Book excerpt: Joint Task Force Proven Force, which primarily consisted of 5,000 sorties flown by U.S. aircraft from Turkey against strategic targets in northern Iraq, was an integral part of air operations in the Persian Gulf War. There has been little analysis of this JTF's value to the Gulf War, and a close review is warranted from a historical and operational art perspective. I analyzed JTF proven Force's impact on the war's campaign and termination. My research showed that JTF Proven Force had a broad impact far beyond the military targets it destroyed for the following reasons: (1) it forced Saddam to consider the threat of offensive military action from his northern border, resulting in the positioning of about one-fourth of his army in northern Iraq away from the Kuwait Theater of Operations; (2) it prevented Saddam from having a safe haven in northern Iraq, allowing for a more effective air offensive throughout the theater; (3) it strengthened post-war Persian Gulf security by increasing Turkey's geopolitical influence and contributing to the world's rapid response to the post-war Kurdish revolt. In concluding, I discussed a few key points about JTF Proven Force's threat, execution and political impact that commanders should remember when planning future operations. Book excerpt: A joint task force (JTF) is established when the scope, complexity, or other factors of the contingency or crisis require capabilities of Services from at least two Military Departments operating under a single joint force commander (JFC). The JTF establishing authority designates the commander, joint task force (CJTF), assigns the mission, designates forces, delegates command authorities and relationships, and provides other command and control (C2) guidance necessary for the CJTF to form the joint force and begin operations. The appropriate authority may establish a JTF on a geographic or functional basis or a combination of the two. In either case, the establishing authority typically assigns a joint operations area (JOA) to the JTF. The size, composition, capabilities, and other attributes will vary significantly among JTFs based on the mission and various factors of the operational environment, such as the adversary, the geography of the JOA, the nature of the crisis (e.g., flood, earthquake), and the time available to accomplish the mission.

Book excerpt: This monograph examines the adequacy of the joint task force (JTF) to operate effectively in the context of wartime uncertainty. Military theorists have long understood the deleterious effects of uncertainty on the conduct of war. Commanders never know as much about the enemy or environmental conditions as they would like, so they decide and act on the best information available, however incomplete. In coping with uncertainty, there are proven methods of structuring one's organization to meliorate its effects. These methods involve decentralizing command, lowering decision thresholds, and creating self- contained, semi-autonomous units. U.S. military doctrine recognizes the need for JTFs in responding to the global commitments of the nation. Unfortunately, Service incompatibilities and parochialism often have hampered the joint commander's ability to get the job done. Congress mandated reform through the Goldwater-Nichols Department of Defense Reorganization Act of 1986; the result has been to streamline joint command structures, thus making them better able to deal with uncertainty. The experience of multi-Service operations during World War II confirms the wisdom of creating joint task forces when doctrinal conditions are met.

In order to meet that challenge effectively, the US must take full advantage of the synergy provided by the unified action of joint forces. Those forces are employed in a wide variety of missions that change during development and execution. Formation of the joint task force (JTF) is one of several options to organize our military forces. This thesis examines the organization, training, doctrine, and experience of joint task forces within each of the five geographically tasked unified commands. The thesis compares JTF operations in Somalia, Haiti, Panama, Northern Iraq, and Hawaii along with current unified command plans for organizing and training JTFs. US Atlantic Command plans are described in detail because of this command's role as a joint force integrator. The thesis notes that most commands build a JTF core from a subordinate component headquarters augmented by joint specialists from the unified command headquarters and other service component resources. Unified commands choose the core headquarters based on ability to perform the specific mission and augment from other services appropriately. The thesis concludes that US armed forces are improving their ability to train and organize JTFs effectively. Continued improvement is required because current doctrine for training joint task forces is immature and the training programs implementing the doctrine are relatively new.

Book excerpt: In 1989 and 1991 the US Army dramatically proved that it had learned from its failure in Vietnam. Just as FM 100-5 Operations represented a fundamental shift in Army's approach to warfare, so too Just Cause and Desert Shield/Storm offered clear examples of the effects of this learning experience. In addition, these operations benchmark the nation's capability to achieve national policy objectives in a less constrained world stage. In this author's view, these victories mark a new era of learning in the military community. In other words, the OOTW learning experience for the Post Cold War military compares with the Vietnam Era for the Post World War II warrior. For a generation of soldiers, OOTW represents a different enemy in an unstable political environment. Although political events will shape this emerging battlefield, it also demands that the military adopt an intellectual framework that is not force destruction based. In fact, this new enemy, which ranges from a disaster to a criminal organization, cannot be defeated by applying traditional combat power. Despite this altered mental image of the battlefield, the dangers inherent in misjudging it are the same, namely mission failure. The military's ability to do OOTW missions is already shaping its relevance for the 21st Century. As the United States attempts to remain engaged in the world and enlarge its democratic spectrum, doing these missions well is important to national policy. The organization of choice for the modern military to cope in this environment is the Joint Task Force (JTF).

Book excerpt: This demise of the former Soviet Union, while bringing about the end to the Cold War, has not resulted in a concurrent decrease in regional military confrontations. In many respects, today's global environment is much more volatile and fragile than that of the bi-polar era. It is within this environment that the United States must remain poised and ready to rapidly project forced entry military capability. This study investigates and analyzes the current and projected capabilities of the U.S. military to establish and deploy a joint task force headquarters capable of planning and executing these complicated operations. Conclusions reached as a result of this study point to the need to permanently establish a single joint task force headquarters which can serve as a rapidly expanded nucleus for the designated JTF commander. This finding echoes that of Holloway Commission's 1980 report on the failure of the Iranian hostage rescue which found that an existing JTF organization, even if it were small and had few permanent members assigned, would provide an organization with the required expertise which could serve as the nucleus for a larger force upon activation.
