Vietnam opened to the international community only recently after the Vietnamese Communist Party had started economic reforms in 1986. These reforms are aimed at transforming the country's centrally planned economy into a government-controlled market economy and at opening Vietnam to foreign capital, technology, and know-how. This setting provides a unique opportunity for comparing the strategies of two nations from different continents in conducting their economic relations with Vietnam. Considering Japan's success in other parts of Southeast Asia, it is clearly interesting to analyse Japan's strategies in Vietnam. France was chosen for its long-standing relations with Vietnam and the massive efforts it is undertaking to re-establish its influence in Vietnam.

Book excerpt: The Vietnamese invasion of Cambodia in 1978 and the consequent outbreak of the Cambodian conflict brought Southeast Asia into instability and deteriorated relations between Vietnam and the subsequently established Vietnam-backed government in Cambodia on the one hand and the Association of Southeast Asian Nations (ASEAN) countries on the other. As a result of the conflict, the Soviet Union established a foothold in Southeast Asia while China, through its support of the anti-Vietnam Cambodian resistance, improved relations with Southeast Asian countries such as Thailand. Japan's Fukuda Doctrine - it’s declared priorities of promoting cooperative and friendly relations between Communist Indochinese nations and non-Communist ASEAN countries – became increas¬ingly at odds with Japan’s role as a member of the Free World in the broader Cold War confrontation. Tokyo had to steer a path between Washington’s hard-line policy of isolating Vietnam and its own desire to prevent regional destabilization. Against this background, this book addresses the following questions: what was Japan’s response to the challenges to its objectives and interests in Southeast Asia and to the Fukuda Doctrine? What role did Japan play for the settlement of the conflict in Cambodia? How did Japan’s diplomacy on the Cambodian problem affect the Japanese role in the region? It argues that Japan’s contribution was more active than has widely been recognized.

Japan's marked responsiveness to U.S. preferences regarding foreign aid policy appears counterintuitive, since Japan's demonstrated capability to donate funds rivals and has previously surpassed that of the U.S. In Limits to Power, Akitoshi Miyashita posits that Japan's deference to the will of the U.S. results from Japan's continuing role as the more dependent partner in the two countries' interdependent diplomatic and economic relationship. Miyashita critically reviews the existing literature on Japanese foreign aid, then tests his own argument against five case studies. After analyzing critical junctures in Japan's history of foreign aid to China, Vietnam, Russia, Iran, and North Korea, he concludes that Japan's consistent sway under U.S. opinion reflects an act of will on Japan's part, rather than a lack of coherent policy stemming from bureaucratic politics. Limits to Power boldly challenges current arguments that Japan has successfully distanced itself from "reactive" politics.

Book excerpt: Using recently released archival material from the US and Japan, this book critically re-examines US–Japanese relations during the tenure of Satō Eisaku, Japan’s longest serving prime minister. During these critical years in the Cold War in Asia, with the Vietnam War raging and the acquisition by China of a nuclear capability, Satō closely aligned with the US. This directly contributed to his success in securing the reversion of Okinawa and other Japanese territories which had remained under US control since Japan’s surrender at the end of World War II. To accomplish this he was also forced to conclude secret agreements with President Richard Nixon, including one on nuclear weapons, which are explored fully. Satō faced the challenge of the Nixon administration’s attempts to shore up the relative decline in American power with policies at odds with allied interests. Satō successfully overcame such challenges and also laid the groundwork for Japan’s anti-nuclear policy.

Book excerpt: According to the final declaration of the 1954 Geneva Conference regarding Vietnam, general elections were to be held in July 1956 that would lead to the reunification of North and South Vietnam. The Geneva Agreement, however, was doomed from the start, as the South Vietnamese leaders did not suscribe to it and the leaders of the Communist North saw its value as primarily a propaganda tool. By 1956 it was obvious to all that reunification in accordance with the agreement was impossible, and the North Vietnamese looked to China for advice and assistance. Based on Vietnamese, Chinese, American and British sources--many only recently made available--this work examines Sino-Vietnamese relations in the early stages of the second Indochina conflict. The progression of the Vietnamese Communists' goals from primarily political to essentially military is traced. The book shows that the Hanoi government was remarkably in control of its own decision-making.

That is to say, Western strategists, thinkers and writers have tended to establish the principles of strategic concepts, and to develop theories around them. While there is utility in much Western strategic thought, it is also apt to note that some of it does not have full relevance or validity when applied to a regional setting that is far removed from the geographical boundaries of the Western world. In that connection, this volume is partly intended to serve as an antidote to much of the Western commentary on Asia-Pacific security issues by providing a range of perspectives on those issues from the Southeast Asian point of view. It offers a range of Southeast Asian perspectives on the multifaceted security issues that confront the Asia-Pacific region in the post-Cold War era.
