I attended all meetings of the Executive Council during the past year. The Massachusetts State Federation of Labor had a number of important labor bills before the Great and General Court this year. I was present at many of the hearings and spoke before the various committees to record this district in favor of beneficial labor legislation and to oppose legislation which would be detrimental to the best interests of Labor. The annual Regional Conference in Springfield was held in February this year and was very largely attended. Nicholas P. Morrissey, our Presi dent, and Kenneth I. Taylor, our Legislative Agent, Spoke at this conference, in which great interest was Shown and it proved to be very interesting and instructive. I have also filled several speaking assignments, important among which was a discussion exploring wages and profits as they relate to the aftermath of national defense. We were very active in this district in Obtaining signatures for the initia tive petition for a State Fund for Work-men's Compensation. At this writing, we are proceeding to Obtain the additional 5000 signatures needed to place the matter of a State Fund on the ballot in 1942. Many pressing problems were brought to our atten tion, which we hope have been handled to the satisfaction of all trade unionists. I have attended many meetings of unaffiliated unions during the year, educating them to the need of their assisting the Federation in carrying on the ground work performed by our predecessors and in combating the seeming trend away from our own American Federation of Labor. While the Federation has not met with much success on Beacon Hill this year, as to obtaining much-needed legislative betterments, it has been fortu nate in defeating several vicious anti-labor measures which would have placed Labor back 50 years in (massachusetts. While many other state legislatures have adopted anti-labor measures, we in Massachusetts proved conclusively that our record [has been one of the best in the nation and that no legislation was necessary to keep Labor in line. Labor in Massachusetts [has given up its right to strike during the war and has kept its pledge. Its record is clean. Not only have we given our money in the War Bond drives, and our men to the armed forces, but we have given unceasingly of our strength in many hours of toil.
