Book excerpt: Fears he is bothering Knox by continuing to bring up the status of Captain [Denis Nicholas] Cottineau [de Kloguene]'s claim to be admitted as a member of the Society of the Cincinnati (he spells it Sincinaty). Says he wrote twice to Knox, but has not received a response. Reports that Cottineau writes Zollickoffer from Port-au-Prince, Haiti, whenever he can, for this information. Hopes Knox can find some information by which means Capt. Cottineau would be more easier than he appears. Mentions that Cottineau reported, in his letter of 25 May 1791, that the General of Hispaniola wrote to D'Estaing on the subject but received no answer. Because of this, Cottineau apparently believes that Your Excellency Himself may have received the necessary certificate which was requested, and that not receiving the Diploma, he think it my neglect.

Is not sure the Society will decide to adopt any of the recommendations in the memorial, but reports that the General Society will take the issue up in their next meeting.

Says the Society was created to perpetuate the remembrance of this great event [victory in the Revolution], as the mutual friendships which have been formed under the pressure of common danger, and in numerous instances cemented by the blood of the parties. One of its goals is to preserve inviolate those exalted rights and liberties of human nature, for which they have fought and bled, and without which the high rank of rational being is a curse, instead of a blessing. Says they will promote the Union between the states. Says the General Society will be divided into state groups and then county groups. The general society will meet every three years, the state society every year, and the county societies every three months. Goes on to describe the administrative make-up of the various societies.

The Society also felt that the general credit of our country does not stand well in Europe, so they wanted to ensure that the credit of their foreign members remained in good stead. Provides details of their reimbursement of L'Enfant, including their interactions with a Captain William Thompson, who may have sold some of L'Enfant's Eagles on credit. The society has decided that regardless of the actions of Captain Thompson, the buyers are still responsible for paying the sum they owe to Major L'Enfant. If someone is specially appointed to the post of paying the invalids, and Mr. [John] Lucas (commissary of pensioners) resigns, Knox thinks Eustis can easily obtain the appointment. Predicts that the Secretary of the Treasury will make the appointment with the approval of the President. Discusses Society of the Cincinnati diplomas Eustis previously requested. Agrees with Eustis regarding the membership of the Count de Ponteves in the Society, but adds that the Count D'Estaing assured him that the appointments were legitimate.
