Book excerpt: The purpose of this Sampling Design Plan is to provide a plan for the field sampling and laboratory analysis to be performed in support of Remedial Investigation/Feasibility Studies (RI/PS) at Jefferson Proving Ground (JPG), Madison, Indiana. Included in this plan are activities designed to fulfill the requirements of a Screening Site Inspection (SSI). This plan is intended to be a guide that incorporates specific rationale and objectives for each sampling and analysis activity, sampling protocols and procedures, data and document management, and data interpretation and evaluation. Also included are logistics and schedule for the proposed RI field activities. The sections that follow describe in detail the field-investigation activities for sites identified at JPG that are known or suspected to have released hazardous contaminants to the environment and that may pose a threat to human health or the environment. As described in the Technical Plan (Volume I), several of the sites at JPG require additional information on the type(s) and extent of contaminants. This plan addresses the sampling design and procedures to be used to meet the objectives identified in the Technical Plan. Figures are included that show the proposed sampling locations, and corresponding tables are included to identify the sample number, type, and required analyses. Sections describing general equipment decontamination, sample handling, data and document management, logistics, and schedule follow the discussions of individual site field activities. Results of the field-investigation activities outlined in this document will be used in the evaluation of: the presence or absence and relative concentrations of reported or suspected contaminants at identified waste sites, the vertical and lateral extent of contamination, and the potential pathways for the migration of contaminants within the environment.

Book excerpt: The purpose of this QCP is to provide a summary of the detailed and specific procedures and practices to be used for the Remedial Investigation/Feasibility Studies (RI/FS) at Jefferson Proving Ground (JPG) that will result in the production of data of known and acceptable quality in accordance with USATRAMA Quality Assurance Program (QAP) requirements and the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CBRCLA) as amended by the Superfund Amendments and Reauthorization act (SARA) of 1986, the National Contingency Plan (NCP), and the National Environmental Policy Act (NEPA). In addition, this plan describes The organizational structure and responsibilities of personnel in the Quality Assurance and Quality Control (QA/QC) program for conducting the RI/FS at JPG. Many of the specific requirements are also covered in tables and specific sections of the Sampling Design Plan (Vol. II), which accompanies this plan (Vol. III). When possible, those sections will be referenced when they apply to the specific QA/QC elements of this plan. This QCP establishes the basis for the overall QA/QC program to be used at JPG. Site-specific variances to this plan may be required during the execution of the proposed tasks. Any changes to the QCP would require the approval of the Quality Assurance (QA) Coordinator, Project Director, and appropriate USATHAMA and JPG personnel.

The original Work Plans covering the first 21 sites were developed and provided to the U.S. Army Environmental Center (USAEC) under Contract No. DAAA15-90-D-0007, Task Order 0002. The final Work Plans were submitted in September of 1992. The RI/FS is being performed in support of USAEC under Contract No. DAAA15-90-D-0007, Task Order 0005. A modification to Task Order 0005 was issued, calling for the investigation of an additional 29 sites. Thus, addenda to the final Work Plans were required. The sites to be characterized under these plans generally represent those sites located in the area south of the firing line requiring additional studies to satisfy the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Superfund Amendments and Reauthorization Act (SARA 1986); the National Contingency Plan (40 CFR Part 300); and the National Environmental Policy Act (NEPA). The RI/FS to be conducted is required to: * Define extent and magnitude of environmental contamination at JPG in the area south of the firing line, * Assess human health and environmental risk associated with contamination at the identified sites at JPG, * Determine needs for remedial action at JPG, and * Develop and evaluate remedial-action alternatives. This report is an Addendum to the Remedial Investigation/Feasibility Study (RI/FS) Technical Plan Volume I.

The RI/FS is being performed to support base closure initiated in April of 1989, when Congress mandated that JPG be closed and its mission realigned with Yuma Proving Ground, Arizona. As a result, the U.S. Army Environmental Center (USAEC) was given the responsibility of conducting the environmental investigation associated with the Base Closure Program. An enhanced Preliminary Assessment (PA) was completed in March 1990, and a follow-up Master Environmental Plan (MEP) was prepared in November 1990. Results of these initial evaluations indicated that additional studies of identified Solid Waste Management Units (SWMUs) and areas requiring environmental evaluation (AREEs) were needed to satisfy the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Superfund Amendments and Reauthorization Act (SARA 1986). This act requires that a RI/FS be conducted to: 1. Define the extent and magnitude of environmental contamination at JPG; 2 Assess the human health and environmental risk from contamination at JPG; 3. Determine the needs for remedial actions at JPG; and 4. Develop and evaluate the remedial-action alternatives.

Jefferson Proving Ground (JPG) is a U.S. Army facility located in Madison, Indiana. The SSSA at JPG is being conducted in support of the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) under contract No. DAAAl5-9O-0007, Task Order 0002. The general objective of this work is to aid ongoing efforts to maintain and protect human health and environmental quality. The work described in this Sampling Design Plan will accomplish this objective through the collection of water and sediment samples from three specific "areas." These samples will then be analyzed to determine if past activities at Jefferson Proving Ground (JPG) have caused contaminants to enter the groundwater, stream water or stream sediments of JPG. Although JPG is not on the National Priorities List (NPL) and is, therefore, not strictly required to adhere to requirements of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), work conducted during the SSSA will be performed according to standard CERCLA protocols. All work conducted during the SSSA will also conform to all appropriate USATHAMA requirements.

Book excerpt: J-Field encompasses about 460 acres at the southern end of the Gunpowder Neck Peninsula in the Edgewood Area of APG (Figure 2.1). Since World War II, the Edgewood Area of APG has been used to develop, manufacture, test, and destroy chemical agents and munitions. These materials were destroyed at J-Field by open burning and open detonation (OB/OD). For the purposes of this project, J-Field has been divided into eight geographic areas or facilities that are designated as areas of concern (AOCs): the Toxic Burning Pits (TBP), the White Phosphorus Burning Pits (WPP), the Riot Control Burning Pit (RCP), the Robins Point Demolition Ground (RPDG), the Robins Point Tower Site (RPTS), the South Beach Demolition Ground (SBDG), the South Beach Trench (SBT), and the Prototype Building (PB). The scope of this project is to conduct a remedial investigation/feasibility study (RI/FS) and ecological risk assessment to evaluate the impacts of past disposal activities at the J-Field site. Sampling for the RI will be carried out in three stages (I, II, and III) as detailed in the FSP. A phased approach will be used for the J-Field ecological risk assessment (ERA).
