Book excerpt: In 1989 and 1991 the US Army dramatically proved that it had learned from its failure in Vietnam. Just as FM 100-5 Operations represented a fundamental shift in Army's approach to warfare, so too Just Cause and Desert Shield/Storm offered clear examples of the effects of this learning experience. In addition, these operations benchmark the nation's capability to achieve national policy objectives in a less constrained world stage. In this author's view, these victories mark a new era of learning in the military community. In other words, the OOTW learning experience for the Post Cold War military compares with the Vietnam Era for the Post World War II warrior. For a generation of soldiers, OOTW represents a different enemy in an unstable political environment. Although political events will shape this emerging battlefield, it also demands that the military adopt an intellectual framework that is not force destruction based. In fact, this new enemy, which ranges from a disaster to a criminal organization, cannot be defeated by applying traditional combat power. Despite this altered mental image of the battlefield, the dangers inherent in misjudging it are the same, namely mission failure. The military's ability to do OOTW missions is already shaping its relevance for the 21st Century. As the United States attempts to remain engaged in the world and enlarge its democratic spectrum, doing these missions well is important to national policy. The organization of choice for the modern military to cope in this environment is the Joint Task Force (JTF).

Available in PDF, EPUB and Kindle. Book excerpt: The role of the U.S. military has expanded significantly under the National Security Strategy, "Engagement and Enlargement." Most of its new missions come under the heading Military Operations Other Than War (MOOTW), and the variety of tasks and diverse cast of organizations with whom the military must operate has strained its ability to execute smartly in recent conflicts. MOOTW are difficult and complex. The most critical challenge facing the Joint Task Force (JTF) commander, however, is conducting MOOTW while still being able to deter or, if necessary, fight and win wars. Training for war fighting continues to be a major part of maintaining this readiness, but if the military is to be prepared to conduct operations across the spectrum of conflict, as I believe it must, today's leaders need to develop new doctrine and a new way of organizing the JTF as well. The JTF organization of today and tomorrow must be prepared to cooperate with and support humanitarian relief organizations and other agencies to accomplish many different types of peace keeping missions. At the same time it has to plan for and organize itself to make an orderly and rapid transition to war fighting. The Civil-Military Operations Center is a concept which holds promise for enabling the JTF to balance MOOTW with possible war fighting missions. It was used with some success in Operation PROVIDE HOPE, and with further refinement in JTF exercises it should greatly improve the military's ability to operate comfortably with civilian groups in lesser intensity scenarios without hindering the potential transition to combat. Properly integrated, the CMOC can bo the tool that helps today's operational commander keep peace and win wars.

Book excerpt: This monograph examines the adequacy of the joint task force (JTF) to operate effectively in the context of wartime uncertainty. Military theorists have long understood the deleterious effects of uncertainty on the conduct of war. Commanders never know as much about the enemy or environmental conditions as they would like, so they decide and act on the best information available, however incomplete. In coping with uncertainty, there are proven methods of structuring one's organization to meliorate its effects. These methods involve decentralizing command, lowering decision thresholds, and creating self- contained, semi-autonomous units. U.S. military doctrine recognizes the need for JTFs in responding to the global commitments of the nation. Unfortunately, Service incompatibilities and parochialism often have hampered the joint commander's ability to get the job done. Congress mandated reform through the Goldwater-Nichols Department of Defense Reorganization Act of 1986; the result has been to streamline joint command structures, thus making them better able to deal with uncertainty. The experience of multi-Service operations during World War II confirms the wisdom of creating joint task forces when doctrinal conditions are met.

Book excerpt: The U.S. Army Research Laboratory (ARL) recently completed a cognitive study of the decision making process during current operations at the brigade and battalion Task force levels. The ARL study first presents a commander-staff group process model as a framework, then develops an integrated cognitive model. The integrated model synthesizes key features of four major decision models developed by prominent cognitive psychologists within the naturalistic decision making community. The implications are far-reaching. Insights from the study point strongly in the direction of developing tactics, techniques, and procedures (TTP) for tactical operations centers during current operations. The study also explains persuasively why, in time constrained circumstances, a commander-directed single COA, vice multiple options, is a prudent and successful method of decision-making. The authors link the cognitive model to a requirement that Opposing Forces (OPFOR) doctrine be developed to support the training of units for operations other than war. A sub-set of this effort would be the development of intelligence preparation of the battlespace (IPB) techniques to enhance visualization of the enemy force during OOTW contingencies. Finally, the authors urge that similar studies be initiated of current operations decision making within Joint Task Force headquarters. The studies have the potential to leverage significant improvement in the training of officers to serve in JTF headquarters. The authors also urge the Joint doctrine community to underwrite efforts to develop a body of Opposing Forces doctrine for OOTW contingencies.

Book excerpt: A joint task force (JTF) is established when the scope, complexity, or other factors of the contingency or crisis require capabilities of Services from at least two Military Departments operating under a single joint force commander (JFC). The JTF establishing authority designates the commander, joint task force (CJTF), assigns the mission, designates forces, delegates command authorities and relationships, and provides other command and control (C2) guidance necessary for the CJTF to form the joint force and begin operations. The appropriate authority may establish a JTF on a geographic or functional basis or a combination of the two. In either case, the establishing authority typically assigns a joint operations area (JOA) to the JTF. The size, composition, capabilities, and other attributes will vary significantly among JTFs based on the mission and various factors of the operational environment, such as the adversary, the geography of the JOA, the nature of the crisis (e.g., flood, earthquake), and the time available to accomplish the mission.
