But the post-9/11 war against terrorists is not the first time the United States has battled such ferocious foes. The forgotten Moro War, lasting from 1902 to 1913 in the islands of the southern Philippines, was the first confrontation between American soldiers and their allies and a determined Muslim insurgency. The Moro War prefigured American wars in Iraq and Afghanistan more than superficially: It was a bitter, drawn-out conflict in which American policy and aims were fiercely contested between advocates of punitive military measures and proponents of conciliation. As in today's Middle East, American soldiers battled guerrillas in a foreign environment where the enemy knew the terrain and enjoyed local support. The deadliest challenge was distinguishing civilians from suicidal attackers. Moroland became a crucible of leadership for the U.S. Army, bringing the force that had fought the Civil War and the Plains Indian Wars into the twentieth century. The officer corps of the Moro campaign matured into the American generals of World War I. Chief among them was the future general John Pershing-who learned lessons in the island jungles that would guide his leadership in France. Rich with relevance to today's news from the Middle East, and a gripping piece of storytelling, The Moro War is a must-read to understand a formative conflict too long overlooked and to anticipate the future of U.S. involvement overseas.

However, two important aspects remain unattended: the cultural and intellectual production of the sultanates, and the Moro involvement in Southeast Asian Islamic civilization. This book connects the development and personality of the Philippine sultanates into the regional context of local communities that adopted an international faith. Political alliances and religious missions altered different ethnolinguistic groups and furnished them with the Word, the Qur’anic message, and the Arabic script. Indeed, customary orality and Adab shaped a way of being and acting modelled after what was called the Bichara. Particularly, the book studies the Moro Letter as cultural craft with political meaning, and Jawi heritage in the Philippines. Often referred to as Moroland, the Sulu Archipelago and the island of Mindanao were sites of intense US engagement and laboratories of colonial modernity during an age of global imperialism. Exploring the complex relationship between colonizer and colonized from the late nineteenth century until the eve of the Second World War, Charbonneau argues that American power in the Islamic Philippines rested upon a transformative vision of colonial rule. Civilization, protection, and instruction became watchwords for US military officers and civilian administrators, who enacted fantasies of racial reform among the diverse societies of the region. Violence saturated their efforts to remake indigenous politics and culture, embedding itself into governance strategies used across four decades. Although it took place on the edges of the Philippine colonial state, this fraught civilizing mission did not occur in isolation. It shared structural and ideological connections to US settler conquest in North America and also borrowed liberally from European and Islamic empires. These circuits of cultural, political, and institutional exchange—accessed by colonial and anticolonial actors alike—gave empire in the Southern Philippines its hybrid character. Civilizational Imperatives is a story of colonization and connection, reaching across nations and empires in its examination of a Southeast Asian space under US sovereignty. It presents an innovative new portrait of the American empire's global dimensions and the many ways they shaped the colonial encounter in the Southern Philippines.

The strategies learned in the Philippines, now known as “soft power” remain prominent factors in current American foreign policy.

The original edition is rarely for sale, and costly if found. This book details America's first experiment with jungle guerilla warfare and America's first experiment with the use of local native personnel as a police or military force under the command of 'foreigners' - American and European. Both of these military experiments are studied, even today, by West Point officers and cadets. Professional and amateur military historians and strategists, and historians from the West, Southeast Asia, and the Mid-East, as well as the families of these mythically heroic men, often search in vain for this rare book. At the end of the Spanish - American War the policy of the McKinley administration and the military authorities in the Philippines prohibited the use of the more than 70,000 U.S. troops in the islands, to suppress the nascent Philippine Army, the guerilla bands of independence warriors, and the outlaws, pirates, and brigands who had arisen. Initially the native battles were for Philippine independence, however the conflicts deteriorated into harsh and bloodthirsty attacks on foreign occupiers and peaceful villagers, alike. The Constabulary was, in reality, a small, poorly armed, 'black force' acting on behalf of an ineffective U.S. military and a politically infected Philippine Commission. Hurley, an Honorary Third Lieutenant in the Constabulary, recounts vividly and dramatically the real origin, handicaps, growth, development, use, strategies, and key battles of this force that many credit with being the single most important element in the Philippines' development of democratic self-rule.
