The crises and conflicts that characterize the international security environment pose complex simultaneous challenges to the interests and security of the United States. The Armed Forces of the United States, in the United States or abroad, may be required to conduct operations in nuclear, biological, and chemical (NBC) environments. The principles set forth in this publication are designed to enable combatant commanders and subordinate joint force commanders (JFCs) to plan for, train their forces for, and execute their assigned missions in a tumultuous international security environment against a varied set of NBC-capable adversaries. The Armed Forces of the United States plan for and conduct operations to overcome complex simultaneous challenges across the range of military operations against adversaries who may be armed with NBC weapons. While any given threat and operation may be focused principally in a particular overseas region, the adversary may have the motivation and means to extend the conflict to other regions including US territory. Threat - Adversaries may be particularly inclined to threaten or use nuclear, biological, and chemical (NBC) weapons in asymmetric operations to overcome the military strengths and assail the vulnerabilities of the United States and its multinational partners. The deadly, destructive, and disruptive effects of these weapons and materials merit continuous consideration by the joint force commander (JFC) and supporting commanders. The worldwide availability of advanced military and commercial technologies and information (including dual use and emerging nontraditional threats), combined with commonly available transportation and delivery means, may allow adversaries opportunities to acquire, develop, and employ CBRN weapons without regard for national or regional boundaries. The Department of Defense (DOD) has expanded CBRN defense capabilities to address the complexities of the strategic context in which US forces may perform missions in CBRN environments.

This doctrinal manual bridges the gap between joint NBC defense doctrine (Joint Publication [JP] 3-11, Joint Doctrine for Operations in Nuclear, Biological, and Chemical (NBC) Environments) and service operational NBC defense doctrine. It provides guidelines to assist members of the services discharging responsibilities as joint task force commanders and staffs. The manual addresses integration of multiservice doctrine for NBC defense in three areas. It provides tactics, techniques, and procedures (TTP) for planning NBC defense; describes NBC defense capabilities from the services that could be integrated into an area of operations (AO); and outlines roles and responsibilities for NBC defense. Guidelines provided in this manual assist commanders and staffs in integrating NBC defense operations into the context of all other AOs. The term "NBC environment," as used in this publication, refers to an environment in which there is deliberate or accidental employment of NBC weapons or industrial chemicals or deliberate or accidental contamination with radiological materials. The defensive measures described herein are useful in nuclear environments to the degree that they provide protection against inhalation or ingestion of and skin contact with radioactive debris. This publication does not comprehensively address defense against other nuclear effects including heat, blast, and direct irradiation. (Note: The terms NBC and CBR defense are synonymous; Army, Marine Corps, and Air Force [AF] use the term NBC defense, and Navy forces use the term CBR defense.) Additionally, US Special Operations Command Publication 3-11, Multiservice Tactics, Techniques, and Procedures [MTTP] for Special Operations Forces in NBC Environments provides information that supplements the TTP provided in this publication. 2. Purpose - This publication provides commanders and staffs a key reference for the planning and execution of service NBC defense operations. Further, within the overall concept of counterproliferation operations (see Chapter I), this publication focuses on the passive defense component (NBC defense) of counterproliferation. The target audience includes commanders and their staffs, particularly those individuals responsible for NBC defense planning at the operational and tactical level. This includes individuals with responsibilities as commanders and staffs of joint task forces. Commanders have direct responsibility for protecting their forces within an NBC environment. During operations, failure to properly plan and execute NBC defense operations may result in significant casualties, disruption of operations, and even mission failure. 3. Application - This publication is designed for use at the operational and tactical level for planning and conducting integrated NBC defense operations. It supplements established joint doctrine and changes an Army and Marine Corps dual-designated publication into a multiservice publication, defines service capabilities in conducting NBC defense, and defines the roles and responsibilities of commanders and subordinate commanders and their staffs in planning and executing NBC defense.

Implementation Plan - Participating service command offices of primary responsibility (OPRs) will review this publication; validate the information; reference and incorporate it in service and command manuals, regulations, and curricula as follows: Army. The United States Army (USA) will incorporate this publication in USA training and doctrinal publications as directed by the Commander, United States Army Training and Doctrine Command (TRADOC). Book excerpt: This publication provides joint doctrine for the military response to mitigate the effects of a chemical, biological, radiological, or nuclear event or incident. Chemical, biological, radiological, and nuclear consequence management (CBRN CM) can be described as the overarching United States Government (USG) capability and the strategic national direction, to prepare for, respond to, and recover from the effects of a chemical, biological, radiological, and nuclear (CBRN) incident at home or abroad, and whether or not it is attributed to an attack using weapons of mass destruction (WMD). When required, the USG will coordinate its response to a CBRN incident in one of three ways based on the geopolitical situation. The Department of Homeland Security (DHS) is the USG lead agency for incident management that would include a domestic CBRN incident. Overseas, excluding homeland areas, the Department of State (DOS) is the USG lead for what is termed foreign consequence management (FCM). The geographic scope of the domestic CBRN response is associated with the US homeland. Generally, when tasked, Department of Defense (DOD) is a supporting agency, coordinating agency, or cooperating agency in support of DHS within the National Response Framework (NRF) and National Incident Management System (NIMS). A response could take place in a permissive or uncertain foreign operational environment. Requests for FCM originate from an affected nation through DOS. The military situation is when CBRN incidents occur requiring DOD to lead the USG response effort due to the lack of DOS and/or sufficient affected nation 'federal' presence as a result of military operations or for a CBRN incident on a DOD installation. CBRN CM provides the operational framework for those authorized measures DOD takes in preparation for anticipated CBRN incidents to mitigate the loss of life and property and to assist with the response and short-term recovery that may be required. This includes having plans, policies, procedures, training, and equipment necessary to effectively respond to CBRN incidents. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It drives the examination of organizations and materiel developments applicable to military support of CBRN aspects of command and control (C2).This publication is designed for use at the operational and tactical levels but has implications at the strategic level in the implementation of CBRN supporting strategic objectives. The manual will support command staffs, CBRN staff officers, CBRN noncommissioned officers (NCOs), non-CBRN personnel performing collateral duties as additional-duty CBRN officers or NCOs, and employees of civilian agencies in the assessment, planning, preparation, and execution of CBRN C2 functions. This publication is intended to provide multi- Service C2 concepts and considerations for planning for, responding to, and recovering from CBRN events. It is not stand-alone guidance for United States (U.S.) Air Force (USAF) CBRN actions and activities. It is applicable to USAF units and USAF teams only in conjunction with appropriate USAF-specific publications, installation plans, supporting checklists, and other appropriate guidance.

It addresses principles, fundamentals, planning, operational considerations, and training and support functions. It provides a common framework and language for CBRN operations and constitutes the doctrinal foundation for developing other fundamentals and tactics, techniques, and procedures detailed in subordinate doctrine manuals. This manual is a key integrating publication that links the doctrine for the CBRN units and staffs with Army operational doctrine and joint doctrine.The principal audience for FM 3-11 is commanders, staffs, and leaders of theater armies, corps, divisions, and brigades as well as CBRN units that integrate capability into those formations. However, FM 3-11 is applicable to all members of the profession of arms. To comprehend the doctrine in FM 3-11 readers must first understand the fundamentals of unified land operations described in ADP 3-0 and in FM 3-0. The reader must also understand the language of tactics and the fundamentals of the offense and defense described in ADP 3-90, and be familiar with operational terms and graphics described in ADP 1-02. Commanders and staffs of Army headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations (ROMO) and joint or multinational forces.FM 3-11 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which FM 3-11 is the proponent publication (the authority) are italicized in the text and are marked with an asterisk (*) in the glossary. Terms and definitions for which FM 3-11 is the proponent publication are boldfaced in the text. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition.FM 3-11 applies to the Active Army, Army National Guard/Army National Guard of the United States and United States Army Reserve unless otherwise stated.
