Book excerpt: Despite the lack of a full-scale uprising, protests in Jordan and unrest across the Arab world convinced Jordan's King Abdullah to announce a series of political reforms. Yet while the result of these reforms has been underwhelming, popular and youth pressure for change since November 2012 has declined. In particular, youth activists in Jordan have stepped back from public demonstrations demanding broad socio-political change. Observing the disastrous aftermath of the Arab Spring in Syria and Egypt in particular, Jordanian youth are caught between a desire for political reform and a fear of instability. The activism encouraged by the Arab uprisings is not dead, however. Youth activists are exploring the political openings created by the uprisings in creative ways. Broader socio-political demands, which are both difficult to implement and potentially destabilising, have given way to more targeted and achievable single-issue campaigns. The youth are also pursuing more future-focused endeavours such as platform development and civic education.

This is the dramatic argument at the heart of Anne Marie Baylouny's When Blame Backfires. Baylouny examines the effects on Jordan and Lebanon of hosting huge numbers of Syrian refugees. How has the populace reacted to the real and perceived negative effects of the refugees? In thought-provoking analysis, Baylouny shows how the demographic changes that result from mass immigration put stress on existing problems in these two countries, worsening them to the point of affecting daily lives. One might expect that, as a result, refugees and minorities would become the focus of citizen anger. But as When Blame Backfires demonstrates, this is not always the case. What Baylouny exposes, instead, is that many of the problems that might be associated with refugees are in fact endemic to the normal routine of citizens' lives. The refugee crisis exacerbated an already dire situation rather than created it, and Jordanians and Lebanese started to protest not only against the presence of refugees but against the incompetence and corruption of their own governments as well. From small-scale protests about goods and public services, citizens progressed to organized and formal national movements calling for economic change and rights to public services not previously provided. This dramatic shift in protest and political discontent was, Baylouny shows, the direct result of the arrival of Syrian refugees.

Book excerpt: Eighteen months since the Arab Spring began, there has been extraordinary progress in Egypt, Tunisia and Libya. Yet many challenges still lie ahead, not least the need to support and reform the economies of these Arab Spring states. In 2011, the G8 Deauville Partnership identified $38 billion of funding available to support reform. The UK must use its leadership in the EU and G8 to ensure that we deliver on our promises. The Government needs to learn lessons from its experience in anticipating and handling the Arab Spring. Questions arose about the FCO's staffing levels, linguistic expertise and information gathering in the Middle East and North Africa region, although diplomats understood well the long-term problems in the region. The report welcomes the Government's recent moves to establish contacts with Islamist parties in the region and calls for deeper engagement to demonstrate at an early stage the UK's support and assistance for democratically elected leaders who respect human rights and democratic reforms. The BBC's Arabic Service further highlighted the importance of the BBC World Service in providing an independent news service and enhancing the UK's standing in the region. The Committee welcomes the Government's decision to reverse planned cuts to the Arabic Service last year, expresses concerns that cuts made elsewhere in the World Service will prove detrimental to the national interest, and urges that there be a sustained investment in the World Service
