Available in PDF, EPUB and Kindle. Book excerpt: In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book Transformation planning guidance

Download or read book Transformation planning guidance written by and published by DIANE Publishing. This book was released on 2003 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States is transitioning from an industrial age to an information age military. This transition requires transformation in warfighting and the way we organize to support the warfighter. Although the end-state of transformation cannot be fully defined in advance, we do know some of the necessary prerequisites for transformation. In particular, we know that early transformation requires exploiting information technology to reform defense business practices and to create new combinations of capabilities, operating concepts, organizational relationships and training regimes. Successful transformation of U.S. military forces and Department of Defense (DoD) processes requires a strategy with clear objectives. Effective implementation of the strategy requires commitment and attention from the Department's senior leadership and clearly assigned roles and responsibilities. This document communicates the Department's strategy for transformation and assigns senior leader roles and responsibilities to ensure implementation of the strategy. Senior leadership commitment to transformation will mobilize the rest of the Department and stimulate the bottom-up innovation required for successful transformation. Effective implementation of the transformation strategy is an essential prerequisite for strategic management of the Defense program. It will allow the Department to define transformation investments that address future risk with enough specificity that they can be balanced against the other three primary risk areas identified in the Quadrennial Defense Review (QDR): force management, operational, and institutional risk.

Book excerpt: The world is being transformed physically and politically. Technology is the handmaiden of much of this change. But since the current sweep of global change is transforming the face of warfare, Special Operations Forces (SOF) must adapt to these circumstances. Fortunately, adaptation is in the SOF DNA. This book examines the changes affecting SOF and offers possible solutions to the complexities that are challenging many long-held assumptions. The chapters explore what has changed, what stays the same, and what it all means for U.S. SOF. The authors are a mix of leading experts in technology, business, policy, intelligence, and geopolitics, partnered with experienced special operators who either cowrote the chapters or reviewed them to ensure accuracy and relevance for SOF. Our goal is to provide insights into the changes around us and generate ideas about how SOF can adapt and succeed in the emerging operational environment.

Available in PDF, EPUB and Kindle. Book excerpt: The character of future international conflicts represents a complex and unpredictable set of challenges that necessitates a significant shift in the United States' approach to warfighting. Strategic guidance in Sustaining U.S. Global Leadership: Priorities for 21st Century Defense reinforces that -...the United States will continue to take an active approach to countering...threats by monitoring the activities of non-state threats worldwide, working with allies and partners to establish control over ungoverned territories, and directly striking the most dangerous groups and individuals when necessary. The U.S. Air Force (USAF) Remotely Piloted Aircraft (RPA) Vector-Vision and Enabling Concepts: 2013-2038 balances the effects envisioned in the USAF Unmanned Aircraft Systems Flight Plan 2009-2047 with the reality of constrained resources and ambitious national strategy for a complex world. More importantly, as a visionary document, the RPA Vector opens the aperture beyond current austere fiscal realities to explore art of the possible technologies in the 2013-2038 timeframe. The intent is to examine technological advances necessary to enable the Air Force's future RPA force.

Book Assessing Department of Defense Use of Data Analytics and Enabling Data Management to Improve Acquisition Outcomes

Download or read book Assessing Department of Defense Use of Data Analytics and Enabling Data Management to Improve Acquisition Outcomes written by Philip S. Antón and published by . This book was released on 2019 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In the conference report accompanying the National Defense Authorization Act for Fiscal Year 2017, Congress expressed concern that the U.S. Department of Defense (DoD) "does not sufficiently incorporate data into its acquisition-related learning and decision-making" and asked six questions about "the use of data analysis, measurement, and other evaluation-related methods in DoD acquisition programs." In this report, the authors decompose and measure acquisition functions, data governance, and training to assess how data and associated analytics support DoD acquisition decision making. The authors found that the DoD is applying a breadth of data analytics to acquisition. Capabilities range from simple data archives and plotting to archives integrated with commercial analytic tools. The DoD has implemented an array of data governance and management practices, but major challenges remain, including a culture against data sharing and concerns about security and oversight burden. Some commercial breakthroughs in advanced analytics sound promising for DoD acquisition, but some might not be applicable; research is ongoing. Advancement should include developing a data analytics strategy across acquisition domains, expanding data governance and data sharing, and continuing to expand and mature data collection, access, and analytic layers. Also, mechanisms are needed to authorize and ensure protected access to data for both the DoD and external analysts. Improved incentives and understanding of data analytics could encourage decision makers to make better use of capabilities" -- Publisher's description.

Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.
