It is often cited as a model for whole-of-government problem-solving in the literature on interagency collaboration, and other national security organizations have tried to copy its approach and successes. Despite the plaudits and attention, the way that JIATF-South actually operates has only received superficial analysis. In fact, few people actually understand why JIATF-South works as well as it does or how its success might be replicated. This study attempts to fill the gap in knowledge about JIATF-South as a model for crossorganizational collaboration. It traces the evolution of the task force from its roots in the "War on Drugs" in the 1980s, through its original manifestation as Joint Task Force-4 in the early 1990s and its later reinvention as Joint Interagency Task Force-East (and still later, its renaming as JIATF-South), up until the present day. It then examines how JIATF-South actually works with the help of 10 organizational performance variables taken from organizational and management research on cross-functional teams. Investigating JIATF-South's performance through these different organizational lenses, and weighing the importance of each variable in light of JIATF-South's historical experience, yields a compelling explanation for JIATF-South's stellar performance. The results contribute to a better understanding of interagency teams and help answer the pressing question of whether successes like JIATF-South can be replicated elsewhere in the national security system.

Mattis, US Marine Corps by using Task Force 58 in Afghanistan as a formative base and then comparing elements of operational art to the conduct of the 1st Marine Division in Operation Iraqi Freedom, 2003. Mattis draws upon many historical influences that shape his operational design in both campaigns. He puts great effort and focus on ensuring that his commander's intent is understood by all his subordinates and uses a preference for a small staff in the planning and execution of his intent. He makes heavy use of personally selected liaison officers to form and sustain habitual relationships with higher and adjacent units. Through the use of historical examples and a refusal to be constrained by doctrine and popular thought he uses innovative approaches in his design. These innovative approaches often constitute paradigm shifts with contemporary thought and doctrine. A 'Mattis Way of War' is postulated in the conclusion which draws from his use of history, commander's intent, and leadership to build up a capacity, or potential energy, for action in his unit. Once built up, he unleashes this energy utilizing explicit trust in his staff and subordinates.

Consequently, military personnel can prepare for this future by investigating ways to adapt to novel chal - lenges posed by new weapons, new theories, or new or - ganizations. This study explores the problem of how joint task force staffs should reorganize to improve future command and control to meet demands of the most likely future environ - ment. The research methodology consisted of a literature search from a broad body of evidence. Sources included business literature, studies by organizations such as the Center for Naval Analyses, and research papers produced by other students. Several key changes envisioned for the military provide a foundation for the project and introduce future opera - tional and environmental complexities. These changes include emerging international and national trends such as increased military operations other than war and growing military pressures to shrink but remain effective. Another trend, the “revolution in military affairs,” includes such aspects as a “system of systems” and “dominant battle space awareness.” Additionally, Joint Vision 2010 offers a conceptual view of future battle-space activities that are portrayed as markedly different from today's activities. Against this backdrop of change, two primary reasons for using military staffs—information management and decision making—open a path to the heart of the paper and serve as a frame of reference for new organizational de - signs. Two metaphors offer vivid conceptual staff images. First, the “spider plant” metaphor depicts a multifaceted organi - zation with a core structure and many outlying satellite organizations, illustrating the potential for semiautonomous operations. Second, the “brain” metaphor captures the essence of relationships between key organizational elements and shows natural applications of decentralized decision making. The study concludes with a discussion of benefits gained through reorganization: faster, more responsive operations and leaner structures. Both metaphors strive to define essential relationships between staff elements. The overarching theme involves finding areas where commanders and staffs can decentral - ize operations to improve speed and responsiveness. Often this decentralized approach is enabled by technology, how - ever, the leaders must first be willing to let go of their control and learn to live in a complex environment—near the edge of chaos. With a goal of stirring ideas for reorganization, this study applies contemporary vision statements and thoughts to command and control and related staff struc - tures. It demonstrates potential to improve operations by developing innovative ways to visualize staff interactions. The time has come to move beyond rhetoric about the future and to develop useful ways to prepare. This work provides one step along the path of innovation.

Book excerpt: The issue of fighting drug abuse has come to the forefront of our list of national security priorities. A major part of this war is an attempt to stop the flow of drugs into the United States from the source countries. As the Federal government focused more attention to and national assets on this effort the need for better coordination among the numerous agencies involved became immediately apparent. A unified Command, Communications, Control and Intelligence (C3I) network was paramount to effectively employing the myriad personnel and equipment dedicated to Drug Surveillance and Interdiction, and hopefully conducting a successful campaign. The goal is to interdict and confiscate inbound shipments of drugs, or prevent their successful transhipment through deterrence. In response to this need for unified C3I, the FY 1989 National Defense Authorization Act designated the Department of Defense as the lead agency for the detection and monitoring program targeted against the aerial and maritime traffic attempting to bring drugs into the United States. Commander Joint Task Force FOUR (CJTF-4) in Key West, FL, Commander, Joint Task Force FIVE in Alameda, CA and Commander, Joint Task Force SIX in El Paso, TX were established to direct the anti-drug surveillance efforts in the Atlantic/Caribbean, Pacific, and Mexico border areas respectively. The Joint Task Forces have been operating with assigned and supporting assets since October, 1989. After almost nine months of operations, two questions need to be answered: How well are they working? And, how effective have the Joint Task Forces been?
