The collapse of the Soviet empire resulted in unprecedented access to historical records and has shed new light on the history of the Jewish people within Russia. Central to this history are the early years of the twentieth century, leading up to the Revolution of 1917. At the turn of the century, Jewish liberals in Russia were pursuing traditional strategies aimed at bolstering the position of their people. Among these were the dissemination of propaganda aimed at enlightening Russian society about the plight of its Jews and the establishment of a legal defense bureau. During the Revolution of 1905, these same liberals stepped up their efforts, aggressively mobilizing and politicizing Russian Jewry and lobbying for legal emancipation in Parliament. After Stolypin's coup d'tat in 1907 and in the years preceding Bolshevik victory, Jewish forces radically changed their focus, opting not just to lobby non-Jewish institutions on the behalf of Jewish interests but to modernize the Jewish community itself. This shift to an inward-looking, organic activism had as its goal the integration of Jews into a modernizing Russian society and economy. As this revisionist history convincingly argues, Jewish political activists, contrary to general perceptions of the era, were therefore significant players in transforming and modernizing Jewish society during the Tsarist era.

First appearing on the empire’s western periphery this challenge, was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, as well as to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, as well as the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution.

Through fine-grained analyses of people, texts, movements, and worldviews in motion, the scholars assembled in From Europe's East to the Middle East—hailing from Europe, Israel, Japan, and the United States—rediscover a single transnational Jewish history of surprising connections, ideological cacophony, and entangled fates. Against the view of Israel as an outpost of the West, whether as a beacon of democracy or a creation of colonialism, this volume reveals how profoundly Zionism and Israel were shaped by the assumptions of Polish nationalism, Russian radicalism, and Soviet Communism; the unique ethos of the East European intelligentsia; and the political legacies of civil and national strife in the East European "shatter-zone." Against the view that Zionism effected a complete break from the diaspora that had birthed it, the book sheds new light on the East European sources of phenomena as diverse as Zionist military culture, kibbutz socialism, and ultra-Orthodox education for girls. Book excerpt: Jewish Souls, Bureaucratic Minds examines the phenomenon of Jewish bureaucracy in the Russian empire—its institutions, personnel, and policies—from 1850 to 1917. In particular, it focuses on the institution of expert Jews, mid-level Jewish bureaucrats who served the Russian state both in the Pale of Settlement and in the central offices of the Ministry of Internal Affairs in St. Petersburg. The main contribution of expert Jews was in the sphere of policymaking and implementation. Unlike the traditional intercession of shtadlanim (Jewish lobbyists) in the high courts of power, expert Jews employed highly routinized bureaucratic procedures, including daily communications with both provincial and central bureaucracies. Vassili Schedrin illustrates how, at the local level, expert Jews advised the state, negotiated power, influenced decisionmaking, and shaped Russian state policy toward the Jews. Schedrin sheds light on the complex interactions between the Russian state, modern Jewish elites, and Jewish communities. Based on extensive new archival data from the former Soviet archives, this book opens a window into the secluded world of Russian bureaucracy where Jews shared policymaking and administrative tasks with their Russian colleagues. The new sources show these Russian Jewish bureaucrats to be full and competent participants in official Russian politics. This book builds upon the work of the original Russian Jewish historians and recent historiographical developments, and seeks to expose and analyze the broader motivations behind official Jewish policy, which were based on the political vision and policymaking contributions of Russian Jewish bureaucrats.
