Several studies conducted on Indonesian students several years ago found that there was a potential for radicalism among students studying abroad.

Throughout the course of Indonesia’s colonial and postcolonial history, Jakarta, the capital, has always occupied a central position, while Kupang in East Nusa Tenggara and Banda Aceh in Nanggroe Aceh Darussalam are located at the peripheries. The book analyses the convergences and divergences in how the country is perceived from these different vantage points, and the implications for Indonesia, also providing a new perspective to the classic and contemporary theories of the nation. By examining the heterogeneity of the imaginings of the nation ‘from below’, it moves away from the tendency to focus on the homogeneity of the nation, found in the classic theories such as Anderson’s and Gellner’s, as well as in more recent theories on every day and banal nationalism. Using the tenets of standpoint theory and Laclau and Mouffe’s theory of hegemony, the nation is acknowledged as an empty signifier that means different things depending on the positionality of the perceiving subject. The work appeals to scholars of nation studies and Asian and Indonesian studies, as well those interested in the empirical grounding of poststructuralist theories.

Some authors also highlight data evidencing inequities, inequalities, or injustices in Indonesian education system. Book excerpt: This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.

Not much international attention is paid to how the education sector is faring in Indonesia, but that is not because nothing is happening. The past decade has seen major changes in the structure of the education system and in the schooling trajectories of Indonesian children and adolescents. The administration of primary and secondary education has been decentralized to the regions. A new paradigm of school-based management has been introduced. Public spending on education has finally reached one-fifth of total government spending, as required by law. But although enrolment rates at all levels continue to increase, the quality of education remains low and has not improved, and the tertiary sector continues to experience problems of autonomy and unsatisfactory performance.

Book excerpt: Why is it so hard for international development organizations—even ones as well-resourced and influential as the World Bank—to generate and sustain change in the way things are done in those countries where they work? Despite what, in many cases, is decades of investment and effort, why do partner governments continue to engage in those traditional patterns and styles of public service management that international development organizations have sought to supplant with methods that are supposedly more accountable, efficient, and effective? This book provides an answer to these questions. However, rather than pathologizing partner governments as the source of the problem—that is, rather than maintaining the distinction between doctor (international development organizations) and patient (partner governments), wherein the patient is seen as unwilling to take their medicine (enacting "good governance" practices)—this book instead reframes the relationship. The central argument is, first, that the programs and projects of international organizations are introduced into and are constrained by multiple layers of ritual governance, that is, performative acts and cultural logics that intersect with and reinforce the political, economic, and social structures in and through which they operate. As is shown, the contextual factors that guide governance practices are largely beyond the reach of the international development organizations; the relevant logics have their roots in state ideology but also extend back to the colonial logics that continue to operate at the heart of the state apparatus. The second the central argument is that international aid organizations and the governments with which they work are engaged in a "ritual aid dance" where each actor plays a part but does not (and cannot) acknowledge the ways that it depends on the other for its own gain. This relationship can be considered a dance because each participant responds to and needs the other, and because both sides do so in ways that are carefully choreographed, with the overall trajectory or contours of the dance being more or less known to the participants. These arguments are based on research on the World Bank’s efforts over the course of several decades to encourage, through its financing, projects, and technical assistance, the implementation of social sector reform in Indonesia related to decentralization, community participation, and school-based management.
