Book excerpt: This lesson will discuss the basic building blocks of the atmosphere, beginning with the lower layers in which most flight activity occurs. These layers have particular temperature characteristics that affect many aspects of weather, and thus are important to the understanding of later chapters. Pressure is another characteristic of the atmosphere which enables meteorologists to track weather phenomena as they move across the surface of the earth. Additionally, pressure is important to the aviation community since one of the most basic flight instruments, the barometric altimeter, operates from the action of atmospheric pressure upon its sensors. In order to gain a complete understanding of the altimeter, the effects of temperature and pressure variations on altimeter readings will also be discussed.

Book excerpt: Defense Acquisition Pilot Programs (DAPPs) were established to jump-start the initiatives outlined in the Federal Acquisition Streamlining Act (FASA) of 1994. DAPPs were provided legislative authority to implement the provisions of FASA before they were published in regulations, authority to use the commercial item exemptions for non-commercial items and were also given expedited deviation authority from the FAR/DFARS and the DOD 5000 series regulations. The Joint Primary Aircraft Training System (JPATS) was designated a pilot program by the Deputy Under Secretary of Defense for Acquisition Reform. The purpose of this paper is to provide insight into the Joint Primary Aircraft Training System (JPATS) acquisition and describe, if any, the results of acquisition reform on program effectiveness, cost, schedule, and performance. Eleven metrics were established by the JPATS program and then measured against established baseline programs to derive quantitative savings attributed to implementing acquisition reform. An analysis of those metrics concludes acquisition reform is having mixed results on this program. Only two measures seem successful indicators of acquisition reform, while the remaining nine seem to indicate more success is being realized from applying acquisition program management reform efforts highlighted in DOD directives than statutory and regulatory relief provided DAPPs.

This case study analyzes the T-6A Texan II, a derivative of a commercial aircraft, the PC-9, manufactured by Pilatus Aircraft, a company located in Switzerland. In addition to the United States Air Force, the primary users of the PC-9 are the Swiss Air Force, Royal Australian Air Force, Royal Saudi Air Force, Royal Thai Air Force, and Irish Air Corps. First flight of the PC-9 prototype occurred on May 7, 1984, with certification being obtained in September 1985. The Department of Defense is exponentially increasing the acquisition of joint complex systems that deliver needed capabilities demanded by our warfighter. Systems engineering is the technical and technical management process that focuses explicitly on delivering and sustaining robust, high-quality, affordable solutions. The Air Force is committed to using JPATS, while the Navy intends to delay procurement while continuing to use the T-34. Because of the Navy's decision to continue using the T-34 to train its undergraduate pilots and a recent history of reduced defense spending, the time appears right to determine the most cost-effective way of meeting the Navy's long-term needs for initial pilot training. Although there are a number of ways of meeting these needs, contracting out deserves serious consideration. In this document, we look into the feasibility of contracting out the primary phase of Navy undergraduate pilot training (UPT).
