Projects selected for implementation as a result of this analysis will enable INAAP to achieve the FY 85 goal. Source energy consumed in 1975 was 508,000 MBTUs. This was reduced by INAAP to 346,000 in 1980 for a 32 percent savings. By combining INAAP's conservation effort with the projects described in this report, FY 1985 source energy consumption will be 218,000 MBTUs or a 57 percent reduction. Projects are divided into Standby and Mobilization Status. Standby status and Increment F projects will save approximately 54,000 MBTUs. Total reduction from FY 80 to the end of FY 85 will be approximately 128,000 MBTUs including 74,000 MBTUs from INAAP's energy conservation effort. The total installed cost of the Standby and Increment F projects is estimated at approximately $2.1 million. If Mobilization status projects are implemented, source energy consumption can be reduced by 3,365,000 MBTUs during periods of full mobilization. The cost of implementing the Mobilization projects is approximately $21 million.

By combining INAAP's conservation effort with the projects described in this report, FY 1985 source energy consumption will be 210,000 MBTU's or a 46 percent reduction. Projects are divided into Standby and Mobilization Status. Standby status projects will save approximately 58,000 MBTU's. Total energy reduction from FY 80 to the end of FY 85 will be approximately 136,000 MBTU's including 78,000 MBTh's from INAAP's energy conservation effort. The total installed cost of the Standby projects is estimated at approximately $3 million. If Mobilization status projects are implemented source energy consumption can be reduced by an additional 3,365,000 MBTU's. The mobilization project savings are based on full mobilization with no change in the present process. The cost of implementing the Mobilization projects is approximately $20 million.

Book excerpt: The Kansas Army Ammunition Plant, a Government-owned Contractor-Operated military industrial installation under jurisdiction of Headquarters, U.S. Army Armament Material Readiness Command, is assigned responsibility to manufacture explosives (Lead Azide) and related products; and load, assemble, and pack ammunition items as directed; operation and maintenance of active facilities, and maintenance and/or layaway of standby facilities in such condition to permit rehabilitation and resumption of production within time limitations prescribed; procurement, receipt, storage, and issue of necessary supplies, equipment, components, and materials; receipt, surveillance, maintenance, renovation, demilitarization, salvage, storage, inventory, and issue of Field Service Stocks as directed; Industrial Preparedness Planning and Emergency Mobilization Planning. The present population at Kansas AAP consists of 830 Contractor personnel and 30 Government personnel. Under full mobilization the population would increase to 4,477 Contractor personnel and 115 Government personnel. The basic survey data for this energy engineering analysis was gathered during November, 1981, and furnished as an appendix to the preliminary submittal. An executive summary is included as a part of this report. It summarizes and explains the conclusions reached on energy conservation measures that were analyzed under Phase II of the Energy Engineering Analysis Program.

Book excerpt: The field demonstration at the Joliet Army Ammunition Plant (JAAP) took place from July 10 through August 3, 1995. The demonstration was conducted in partnership with the Army Environmental Center (ABC) Installation Restoration Program (IRP) and ABC's Technology Development Program (TDP). ABC's TDP supported researchers from Tufts University who demonstrated innovative field analytical techniques for the analysis of soil samples for TNT and tetryl. OHM, Inc., was the contractor to ABC's IRP for the JAAP project and was responsible for implementing the adaptive sampling program at selected JAAP sites. The problem of soils contaminated with explosives is extremely important from the Army's perspective. The Army has 28 ordnance manufacturing facilities with soil contamination problems very similar to those found at JAAP. Any enhancement in the characterization and restoration process at these facilities could result in significant time and cost savings.
