Book Transforming the Joint Force Air Component Commander s Command and Control of Close Air Support

Download or read book Transforming the Joint Force Air Component Commander s Command and Control of Close Air Support written by and published by . This book was released on 2005 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transformation initiatives in the Department of Defense have major implications on the development of command and control structures in the joint environment. Alternative methodology will be required to rupture outdated tactics, techniques, and procedures established under legacy systems and organizational architectures. Taking into account newly developed concepts, such as the Air Component Coordination Element (ACCE), future command and control systems must build on lessons learned and continue to seek improvements for critical mission taskings. Lessons learned in Operations ENDURING FREEDOM and IRAQI FREEDOM indicate close air support remains a controversial topic due to the availability of air assets and fratricide. Since command and control of close air support is tied to the authority of the Joint Air Operations Center (JAOC) in joint doctrine, the responsibility lies with the JAOC to ensure senior ground elements are supported according to the Joint Force Commander s priorities. Establishing a modular Joint Air Component Coordination Element (JACCE) in the command and control architecture with expanded authorities will in due course eliminate deficiencies and enhance the interconnectivity of the functional land component commander with the functional air component commander.

Book Command and Control for Joint Air Operations Joint Publication 3 30

Download or read book Command and Control for Joint Air Operations Joint Publication 3 30 written by Chairman of the Joint Chiefs of Staff and published by Createspace Independent Pub. This book was released on 2012-10-16 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication provides joint doctrine for the command and control (C2) of joint air operations across the range of military operations and discusses responsibilities of a joint force air component commander (JFACC). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. C2 is established through command relationships as described in Joint Publication (JP) 1, Doctrine for the Armed Forces of the United States and JP 3-0, Joint Operations. The air domain is described as the atmosphere, beginning at the Earth's surface, extending to the altitude where its effects upon operations become negligible. The degree of control over the air domain can range from no control, to a parity (neutral) situation, to local air superiority in a specific area, to air supremacy over the entire operational area. Joint force commanders (JFCs) organize forces to accomplish the mission based on their vision and concept of operations and provide direction and guidance on command relationships. The JFC's air component should be organized for coordinated action (through unity of command) using joint force air capabilities. Centralized control and decentralized execution are key considerations. There are three basic organizational options; in each a key task is organizing the staff, C2 system, and subordinate forces. The options are: (1) JFC designates a functional component commander as JFACC; (2) JFC designates a Service component commander; or (3) JFC chooses a staff option. Joint air operations are performed by forces made available for joint air tasking and do not include air operations a component conducts as an integral part of its own operations. They normally are conducted using centralized control and decentralized execution. The framework and process for C2 of joint air operations are consistent across the range of military operations. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. Book Command and Control of Joint Air Operations

Download or read book Command and Control of Joint Air Operations written by U.s. Joint Force Command and published by CreateSpace. This book was released on 2014-07-26 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: Historically, control of the air has been a prerequisite to success for modern operations or campaigns because it prevents enemy air and missile threats from effectively interfering with operations of friendly air, land, maritime, space, and special operations forces, facilitating freedom of action and movement. Joint air operations are normally conducted using centralized control and decentralized execution to achieve effective control and foster initiative, responsiveness, and flexibility. When contemplating command and control (C2) options for joint air operations within the operational area, the joint force commander (JFC) can choose to exercise C2 through a functional component commander by designating a joint force air component commander (JFACC), one of the Service component commanders, or the joint force staff. Many factors will weigh on the JFC's selection-most notably the type and availability of forces and capabilities to accomplish the assigned mission.

Available in PDF, EPUB and Kindle. Book excerpt: The current U.S. military way of war is driven by a conventional, symmetric combat mindset. This immediately leads to designating the ground component as the main effort to achieve operational objectives against ground-centric adversaries. There may be, however, better options that would maximize combat potential to meet the operational objectives with the fewest losses in the least amount of time. One of those options would be for the Joint Force Commander (JFC) to designate airpower as the main effort, using the Joint Force Land Component Commander (JFLCC) and Joint Force Special Operations Component Commander (JFSOCC) as supporting commanders, when the situation warrants. Operation ALLIED FORCE (OAF) and Operation ENDURING FREEDOM (OEF) are used to illustrate the validity of this concept. This operational concept would be appropriate in certain situations when the Joint Force Air Component Commander (JFACC) has command and control of the preponderance of kill mechanisms to attack the enemy's center of gravity. The use of operational art through an Ends, Ways, Means, and Risks framework is examined to determine when the JFC should consider designating airpower as the main effort and what conditions the JFC should be alert for in order to use this concept. Changes across the entire Doctrine Organization Training Material Leadership Personnel Facilities (DOTMLPF) spectrum are required to codify this change to ensure JFCs have another accepted option to achieve operational objectives.

Book A Reexamination of the Joint Force Air Component Commander JFACC Concept for the 21st Century

Download or read book A Reexamination of the Joint Force Air Component Commander JFACC Concept for the 21st Century written by David Morgan and published by . This book was released on 1999 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military's Joint Force Air Component Commander (JFACC) construct is the current method of theater level air power employment. JFACC doctrine largely reflects U.S. Air Force history and procedures. Despite its successes, the JFACC concept has a number of problems. These include doctrinal mismatches among the services, additional layers in the chain of command, lack of responsiveness, and large manpower requirements. This paper examines those issues and proposes technological and organizational changes to the JFACC. These changes would result in a flatter, more networked organization that would give the Joint Force Commander (JFC) increased flexibility and effectiveness in theater air power employment.

Download or read book A Prototype Air Force JFACC Joint Force Air Component Commander written by U. S. Military and published by . This book was released on 2017-11-26 with total page 113 pages. Available in PDF, EPUB and Kindle. Book excerpt: This unique book discusses General George C. Kenney's role as a prototype JFACC after June 1944, when the Joint Chiefs of Staff reorganized the Southwest Pacific Area of Operations (SWPA) and assigned to Kenney air forces from the US Army, Navy, and Marine Corps, as well as air forces from Australia and New Zealand. Many accounts of the Battles for Leyte and Luzon center around ground and naval forces, giving the impression that "the Air Force also flew." In fact, Kenney's Far East Air Force (FEAF) was flying combat missions that were instrumental to these campaigns in the Philippines. By examining certain planning, execution, and doctrinal criteria, this paper seeks to determine whether unity of effort was achieved in the SWPA. Then it aims to measure General Kenney against responsibilities of the JFACC as outlined in the Air Force's JFACC Primer. If unity of effort was achieved and General Kenney fulfilled the responsibilities, then there may be some lessons for today's JFACC.

Book Joint Force Air Component Commander

Download or read book Joint Force Air Component Commander written by William D. Orton and published by . This book was released on 1997 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Joint Force Air Component Commander's (JFACC) mission is to command joint air operations based on the Joint Force Commander's (JFC) concept of operations and air apportionment decisions. This is accomplished by planning, coordination, allocation, and tasking of assets. The basic components of the JFACC organization are Combat Plans, Combat Operations, Intelligence, and Communications. The Combat Plans Division includes a Guidance, Apportionment and Targeting (GAT) Cell, an Air Task Order (ATO) Production Cell, and an Air Strategy Cell. The Combat Operations Division includes Current Operations, an Airspace Cell, and an Air Defense Cell. The preceding JFACC organizational functions and relationships have been captured in joint doctrine. The JFACC charter is flexible. It could find itself operating as a part of a naval enabling force conducting presence operations. On the other end of the spectrum, it might participate in a major regional conflict. The following discussion will focus on the sea-based JFACC. It will explore the problems, limitations and considerations that are faced by sea-based JFACC. This will be done illustrating the sea-based JFACC variations that have been developed. Once a picture has been developed of the afloat JFACC executing its mission, the following question will be presented and analyzed: once a crisis matures, how do you smoothly accomplish a transition to the next higher or lower echelon of joint air operations? The discussion will attempt to show that joint doctrine has not completely addressed this question."--Abstract

Book The Joint Force Air Component Commander and Maneuver Warfare

Download or read book The Joint Force Air Component Commander and Maneuver Warfare written by Rick W. Schmidt and published by . This book was released on 1998 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many airpower proponents in and outside the Air Force believe that airpower is the dominant force in warfare today. The Air Force believes that centrally controlled, independent air operations can be decisive. The JFACC coordinates all aviation assets in theater in support of the Joint Force Commander's theater objectives. The doctrinal development of the JFACC has been heavily influenced by the Air Force's perspectives and Service doctrine in regard to the employment of airpower. With the publication of FMFM 1, Warfighting, in 1989, the Marine Corps officially embraced maneuver warfare as its doctrinal style of warfighting. The Marine Corps is organized to conduct maneuver warfare as an integrated air-ground combined arms team. Marine air is a critical part of the highly trained, tightly integrated combined arms team. The application of Marine air is timely and responsive to the fast developing ground battle and therefore, creates or exploits windows of opportunity that could quickly dissipate if air had to be coordinated from an outside agency. This monograph will examine maneuver warfare theory, the Marine Corps embrace of it, and the doctrinal development and application of the JFACC in order to determine if the two doctrines are compatible.

Available in PDF, EPUB and Kindle. Book excerpt: This research focused on the problem of providing military commanders with real-time, optimal control of military air-to-ground operations for a 24-hour segment of a Joint Air Operations (JAO) campaign. In particular, we focused on developing control algorithms that anticipate possible air-to-ground mission modifications due to uncertain future events, thereby generating missions that can be readily adapted in the presence of contingencies. The primary benefit of this technology is agile and stable control of distributed and dynamic military operations conducted in inherently uncertain, hostile, and rapidly changing environments. The control methodology developed combines Approximate Dynamic Programming (ADP) and statistical hybrid state modeling techniques. Accordingly, a novel hybrid, multi-rate control architecture that tailors the control strategy for different battlespace situations was developed. For this JAO problem, a key concern was the scalability of the control methodology to larger scenarios. As a result, we investigated a broad spectrum of ADP control strategies. The solution quality and computation performance of these algorithms was tested and verified in a JAO simulator. It was shown through experimentation that the ADP strategies were able to produce operationally consistent control strategies that anticipated likely contingencies and positioned assets for opportunities of recourse in near real-time.

Book The Joint Force Air Component Commander JFACC Evolution Selection Perspectives

Download or read book The Joint Force Air Component Commander JFACC Evolution Selection Perspectives written by and published by . This book was released on 1995 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Joint Force Air Component Commander (JFACC) concept is an issue that produces a great deal of controversy in the joint arena. The questions of authority, and doctrine need to be examined. Specific authority is delineated by the JFC, but vague doctrine, service parochialism and historical precedents confuse the issue. This paper will examine the JCS guidance, aviation perspectives and service views of the JFACC concept. The JFC designates a JFACC, if necessary; the JFACC's authority is defined by the JFC. The primary responsibility of the JFACC is to ensure a harmony of efforts to support the JFC's intent and concept of operations. The JFACC staff organization must be mission focused and flexible. Recommendations will be presented to help resolve the JFACC authority and doctrine controversies. (KAR) P. 1.

Book excerpt: "When appropriate, the U.S. Air Force needs to be prepared to supply joint task force (JTF) headquarters. If the U.S. Air Force takes the steps necessary to produce JTF-capable units, both the service and the nation would benefit. The authors consider the nature of JTF command, survey command-related developments in other services and in other elements of the defense community, and examine four JTF operations. They raise issues for the Air Force to consider and offer a set of recommendations aimed at enhancing the Air Force's ability to staff and run JTF headquarters."--Provided by publisher.
