Book The Future of Public Employee Retirement Systems

Download or read book The Future of Public Employee Retirement Systems written by Gary Anderson and published by OUP Oxford. This book was released on 2009-08-13 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: People covered by public pensions are often the subject of 'pension envy:' that is, their benefits might seem more generous and their contributions lower than those offered by the private sector. Yet this book points out that such judgments are often inaccurate, since civil servants hold jobs with few counterparts in private industry, such as firefighters, police, judges, and teachers. Often these are riskier, dirtier, and demand more loyalty and discretion than would be required of a more mobile labor force in the private sector. The debate challenges traditional ideas about how the public employee labor contract is structured and raises questions about how such employees are attracted to the public sector, retained and motivated on the job, and retired, via an entire compensation package of wages and benefits. Authors explore aspects of these schemes, addressing the cost and valuation debate, along with the political economy of how public pension asset pools are perceived and managed, an increasingly important topic in times of global financial turmoil. The discussion also explores ways that public pensions can be strengthened in the US, Japan, Canada, and Germany. The volume captures a vigorous debate currently underway by academics, financial experts, regulators, and plan sponsors, all seeking to define a new future for public retirement systems. It will be of substantial interest to a wide range of readers, since public sector employees and their representatives will naturally find the comparisons and arguments over valuation of keen interest. Public pension administrators and policymakers seeking an explanation of what makes these plans so costly will gain a new understanding of how the arguments stack up. Private sector employers and plan sponsors can learn much from efforts to reform these retirement systems in states and countries around the world. Finally, investors and the taxpaying public more generally may be at risk to cover these long-term promises, so it behoves them to pay close attention to the financing and investment practices of these plans, along with their valuation. This volume represents an invaluable addition to the Pension Research Council / Oxford University Press series as it includes actuarial, economic, and financial perspectives making it useful for academics, retirement plan administrators, and public employees wishing to understand the challenges facing public pensions.

Book Pensions at Work

Download or read book Pensions at Work written by Jack Quarter and published by University of Toronto Press. This book was released on 2008-05-24 with total page 495 pages. Available in PDF, EPUB and Kindle. Book excerpt: Pension funds have come to play an increasingly important role within the new economy. According to Statistics Canada, in 2006, trusteed pension funds in Canada had $836 billion of assets and represented the savings of 4.6 million Canadian workers. Pensions at Work is a unique collection of papers that uses a labour perspective to deal with the socially responsible investment of pension funds. Featuring leading Canadian and international scholars, it builds on existing scholarship on socially responsible investment and on the growing interest of the Canadian labour movement in joint trusteeship. What is unique about this collection is that it synthesizes three distinct themes - socially responsible investment, pension funds, and labour studies. The contributors address an array of critical issues such as gaps in the education of union trustees of pension funds, the impact of human capital criteria on shareholder returns, the influence of corporate engagement upon corporate performance, and the nature of public-private partnerships (PPPs). Although the essays in Pensions at Work all address the nexus between socially responsible investment, pension funds, and unions, each looks at a particular manifestation of that relationship through a different disciplinary lens. This collection moves the discussion to pension funds in which union representatives are also trustees, a relatively new approach that will be of great interest to institutional investors, the labour movement, and instructors in labour studies programs.

Download or read book Money on the Line written by Canadian Centre for Policy Alternatives and published by Canadian Centre Policy Alternatives. This book was released on 2003 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the back cover: The billions of dollars in Canadian pension funds belong to the workers for whom these funds were established. The money, in effect, is their "deferred wages", but, even though these vast sums now constitute the largest source of capital in the country, it has only been in the past few decades that workers, through their unions, have started to play a role in how, when and where their pension money is invested. This informative and fact-filled book examines the growing involvement of labour organizations in the management--and more often the co-management--of pension funds. It looks at the duties and rights of union trustees on pension boards, at their "fiduciary responsibility", at the crucial issues of social and ethical investments--and it also explains the success of progressive labour-sponsored investment funds.

Can unions network with other organizations such as NGOs nationally and internationally to gain power and influence?

Book Socially Responsible Investment Law

Download or read book Socially Responsible Investment Law written by Benjamin J Richardson and published by Oxford University Press. This book was released on 2008-06-30 with total page 624 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environmental harm is commonly associated with companies that extract, consume, and pollute our shared natural resources. Rarely are the 'unseen polluters,' the financiers that sponsor and profit from eco-damaging corporations, placed at the forefront of the environmental debate. By focusing on these unseen polluters, Benjamin Richardson provides a comprehensive examination of socially responsible investment (SRI), and offers a guide to possible reform. Richardson proposes that greater regulatory supervision of SRI will help ensure that the financial sector prioritizes ethically-based investments. In Socially Responsible Investment Law, he suggests that new governmental reforms should encourage companies to participate in socially responsible investments by providing a better mix of standards and incentives for SRI through measures that include redefining the fiduciary responsibilities of institutional investors to incorporate environmental concerns. By doing so, Richardson posits that corporate financiers, including banks, hedge funds, and pension plans, will become more accountable to the goals of ensuring sustainable development.

Available in PDF, EPUB and Kindle. Book excerpt: Workplace pensions are a vital part of Canada’s retirement income system, but these plans have reached a state of crisis as a result of their low coverage and inadequate, insecure, and unequally distributed benefits. Reviewing pension plans through a legal and historical lens, Empty Promises reveals the paradoxical effects and inevitable failure of a pension system built on the interests of employers rather than employees. Elizabeth Shilton examines the evolution of pension law in Canada from the 1870s to the early twenty-first century, highlighting the foreseeably futile struggle of legislators to create and sustain employees’ pension rights without undermining employers’ incentives. The current system gives employers considerable discretion and control in pension design and administration. Shilton appeals for a model that is not hostage to business interests. She recommends replacing today’s employer-controlled systems with pensions shaped by the public interest, expanding mandatory broad-based or state-pension systems such as the Canada Pension Plan to generate pensions that respond to the changing workplace and address the needs and interests of retirees. Engaging with the long-running debate on whether Canadians should look to government or to the private sector for retirement income security, Empty Promises is a crucial work concerned with the future of the Canadian retirement system.
