Available in PDF, EPUB and Kindle. Book excerpt: To what extent was the effectiveness of joint operations in the Gulf War influencedby individual service perspectives? This study uses Graham Allison's three models ofbureaucratic behavior (Model I, Rational Actor; Model II, Organizational Process;and Model III, Bureaucratic Politics) to answer this question. The value ofinterservice integration has been recognized for a long time. The Department ofDefense Reorganization Act of 1986 (Goldwater-Nichols) made significant stridesintegrating the services at the most senior levels, that is, the component commandersand above. The study concludes that, in general, at the component commander leveland above during Operation Desert Shield/Desert Storm, rational decisions weremade and rational actions were implemented to prosecute the war (Model Ibehavior). The Goldwater-Nichols legislation did not make as much headway,however, in integrating the services below the level of component commander.Unlike the most senior levels of command, decisions made and actions taken were not always implemented for the most rational reason. For the most part, decisionsand actions were Model I. But at times, decisions and actions were not optimalbecause the decisionmaker/actor lacked information, had a different serviceperspective, and/or inadequately understood and empathized with members of theother services (primarily Model II, but with traces of Model III as well). Based onthese findings, the study suggests in order to continue to improve interserviceintegration, we need to teach concepts of service integration early in an officer'scareer, expand joint interaction and provide some additional standardization amongtheaters.

This study will demonstrate the Gulf War represents an important benchmark for the role of U.S. space systems in support of warfighters. This study will show that while the Gulf War demonstrated the promise of fully integrating space systems into the U.S. joint doctrine and operations, lessons learned in the Gulf War identified shortfalls in planning, doctrine, experience and operations which remain to be addressed. This study explores the importance of space support to U.S. ground warfighters. U.S. military planners have made efforts to develop space policy and doctrine reflecting the end of the Cold War and emerging space systems technology. The study includes a brief synopsis of the emerging doctrine. Since the Gulf War U.S. space force structure modifications and technological developments have progressed. This study will evaluate if these changes successfully overcome Gulf War deficiencies. This study will assess the changing space environment in order to determine if the U.S. is better prepared to employ space plans, doctrine, force structure, experience and systems to support U.S. ground command in likely future conflicts.

Norman Schwarzkopf, Commander in Chief, U.S. Central Command, and the relationship between operational leadership and some of the critical operational decisions he made during the Gulf War. An operational analysis of the Gulf War reveals that it is an example of several poor decisions made at the operational level that resulted in lost opportunities. Specifically, the Operational Commander made two decisions that resulted in the failure of the U.S. led coalition to achieve its key operational objective. The decision not to appoint a Joint Force Land Component Commander (JFLCC) and the decision to halt the ground war at 100 hours were critical mistakes. This paper will show that the decision to cease the ground war at 100 hours was made as a result of not having a JFLCC, and that both decisions were heavily influenced by General Schwarzkopf's style of leadership and its application in the Operational Art of war. General Schwarzkopf's decision not to appoint a JFLCC, but to retain that authority, overburdened him and caused him to spread his focus too thin, thus making him less effective at both the tactical and operational levels. This, coupled with General Schwarzkopf's fiery temper, tantrums, and continual berating of subordinates, prevented him from getting timely information from his tactical commanders. In the end, General Schwarzkopf did not have a complete picture of the battlefield when the President needed input for the purpose of a cease-fire. Consequently, General Schwarzkopf was not able to make a case for extending the ground war, and concurred with the decision to end the ground war at 100 hours.

Book excerpt: "The fielding of automated flight controls and weapons systems in fighter aircraft from 1950 to 1980 challenged the significance ascribed to several of the pilots' historical skillsets, such as superb hand-eye coordination--required for aggressive stick-and-rudder maneuvering--and perfect eyesight and crack marksmanship--required for long-range visual detection and destruction of the enemy. Highly automated systems would, proponents argued, simplify the pilot's tasks while increasing his lethality in the air, thereby opening fighter aviation to broader segments of the population. However, these new systems often required new, unique skills, which the pilots struggled to identify and develop. Moreover, the challenges that accompanied these technologies were not restricted to individual fighter cockpits, but rather extended across the pilots' tactical formations, altering the social norms that had governed the fighter pilot profession since its establishment. In the end, the skills that made a fighter pilot great in 1980 bore little resemblance to those of even thirty years prior, despite the precepts embedded within the "myth of the fighter pilot." As such, this history illuminates the rich interaction between human and machine that often accompanies automation in the workplace. It is broadly applicable to other enterprises confronting increased automation, from remotely piloted aviation to Google cars. Book excerpt: Joint Task Force Proven Force, which primarily consisted of 5,000 sorties flown by U.S. aircraft from Turkey against strategic targets in northern Iraq, was an integral part of air operations in the Persian Gulf War. There has been little analysis of this JTF's value to the Gulf War, and a close review is warranted from a historical and operational art perspective. I analyzed JTF proven Force's impact on the war's campaign and termination. My research showed that JTF Proven Force had a broad impact far beyond the military targets it destroyed for the following reasons: (1) it forced Saddam to consider the threat of offensive military action from his northern border, resulting in the positioning of about one-fourth of his army in northern Iraq away from the Kuwait Theater of Operations; (2) it prevented Saddam from having a safe haven in northern Iraq, allowing for a more effective air offensive throughout the theater; (3) it strengthened post-war Persian Gulf security by increasing Turkey's geopolitical influence and contributing to the world's rapid response to the post-war Kurdish revolt. In concluding, I discussed a few key points about JTF Proven Force's threat, execution and political impact that commanders should remember when planning future operations.
