Dr. Terrill notes the importance of Jordanian political reform, but also recommends patience, opposing the idea of coercing Jordan on democratization issues while Amman is currently struggling to cope with severe refugee and terrorism problems resulting from the war in Iraq. He devotes considerable attention to threats against Jordan emanating from the ongoing terrorist activity and sectarian warfare in Iraq. Dr. Terrill takes an especially close look at the Jordanian program to train 50,000 Iraqi police officers and also considers the ongoing role of Jordan in training Special Operations forces of a variety of friendly Arab countries. This monograph also considers the broader implications for the United States and the region if the Jordan government is crippled in its ability to function by spillover problems from Iraq. Jordanian differences with Iran, which go back to the 1979 Islamic Revolution, are also considered. While such differences are serious and have worsened since 2003, Jordan remains interested in improving its relations with Tehran and has sought out areas of agreement with the Iranian regime. On the Israeli- Palestinian front, Amman is seeking ways to calm the West Bank and Gaza Strip and serve as advocate of Palestinian rights while maintaining normal relations with Israel. A special Jordanian fear is that a possible Palestinian civil war between the Hamas and Fatah organizations will create a wave of refugees from the west just as the crisis in Iraq has led to at least 750,000 Iraqi refugees fleeing from problems in their country. The Strategic Studies Institute is pleased to offer this monograph as a contribution to the national security debate on this important subject as our nation continues to grapple with a variety of challenges associated with the U.S. presence in the Iraq and the larger Middle East. This analysis should be especially useful to U.S. strategic leaders as they seek to address the complicated interplay of factors related to Middle Eastern security issues and the support of local allies. This work may also benefit those seeking a greater understanding of the strategic importance of Jordan. We hope this monograph will benefit officers of all services, as well as other U.S. government officials visiting Jordan or the larger Middle East region, and that it will contribute to strengthening the U.S.- Jordanian strategic relationship.

These changes are exhibited in the decisive strategic transformation process regarding the Arab Israeli conflict, moving from the state of direct confrontation to the philosophy of peace and peaceful coexistence. There is no doubt that security has been recognized as one of the main causes to the conflict over the last five decades between Israel and its Arab neighboring countries. Security concepts before the 1967 war were varied. The existence of Israel as a state was a first priority; however, security in this case is included. Just after 1967 and 1973 wars, the United Nations resolutions 242 and 338 were issued accordingly as land for peace. Security will serve as the acceptable and useful basis for the stability, prosperity, and development of societies in the region. Further more it will govern future relations in the region, politically, socially, and economically. Security for Israel is vitally important. It is very important for neighboring countries too. Through its history, Israel used to be more aware of security issues than its Arab partners, still under the influence of the Arab Israeli wars. Furthermore, Israeli political and security thinking is still captive to the fears of potential wars that threatens Israelis existence and expose the Israeli community to psychological violence. On the Arab side, the aftermath of war still forms vital elements in the concept of security.

This collection of essays challenges the common tendency of applying the dominant frame of “Arab Spring” to explain contemporary politics of the Middle East. Numerous debates about the utility of the “Arab Spring” metaphor already exist, contesting such issues as its foreign origins or its temporal and optimistic implications. It further has the negative and significant side effect of implying a singularity to these events in a manner that often defies the varied conditions on the ground. Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Book excerpt: The purpose of this paper is to empirically determine the effects of political instability on economic growth. Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.

Book excerpt: This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.
