They can be labelled as local/regional “hotbeds” of extremism. Molenbeek in Belgium, Gornje Maoče and Ošve in Bosnia-Herzegovina, Minneapolis in the US, Kasserine and Ben Guerdane in Tunisia, Sirte and Derna in Libya, Sinai in Egypt, Pankisi Valley and Dagestan in the Caucasus: each area has unique characteristics that lead to “exporting” fighters or creating new IS-controlled zones. Starting from the debate on the origin and nature of jihadist militancy that is dividing the most important scholars of Islam, this report outlines a broad spectrum of radicalization factors leading to the emergence of jihadists hotbeds, such as poverty, unemployment, lack of job prospects, juvenile delinquency, trafficking and smuggling, socio-political, economic and physical marginalization, the role of Salafist ideology as well as the influence of brotherhood networks. All these elements have been frequently highlighted as factors or triggers that could contribute to explaining dynamics of radicalization leading to active violent militancy under the ideals of jihadism.

It focuses on the changing nature of jihad as a social phenomenon and how jihad changes jihadists. It argues that there are fascinating generational differences between jihadists’ ideas and behaviors. Moreover, it argues that jihad changes jihadists through socialization in jihadists groups. Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

Studies have shown that while under certain circumstances links between criminal organizations and terrorist groups appear, these are usually opportunistic and temporary in nature. Only rarely do they develop into something deeper and transformative, a convergence between crime and terrorism. This book reveals that Russian-speaking transnational organized crime and jihadist terrorism pose a serious threat to security and constitute a major challenge for law enforcement. Through their links with transnational organized crime, Russian-speaking jihadist networks from the Caucasus and Central Asia have easier access to weaponry, commercial explosives, and forged IDs than many other jihadist networks. Being in effect an integral component of transnational organized crime, the Russian-speaking jihadists can be assessed as potentially more capable than many other jihadists. The book assesses the effects of terrorism and organized crime on Russian-speaking diasporas in Western Europe and examines the implications for counterterrorism as well as policing on how to counteract the illegal activities of these networks. Drawing on Swedish court cases the work shows that an additional, and sometimes more effective way, to fight terrorism is by focusing on the non-terrorist types of crime perpetrated by terrorists. Book excerpt: The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.
