When closed authoritarian regimes reform and open up, they often fail, most eventually breakdown. The People's Republic of China stands as a notable exception. How has the ruling Chinese Communist Party maintained power throughout decades of reform and rapid development? Drawing inspiration from the CCP's Leninist origins, Dimitar Gueorguiev offers a novel and empirically grounded explanation. The key to the CCP's staying power, he argues, is its ability to integrate authoritarian control with social inclusion - a combination that is being facilitated by modern telecommunications technology. Relying on statistical data, media reports, and a series of original opinion polls, Gueorguiev explores how public input feeds into political oversight and policy planning. To unpack how public preferences are acquired, processed, and prioritized, he analyses bottom-up representation and coordination in local Chinese legislatures. Finally, to evaluate the impact of inclusion, he shows that public engagement contributes to both policy stability and public satisfaction. Although public inclusion is instrumental to the CCP's hold on power, Gueorguiev underscores that "inclusive authoritarianism" greatly depends on the voluntary participation of Chinese citizens, which is far from guaranteed. As it grew into a major industrial power, it demanded enormous amounts of steel for new factories and cities, copper for electronic wires, petroleum for cars and manufacturing plants, and soybeans and cattle to feed its workers. By the 1990s, many Latin American countries were riding China's coattails and beginning to prosper from the new demand. Ever since China entered the World Trade Organization at the turn of the century, Latin America supplied China with more and more of the primary commodities it needs and more. That in turn has produced one the most impressive periods of economic growth on the continent in fifty years. And it was more evenly spread too - a region infamous for its extreme inequality saw it decline by a couple of percentage points over the course of the era. In The China Triangle, Kevin P. Gallagher traces the development of the China-Latin America trade over time and covers how it has affected the centuries-old (and highly unequal) US-Latin American relationship. He argues that despite these opportunities Latin American nations have little to show for riding the coattails of the 'China Boom' and now face significant challenges in the next decades as China's economy slows down and shifts more toward consumption and services. While the Latin American region saw significant economic growth due to China's rise over the past decades, Latin Americans saved very little of the windfall profits it earned even as the region saw a significant hollowing of its industrial base. What is more, commodity-led growth during the China boom reignited social and environmental conflicts across the region. Scholars and reporters have covered the Chinese expansion into East Asia, Southeast Asia, Australasia, Africa, the US, and Europe. Yet China's penetration Latin America is as little understood as it is significant-especially for America given its longstanding ties to the region. Gallagher provides a clear overview of China's growing economic ties with Latin America and points to ways that Latin American nations, China, and even the United States can act in order to make the next decades of China-Latin America economic activity more prosperous for all involved.

Yet the quality of governance and regime legitimacy are enhanced when the state adopts more inclusive modes of engagement with society. How can the assertion of political power be reconciled with responsiveness to societal demands? This dilemma lies at the core of evolutionary governance under authoritarianism in China. Based on a dynamic typology of state-society relations, this volume adopts an evolutionary framework to examine how the Chinese state relates with non-state actors across several fields of governance: community, environment and public health, economy and labor, and society and religion. Drawing on original fieldwork, the authors identify areas in which state-society interactions have shifted over time, ranging from more constructive engagement to protracted conflict. This evolutionary approach provides nuanced insight into the circumstances wherein the party-state exerts its coercive power versus engaging in more flexible responses or policy adaptations.

Book excerpt: Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China’s state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. In China's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan’s, South Korea’s, and Taiwan’s manifestly different approaches to globalization.
