The issuance of Joint Vision 2020 soon after the inaugural Joint Vision 2010 evidences the immense challenge in developing joint doctrine. This process is further complicated by uneven doctrinal maturity across the spectrum of U.S. joint operations, even where like functions exist. The Joint Force Air Component Commander (JFACC) and the Joint Force Land Component Commander (JFLCC) roles have been defined, and JFACC doctrine is indeed mature. The concept of a Joint Force Maritime Component Commander (JFMCC) remains embryonic. The JFMCC concept requires solid definition and direction - assuming that there is a valid need for a JFMCC. Although the impetus for JFACC/FLCC doctrine differs from JFMCC, both can serve as models for designing the JFMCC concept. Case studies of past joint operations and campaigns can prove invaluable in validating or revising current doctrine and developing new joint doctrine. This paper draws upon the lessons of past operations, current practice and experiments, pending drafts, and joint vision to propose a role for the Joint Force Maritime Component Commander. Review and analysis of selected U.S. joint operations and Allied combined operations will be used in designing proposed duties and responsibilities for the JFMCC. By examining the conduct of earlier joint and combined maritime operations, postulating if superimposing a JFMCC on these 'joint operations' might have delivered significant improvement, and applying this construct to proposed joint doctrine under the tenets of Joint Vision 2020, the need for a JFMCC can be evaluated. If the concept is validated, a JFMCC model can be proposed. The JFMCC is envisioned as a key joint force component commander - vital to the JFC organization, command and control structures.

However, future adversaries of the United States will continue to focus on using limited conventional military means to deny or severely limit U.S. forces access to a littoral operating base using asymmetric anti-access and area-denial strategies. The Joint Force needs access and freedom of action in the littorals in order to accomplish strategic and operational objectives. Maritime forces can assist in providing operational protection for complex joint operations through concepts like Sea Shield that encompasses the newest technologies, distributed sensors, and a fully networked architecture. To work effectively, it will be vitally important that the Joint Force Maritime Component Commander's (JFMCC) planning and execution is fully integrated and synchronized with the Joint Task Force. An agile and collaborative JFMCC command and control structure and process can facilitate this integration and synchronization. Ultimately, the JFMCC will contribute to the operational protection of the joint maritime force in the littorals by setting and prioritizing objectives, integrating forces, and synchronizing actions.

The role of the Joint Force Maritime Component Commander (JFMCC) is critical to the Navy's future in the joint maritime environment. However, the doctrine to support the construct for the JFMCC has been slow to develop while that of the Joint Force Air Component Commander (JFACC) and the Joint Force Land Component Commander (JFLCC) has been defined and matured. In order to move forward, the role and realm of the JFMCC requires definition and direction. This will minimize seams among the air, land and sea component commanders. This process cannot be done with doctrine alone. Commanders must understand the unique culture of the Naval Service to overcome biases that can prevent true jointness. Through joint doctrine and joint education and training the role of the JFMCC can be solidified. In doing so, the Joint Force Commander will increase the effectiveness of his forces as unity of command is achieved and the component forces become a true joint force.

As well, they are staffed principally by the parent service and act foremost in the interest of the individual service for resources, logistics, and training. The Joint Force Maritime Component Commander (JFMCC), commanded usually by the service with the preponderance of forces, is an organizational option that may be exercised by the Joint Force Commander for command of joint forces in the maritime theater. Neither naval service doctrine nor approved joint doctrine supports the JFMCC functional organization. Through the transformational vision of Sea Power 21, Navy and Marine Corps are poised to transform from service components into truly joint maritime functional components that are supported by each of the services. As the seams among sea, land, and air theaters become blurred, particularly in the littoral, century old theories of sea power need to be revised in favor of contemporary theory of maritime power. Underpinned by theory, service and joint maritime doctrine development in conjunction with the vision and programmatic approach of Sea Power 21 offers promise for JFMCC to be something more than a new name for naval business as usual.

Available in PDF, EPUB and Kindle. Book excerpt: The Navy and Marine Corps team of the ESG is the most versatile, capable, and enabling force in Expeditionary Warfare. The ESG embodies nearly all the capabilities required to complete any mission in the littorals and is the force of choice for certain missions within the ROMO. In the execution of these missions where a Joint Task Force is formed, ESGs typically represent the preponderance of maritime forces and provide extensive experience and capabilities for such operations. Even though the ESG may be the best choice to act as JFMCC in the littoral, there is little training conducted prior to deployment to prepare them for JFMCC tasking. This paper examines the capabilities of ESGs and analyzes whether they should be trained as a JFMCC for certain operations within ROMO including Foreign Humanitarian Assistance, Noncombatant Evacuation, Disaster Relief, and Peacekeeping Operations. By analyzing the operational level functions of the JFMCC, comparing/contrasting capabilities of the CSG versus the ESG, and analyzing past joint operations where ESGs and CSGs played vital roles in the joint task force command and control, this paper will provide a recommendation to whether or not ESGs should be trained to operate as JFMCCs.

Book excerpt: The Navy-Marine Corps team envisioned in Sea Power 21 has the potential to offer the future Joint Force Commander (JFC) a significant capability with the application of Operational Maneuver From the Sea (OMFTS). In order to realize this potential however, the appropriate command and control structure must he available to the JFC. In a joint community that is becoming increasingly dependant on the use of functional component commanders in the execution of major operations, the need for a Joint Force Amphibious Component Commander (JFAMCC) is worthy of consideration as an organizational option. As amphibious command relationships continue to evolve, the need for a JFAMCC in addition to the Navy's Joint Force Maritime Component Commander (JFMCC) will he dependent on the size of the conflict, the geography of the theatre, and the capabilities of emergent weapons systems. The employment of an amphibious functional component commander offers significant benefits, however it also carries substantial costs. Considering those costs, the command relationships that are available for the planning and execution of amphibious operations are currently adequate. As the technology and procedures required for the execution of OMFTS mature, however, and amphibious forces are able to offer a truly operational capability to the JFC, a JFAMCC acting in concert with a JFMCC and the other standing functional component commanders will he an asset well worth the cost.

Book excerpt: Operational-level planners in Maritime Operations Centers aim to assign naval forces in support of combatant commanders efficiently and effectively, but they lack a software-based planning tool to develop optimal ship employment schedules. They must assign ships to particular missions spread throughout numerous regions over a particular time horizon to meet the combatant commander's force requirements. Currently, this is a manual process. We present Navy Mission Planner (NMP), a decision aid based on an integer linear program that allows efficient generation of candidate employment schedules. NMP uses constrained, stack-based enumeration of candidate employment schedules over the feasible region. Total enumeration can produce an enormous number of schedules--easily reaching quadrillions of feasible solutions. By constraining the enumeration to eliminate impractical schedules, we can manage the computational burden and provide the naval planner useful solutions containing a near-optimal set of employment schedules for each assigned ship over the planning horizon. We submit a realistic scenario and provide a credible, face-valid solution to the multi-ship, multi-mission assignment problem, with sets of employment schedules that are as good as or better than sets produced manually.
