Book excerpt: "The role of space operations in the United States military has matured significantly since the end of the Cold War. The transformation from strategic applications to tactical integration has increased the demands for effects achievable through joint space capabilities on and off the battlefield. The explosive growth of and demand for joint space capabilities have outstripped the joint community's ability to provide unifying doctrine and a command and control structure to meet the demands. Consequently, the military services have independently developed solutions and doctrine to meet the needs of their respective joint force component commander. The thesis of this research is the US military must create a jointly focused command and control organization to meet the Joint Force Commander's growing demand for synchronized joint space capabilities. Although joint doctrine addresses the need for a space coordinating authority (SCA) separate from a commander to achieve space superiority, it does not provide sufficient joint authority to effectively execute the SCA role. Consequently, the Joint Force Air Component Commander has attempted to combine the roles in the Joint Air Operations Center resulting in a less than optimum integration of space into US joint warfighting. To establish clear lines of authority and enable a joint forces wide perspective of space power, a Joint Space Synchronization Authority supported by a Joint Space Synchronization Officer, Theater Space Integration Cell, and Joint Space Superiority Cell is proposed. While these organizations could operate independently of each other at different locations, the greatest synergy is obtained by co-locating them in a joint Space Integration Division in the JAOC. This construct allows for a jointly recognized and focused approach to space force synchronization and integration across all components."--Abstract.

Book excerpt: "The purpose of this paper is to determine to what extent and how the Joint Force Commander (JFC) should control support from space forces. Current Air Force doctrine, as delineated in Air Force Manual (AFM) 1-1, identifies the Joint Force Air Component Commander (JFACC) as being responsible for both air and space for the theater. This statement follows the Air Force notion that air and space are an indivisible medium of warfare. On the other hand, Joint Pub 3-14 states the Operations Directorate, J-3, on the supported commander's (the JFC's) staff functions in this role. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the Introduction, Chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in-charge and what planning processes were used. In Chapter 3, lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces' full potential. Mass in 2010 will be characterized by the massing of effects, rather than mass derived by way of a superior number of people or platforms. Information superiority, by enabling dominant battlefield awareness, is the key to achieving this redefinition. Information superiority is achieved in the military in the same way it is being achieved in the civilian sector: through a shift away from expensive and centralized platforms toward a distributed information architecture. Network centric warfare relies on a pervasive information grid that provides the nervous system that links sensors and shooters. The information grid can be achieved only through heavy reliance on space based assets. Joint forces already lean upon satellites to support their communication needs, as seen in Desert Storm. Only space based communications can meet the needs of forces deploying from CONUS to remote locations that lack indigenous communications infrastructures. It is unlikely that theater commanders will have the time to establish ground based communications in a fast moving crisis. These assets must be military, as commercial systems present limitations that will not be overcome except in the gravest of contingencies. Unfortunately, existing constraints prohibit space systems from completely fulfilling the dream of bandwidth on demand required to implement the JV2010 operational concepts. Technical limitations cap the capability of existing satellite constellations. More importantly, organizational inefficiencies hamper the joint force commander's ability to maximize support from these finite resources. Exploiting existing unified command structures, by centralizing authority to apportion MILSATCOM resources by mission need under USSPACECOM, could provide meaningful improvements.

Space-based fires represent a significant departure from traditional force structure. They present such an interesting challenge because of their global nature and their out-of-theater planning and execution processes. As a result, fires from space will require significant integration from the operational to tactical level. Unfortunately, current doctrine on commanding, planning and executing is insufficient to accommodate space-based fires. This paper blends current joint and service doctrine on space operations, fires, fire support and command and control with emerging methodologies on out-of-theater support operations, to create a more comprehensive view on how space-based fires integrate with in-theater combat forces at the operational and tactical levels. The author contends a strong tactical space control system, leveraging communication combined with the establishment of specific support relationships at the right echelons will allow for coherent and effective integration of space-based fires in the joint force after next.

Book excerpt: In the fifteen years since the formation of Special Operations Command, the special operations forces (SOF) communities of all services have strongly emphasized the integration of their combat capabilities. However, Air Force Special Operations Forces (AFSOF) have not put this same degree of effort into integration of combat capabilities with the rest of the US Air Force. Consequently, AFSOF are experts at the joint tactical fight but are less proficient at integrating into larger conventional air operations. This deficiency is most evident when SOF air forces must work within the command and control (C2) system of theater air forces. This study addresses the issue and proposes measures to enhance the coordination between special operations air forces and conventional air forces in theater operations.

The current architecture for space capabilities coordination in a geographic area of operations is not standardized, and is instead left up to each theater to develop independently. As dependence on space capabilities proliferates to the lowest levels of operations, while the capabilities and products provided by space systems becomes increasingly complex, ad hoc relationships are no longer sufficient. Purely because of physics, assets on orbit are global, rather than theater, in nature, and require a global level of control. The interaction of a unified global controlling organization with disparate theater coordination constructs results in confusion, inefficiency, and potentially lost opportunities to influence or support operations. The standardization of space coordination across theaters will ensure that similarly trained and operating organizations are able to interact within their theater, across theaters, and up to the space command and control organization. This thesis proposes the establishment of a theater space coordination cell on the staff of the joint force commander in order to provide theater-wide space capabilities coordination and reach-back to U.S.-based space resources.
