REGULATION 4OD (ISSUED MARCH 1918) The Order stated that " No woman who is suffering from venereal disease in a communicable form shall have sexual intercourse with any member of His Majesty's Forces, or solicit or invite any member of His Majesty's Forces to have sexual intercourse with her. "If any woman acts in contravention of this Regulation, she shall be guilty of a summary offence against these Regulations. "A woman charged with an offence under this Regulation shall, if she so requires, be remanded for a period (not less than a week) for the purpose of such medical examination as may be requisite for ascertaining whether she is suffering from such disease as aforesaid." l This was opposed by the Association for Moral and Social Hygiene on the ground that: (1) It was unequal between the sexes; (2) It created an offence incapable of proof; (3) It reintroduced the compulsory medical examination of women; (4) It encouraged the false idea that vice could be made safe; 1 This is quoted in full as an example of a modern return to the principles of the CD. Acts. (5) It exposed any woman to malicious denunciation by men of bad character. The Regulation was withdrawn as unworkable in November 1918. APPENDIX II The Medical Women's Federation issued (December 1919) "Some Suggestions as to the Duty of the State in the Control of Venereal Disease," price 3d., obtainable from the Secretary, 9 Philford Street, W.i. Book excerpt: This original study discusses the role of women in developing and dispersing caring power and, vice-versa, the role of caring power in constituting 'women' as modern social subjects, processes which began around 1800. Based on the historian-/philosopher Foucault's concept of pastoral power, "caring power" also takes into account the vital role played by gender. Both humanitarian and religious motives fostered the ideal of serving the well-being of individual 'others' and thereby the interest of society as a whole. With the rise of caring power, this book argues, women began to feel responsible for 'those of their own sex' and to organize themselves in all-female organizations. In the process they carved out new gender identities for themselves and the women in their care. The authors illustrate this profound historical change with the work of the reformers Elizabeth Fry (1780-1845) and Josephine Butler (1828-1906) and trace their impact in Britain and the Netherlands.
