Meist läuft dies nur auf eine Pro-/Contraauseinandersetzung zwischen Drogengegnern und -befürwortern hinaus. Objektive Diskussionen sind nur kaum möglich. Dazu stehen zu viele gegensätzliche Interessen gegenüber. Um die Interessenskonflikte zu beseitigen und es jedem recht zu machen, bräuchte man die Möglichkeit einer gerechten Beurteilung. Dies fordert Gerechtigkeit. Mit „Eine Theorie der Gerechtigkeit“ versucht John Rawls seine Vorstellung von Gerechtigkeit darzustellen und, mit Hilfe einer Art Vertragstheorie, zu deren Erzeugung zu gelangen. Mit der, durch die rawlssche Konstruktion, entstandene Gerechtigkeitsvorstellung sollte es möglich sein eine Lösung für Streitigkeiten um die Legalität von Drogen zu geben und eine allgemeingültige Richtlinie zum Umgang mit Betäubungsmitteln zu erstellen.
