Book excerpt: This study was embarked upon with a view to determining the extent to which federal government employment policies had proved effective for achieving full employment in Nigeria. It was designed essentially as a descriptive survey. Data were sourced from National Bureau of Statistics and the CBN. Data were analyzed using time series and Pearson's r. Results indicate that (1) Job creation strategies did not contribute significantly to total employment in Nigeria (2) FG employment policies were not effective for creating jobs (3) Job creation in Nigeria was susceptible to trade cycle (4) NEEDS was a veritable tool for employment generation in Nigeria. Based on the abovestated findings, it was concluded that employment policies in Nigeria were yet to be adapted to the economic realities in the country's labour market.

Nowadays, the burden of job creation is not solely placed on the shoulders of the government alone but, has become a joint-venture effort between the public and private sectors. On this premise, the paper seeks an enduring answer to this prevalent phenomenon in entrepreneurship development. So, the paper is divided into subheadings, covering the introduction, conceptual explications, theoretical discourse on MSMEs as the driving force of socioeconomic development, and the role of entrepreneurship in the socioeconomic development of Nigeria. The paper concludes by noting that, the transformation of Nigeria's education system into entrepreneurial-based is a way of empowering the young generations with practical skills that could help them become self-reliant (self-employed), thus reducing the increasing social vices and consequences of unemployment. Among others, it was recommended to incorporate entrepreneurship in our school curriculum where vocational subjects would become compulsory right from Upper Basic Education level through tertiary education level to train, prepare, and develop the economic mindset of the younger generations and decrease the high level of unemployment.

Book excerpt: Conventional wisdom has been that rapid economic growth would lead to job creation. However, despite laudable growth rates in past years, Nigeria has experienced a worsening in human development indicators including poverty, inequality and unemployment. Literature shows that economic policies do have an impact on employment, but evidently Nigeria's employment policies have not lent to fill the ever-increasing employment gap. Why has this been the case? Furthermore, why have women tended to fare worse than men on most employment indicators? This paper gives an exposition on Nigeria's jobless growth situation by looking at some economic policy choices that have been embarked on since independence and how they impacted on poverty and employment. It portrays this sequence of events, in addition to drawing attention to various other institutional factors, in order to produce a rich narrative of the labour market scenery in which Nigerian women have to “act”. It applies the concept of smart economics that recognizes that gender equality contributes to greater efficiency, productivity and inclusive growth. Finally, in addition to recommending that labour market policies should continually be aware of the importance of and strengthen the productive capacities of small and medium enterprises, and the informal economy which tend to be drivers of job creation in the economy and for women in particular, it proposes integrating a decent work agenda that promotes full and productive employment, rights at work, social protection and the promotion of social dialogue into future employment policies.

Poverty falls as people work their way out of hardship and as jobs empowering women lead to greater investments in children. Efficiency increases as workers get better at what they do, as more productive jobs appear, and less productive ones disappear. Societies flourish as jobs bring together people from different ethnic and social backgrounds and provide alternatives to conflict. Jobs are thus more than a byproduct of economic growth. They are transformational —they are what we earn, what we do, and even who we are. High unemployment and unmet job expectations among youth are the most immediate concerns. But in many developing countries, where farming and self-employment are prevalent and safety nets are modest are best, unemployment rates can be low. In these countries, growth is seldom jobless. Most of their poor work long hours but simply cannot make ends meet. And the violation of basic rights is not uncommon. Therefore, the number of jobs is not all that matters: jobs with high development payoffs are needed. Confronted with these challenges, policy makers ask difficult questions. Should countries build their development strategies around growth, or should they focus on jobs? Can entrepreneurship be fostered, especially among the many microenterprises in developing countries, or are entrepreneurs born? Are greater investments in education and training a prerequisite for employability, or can skills be built through jobs? In times of major crises and structural shifts, should jobs, not just workers, be protected? And is there a risk that policies supporting job creation in one country will come at the expense of jobs in other countries? The World Development Report 2013: Jobs offers answers to these and other difficult questions by looking at jobs as drivers of development—not as derived labor demand—and by considering all types of jobs—not just formal wage employment. The Report provides a framework that cuts across sectors and shows that the best policy responses vary across countries, depending on their levels of development, endowments, demography, and institutions. Policy fundamentals matter in all cases, as they enable a vibrant private sector, the source of most jobs in the world. Labor policies can help as well, even if they are less critical than is often assumed. Development policies, from making smallholder farming viable to fostering functional cities to engaging in global markets, hold the key to success.

Lack of progress on the diversification agenda could be blamed on weak implementation and misalignment of public spending, but it also reflects more profound underlying issues. For example, declarations that any particular sector should drive diversification without offering clarity on specific investment priorities and expected outcomes will not persuade budget holders to allocate development resources. The lack of clarity also deprives policy makers and practitioners of the information, inspiration, and conviction to develop and execute sector plans that could operationalize diversification. Transforming Agribusiness in Nigeria for Inclusive Recovery, Jobs Creation, and Poverty Reduction: Policy Reforms and Investment Priorities aims to provide that clarity by illustrating the potential of the agribusiness sector to accelerate inclusive growth, create jobs, and reduce poverty. Building on an early finding that this sector provides the best prospects for inclusive growth and more and better jobs, the book identifies the specific agricultural value chains with the highest potential to create jobs, reduce poverty, and improve nutrition outcomes. The findings demonstrate, however, that the value chains with the most potential to pursue one policy objective are not necessarily as effective for other objectives, clearly calling for selectivity of value chains, depending on policy objectives. The book also estimates the level of growth required to meet specific jobs targets and finds that the growth burden is lower when on-farm and off-farm segments of agribusiness grow in tandem and higher if either segment stagnates. It concludes that a whole-of-agribusiness approach that emphasizes coordinated investments between on-farm and off-farm segments is needed to enable the sector to meet its potential in creating jobs and generating inclusive growth.
