Livingston is powerless to do anything for or against his interests, as Livingston's agent, Andrew Stockholm, is in charge of the concerns of the company. Describes his legal dispute with the Livingston company. Asks Knox to provide him with updates regarding the status of Congress's bill about the Judiciary. Hopes that mutual friend General [Benjamin] Lincoln may help him receive an appointment as an officer of the court. Also asks Knox for a recommendation in his application for the Office of Marshal.

It was thought proper by a party, to levell some shafts at me....Parties will arise in free governments - and party prejudice is proverbally blind. Asks about the general Machine in Virginia and comments on prosperity in Pennsylvania. Discusses the New York governor's election, [John] Jay it would seem had a majority of votes - but [George] Clinton is the governor ...the essence of republicanism is done away and if a man can perpetuate himself to office by a minority. Also comments he has heard that some one in Virginia wants Clinton to run for Vice President against John Adams and wants to know if this is true.

Accepts his congratulations for the newly-formed federal government and our truly illustrious Cincinnatus [George Washington] to be head thereof. Extensively discusses diplomatic relationships between countries in Europe, especially an alliance between Great Britain, the Netherlands and Prussia, which was created to offset France and Russia's alliance. Comments that the British mercantile class is for war with some power, not on a general scale of Justice or policy, but for the benefit of trade. Says America requires peace, as she is not consolidated sufficiently ... She requires time to create and arrange her resources. Also discusses disturbances on the Georgia frontier and says that the president has laid the matter before Congress. If troops are needed, Knox suggests raising a special force rather than relying on militia. He goes on to discuss the Spanish claims and arrangements in the Indian Department. Month portion of the date added later in pencil.
