The Hashemite Kingdom of Jordan has traditionally been an oasis of peace and stability in the ever-turbulent Middle East. The political ambitions of regional powers, often expressed in the form of territorial aggrandisement, have followed the Hashemites like an inseparable shadow. The scarcity of natural resources, especially water, has been compounded by the periodic influx of refugees from its neighbours. As a result, many—Arab and non-Arab alike—have questioned the longevity and survival of Jordan. These uncertainties were compounded when the founding ruler, King Abdullah I, became involved in the nascent Palestinian problem at the end of World War II. The annexation of the eastern part of Mandate Palestine or the West Bank in the wake of the 1948 War transformed the Jordanian demography and sowed the seeds of an uneasy relationship with the Palestinian component of its population, citizens, residents and refugees. Though better natural resources and stronger leaders have not ensured political stability in many Arab and non-Arab countries, Jordan has been an exception. Indeed, since its formation as an Emirate by the British in 1921, the Kingdom has seen only four rulers, a testimony to the sagacity and political foresight of the Hashemites. The Hashemites have managed to sustain the semi-rentier model primarily through international aid and assistance, which in turn inhibits Jordan from pursuing rapid political and economic reforms. Though a liberal, multi-religious and multicultural society, Jordan has been hampered by social cleavages especially between the tribal population and the forces of modernization.

Book excerpt: This evaluation, prepared in collaboration with the Islamic Development Bank, looks at the effectiveness of World Bank assistance to Jordan during the 1990s, from three perspectives: an analysis of the World Bank's services and products, development impact, and the contribution of the Bank and its development partners to development outcomes. The World Bank's strategy since 1990, based on wide-ranging and influential analytic and advisory activities, was to support macroeconomic stabilization and pro-market structural reforms to foster growth. The increased focus on the social sectors was aligned with the Millennium Development Goals (MDGs). The strategy was relevant to the government's priorities outlined in a series of five-year economic and social development plans. The Bank's programs, in particular, were successful in promoting policy reforms. Substantial tariff, trade and financial sector reforms, together with the removal of disincentives for investment and the privatization of government enterprises, were achieved. Bank assistance also contributed to significant progress in the agriculture, water and social sectors. With Bank support, Jordan made excellent progress in almost all areas covered by the MDGs, and is likely to meet the target levels by 2015. However, these gains have been achieved in an inefficient manner and the cost in terms of public expenditures has been relatively high. Recommendations outline much needed public sector reform, for despite some public expenditures being curtailed, the country's vulnerability to external shocks remains high, and the potential for regional instability is also considerable. Future Bank assistance should focus on public expenditure restructuring, enhanced water management and conservation, and poverty reduction.

Book excerpt: Sustainable development is now widely accepted as a political objective in the UK and elsewhere but to what extent has the UK’s rhetoric on sustainable development become a reality? The aim of this book is to critically examine the UK’s approach to promoting and delivering sustainable development. It begins by providing a detailed account of UK law on sustainable development by reviewing the various policy, institutional and legal mechanisms used by the UK since the 1980s and by devolved administrations since devolution took effect in 1999. Progress has been slow, too slow and, according to the scientists, time is running out. To deal with this lack of progress, the book advocates increasing the status of ecological sustainability and sustainable development through the introduction of a wide range of legal mechanisms which would compel the change needed. The book calls for ecological sustainability, or respecting the Earth’s environmental limits, to be afforded the status of legal principle and argues that with ecological sustainability at its normative core, sustainable development could provide an effective framework for decision making and governance. It argues that to support this approach and ensure consistency, the time has come for sustainable development to receive explicit legal backing. Over and above its symbolic and educational value, legislation can impose mandatory rules on policymakers and decision makers, often with meaningful consequences both inside and outside the courtroom. To this end, the book contributes to the theory on sustainable development governance by suggesting three possible legislative approaches for such intervention. The volume concludes that while a lack of leadership on sustainable development may hinder the introduction of these innovations, once introduced, these innovations would equally provide much needed support for effective leadership towards a sustainable future. Andrea Ross is a Reader in the School of Law at the University of Dundee and has taught and researched in the areas of public and environmental law for over 18 years.
