Book excerpt: Excerpt from Proceedings, 1920, Vol. 1 The idea of holding, under the auspices of the Bhandar-kar Oriental Research Institute, a Conference of Orientalists in India, Burma and Ceylon, - an idea which had been in the minds of the promoters of the Institute since its very foundation-, took material shape in the following resolution of the Executive Board of the Institute, passed on the 12th of December 1918. "That it is desirable to hold a Conference of Orientalists in India, if possible, in Poona, in the month of May (1919) and that with that view, correspondence be opened with eminent scholars in India, requesting them to communicate to the Secretary their opinions on the subject in about a month's time." The Secretary, accordingly, about the middle of January 1919, addressed the following letter to about twenty-five prominent Orientalists in India: - ''Dear Sir, The Executive Board of the Bhandarkar Oriental Research Institute thinks it desirable to hold an All-India Conference of Orientalists at Poona, if possible in the month of May 1919. This would be the first Conference of its kind in India, and it will be repeated periodically at different centres. The necessity and utility of such a Conference need not he emphasised. You are probably aware that, in the Conference of Orientalists Summoned at Simla by the Hon. Sir Harcourt Butler in July 1911, Dr. Vogel had laid before the scholars assembled, a plan for holding an Oriental Congress in India (lide the Report of the Conference of Orientalists. including Museums and Archaeology, held at Simla in 1911. And it was urgently needed by the army as a smoke-producing substance, the necessity arose of replacing it by some smoke-producing material which could be stored in appropriate floats on the decks of merchantmen or other vessels, the floats then being lit and thrown overboard when occasion demanded. The late Wing Commander Brock, Commanding Officer of the Royal Naval Experimental Station, Stratford, E devised a mixture which was really a firework com position, modified in such a way, by the addition of resinous and other carbonaceous material, that a dense smoke was produced on burning. This mixture was placed in tin canisters contained in a wooden box, each canister being connected by a fuse to a match composition (suitably protected) on the outside of the box, and which could be fired by friction. Near the top of the sides of the box were a number of small holes, that were plugged by a composition which would easily be blown out by the pressure set up in the box by the gases produced in the burning of the smoke mixture. The boxes were so arranged that they floated in water, the top side uppermost, and all that was necessary, in using them, was to strike the friction tab and then, when it was certain that they had started functioning correctly, throw them overboard. The results obtained were not very satisfactory, however, owing to the difficulty of keeping the boxes watertight, and the smoke-mixture free from moisture. Also, the smoke produced suffered from the same de feets as the fuel-funnel-smoke. There are several chlorides of metals and non metals, such as stannic chloride, antimony penta chloride, silicon tetrachloride, etc., which give a good smoke when decomposed by the moisture of the atmo sphere, Or especially when a fine spray of the liquid is mixed with a fine spray of liquid ammonia; stannic chloride especially gives a very good cloud under such conditions (see English Patent To use these substances, however, they have to be stored in heavy steel cylinders under a considerable pressure of air, in order to force them out as a spray through a syphon tube; the dead weight of the containing-vessels is thus very large in comparison with the weight of smoke producing material. Moreover, the contents of a cylinder are discharged in the short time of 6 - 8 minutes. This method of producing smoke is therefore not very convenient on a large scale, but it has the advantage that smoke can be produced instantly, and in quantity, by the mere turning of a tap. So far as I know the matter of sound-ranging equipment dur ing the active period of the war was the most closely guarded secret of the war. It was very closely guarded for the reason that the Allies had reason to believe that they had a better means, a better apparatus for locating the position of enemy guns than did the Germans; and for the further reason that they did not know of any of their secrets having leaked out. The result was that when we were set at the task of developing and completing this apparatus, we were impressed with the necessity of keeping everything very secret; and when we set to work to manufacture this apparatus the pieces were manufactured under faked names and in different places, and the assembling work, which was nor mally entrusted to mechanics, was actually done by two or three very high-priced and reliable engineers, who with their own hands assembled the apparatus, adjusted it, tested it out, boxed it up, sealed the boxes, and turned it over to the military forces for shipment to France. As a matter of fact, although I was in uniform and in charge of these laboratories, I found it difficult to get into the rooms where this work was done. The guards were very suspicious of everyone, and unless you had proper credentials, they would not let you in. Whenever the rooms were left, the locks were sealed and the seals stamped with the time, and were not supposed to be opened except by properly accredited Officers. By all the rules of the game the United States ought to be in the happiest case of all at the present moment. Is it? Not if its own publicists and thinkers are to be believed! The people of the United States were late getting into the war. They had the supreme advantage of being in a position to profit by the mistakes of the Allies; they had practically cornered all the surplus gold of the world; they entered into an inheritance of experience dearly bought by the blood and sweat of others, and they fell down disastrously: not in courage, not in the desire to help to the limit, but in preparation, efficiency, and results.
