessments. He divides the development of modern Japan into two stages: first, the period starting from the Meiji Restoration (1868) up to the end of World War II; second, from the defeat of Japan in World War II up to the present. Ishida investigates the essential features of the modern Japanese value system and the social structure, which comprise both traditional and modern elements. He examines how Japanese society has adapted Western influences to suit its own needs-the real "miracle" of modern Japan. As the Japanese economy grows and Japan becomes an economic superpower, political self-confidence is also emerging. Ishida, however, remains critical of Japanese society, because he feels that Japan lacked the internal resources to change the political system from within until its defeat by the Allies forced it to introduce various reforms ordered by the occupation authorities. Despite the rapid changes taking place in Japanese society, certain attitudes, such as conformity and competition, are common to both the prewar and postwar periods. The final section is devoted to the field of peace research. Ishida presents differences of meaning in the concepts of peace in ancient Hebrew, Greek, Roman, Chinese, and Indian cultures in order to characterize the Japanese concept of peace, which, akin to the Chinese, emphasizes harmony rather than justice. He goes on to discuss Japan's images of Gandhi, which, according to the author, were projections of ultranationalist prejudice and missed the significance of his nonviolent direct action. Ishida emphasizes the importance of such nonviolent action as a means to carry out social change toward the realization of justice.
