Book excerpt: As wealthy countries build literal and figurative walls to keep migrants out, Ethiopia has welcomed refugees through policies that promote local integration. But do these policies enable refugees to consider their new country home? Focusing on the experiences of Eritrean refugees in Ethiopia, Hosting States and Unsettled Guests tracks the introduction, implementation, and evolution of policies that began in summer 2016, shortly before the New York Summit on Refugees prompted new national refugee legislation in Ethiopia. Using ethnographic interviews and participant observation with government officials, intragovernmental organizations, NGOs, and refugees in three camps in northern Ethiopia and Addis Ababa, Jennifer Riggan and Amanda Poole explore new efforts to halt treacherous, secondary migration to Europe. In particular, they explore the concept of refugee time-making, a theoretical model to better understand precarity, and a focus on education. An important read, Hosting States and Unsettled Guests makes key empirical and theoretical contributions in forced migration studies, East African studies, and anthropology. Riggan and Poole deftly shift the focus of refugee studies away from Europe to regions in the Global South, revealing emerging forms of migration management.

Book excerpt: This book improves our understanding of battlefield coalitions, providing novel theoretical and empirical insight into their nature and capabilities, as well as the military and political consequences of their combat operations. The volume provides the first dataset of battlefield coalitions, uses primary sources to understand how non-state actors of varying types form such groupings, reports interviews with policymakers illuminating North Atlantic Treaty Organization operations, and uses cases studies of various wars waged throughout the nineteenth, twentieth, and twenty-first centuries to understand how other such collectives have operated. Part I introduces battlefield coalitions as an object of study, demonstrating how they are distinct from other wartime collectives. Using a novel dataset of actors fighting in 492 battles during interstate wars waged between 1900 and 2003, it provides, for the first time, a comprehensive portrait of the universe of battlefield coalitions. Part II explores processes and dynamics involved in the formation of battlefield coalitions, addressing how potential coalition members prepare for future battles in peacetime (as well as the consequences of such preparations) and the dynamics of mission design. Part III focuses on how battlefield coalitions are organised and fight when combat ensues, notably their decision-making rules and practices, command structures, and learning capacities. Part IV addresses three curious tendencies observed in the operations of battlefield coalitions: partners under-providing effort in combat, rebels and terrorist networks persisting in cooperation even when their interests diverge, and members defecting from the collective. Part V concludes with a chapter outlining for future researchers what we know about battlefield coalitions and what remains to be understood. This book will be of much interest to students of military and strategic studies, defence studies and International Relations.

Book excerpt: This edited volume focuses on aspects of the understudied theme of African sea-power, including African navies and the engagement of non-African navies with the continent. Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. The book concludes by discussing the question of whether African coastal countries need navies. This book will be of much interest to students of naval power, strategic studies, African politics and International Relations. Migration law is conventionally understood as a tool to regulate human movement across borders, and to define the rights and limits related to this movement. But drawing upon the emergence and development of the discipline of mobility studies, this book pushes the idea of migration law towards a more general concept of mobility that encompass the various processes, effects, and consequences of movement in a globalized world. In this respect, the book pursues a shift in perspective on how law is understood. Drawing on the concepts of ‘kinology’ and ‘kinopolitics’ developed by Thomas Nail as well as ‘mobility justice’ developed by Mimi Sheller, the book considers movement and motion as a constructive force behind political and social systems; and hence stability that needs to be explained and justified. Tracing the processes through which static forms, such as state, citizenship, or border, are constructed and how they partake in production of differential mobility, the book challenges the conventional understanding of migration law. More specifically, and in revealing its contingent and unstable nature, the book reveals how human mobility is itself constitutive of law.
