Book excerpt: The indistinct status of the Zainichi has meant that, since the late 1940s, two ethnic Korean associations, the Chongryun (pro-North) and the Mindan (pro-South) have been vying for political loyalty from the Zainichi, with both groups initially opposing their assimilation in Japan. Unlike the Korean diasporas living in Russia, China or the US, the Zainichi have become sharply divided along political lines as a result. Myung Ja Kim examines Japan's changing national policies towards the Zainichi in order to understand why this group has not been fully integrated into Japan. It will also be useful to anyone interested in military, intelligence, political, diplomatic, economic, financial, social, and cultural activities in the Far East during 1931-1951, as well as to those searching for information regarding Allied prisoners of war; the organization, functions, and activities of American and Allied agencies; and the Japanese occupation of countries and the American occupation of Japan. While not aimed at researchers interested in the strategic and tactical military and naval history of the war in the Far East, this finding aid may nevertheless be useful to those with such interests, if only to identify record groups and series of records that may bear on those topics. This finding aid covers records from over twenty record groups and includes materials declassified under the Japanese Imperial Government Disclosure Act of 2000 (P.L. 106-567) as well as records that were never classified and those declassified before the passage of the Disclosure Act. Because the process of identifying, declassifying, accessioning, and processing of records under the Act is taking place as this finding is being compiled, late arriving records may not be identified in this finding aid. Researchers should consult the IWG Web site (http://www.archives.gov/iwg/) for a complete and up-to-date list of records declassified under the Japanese Imperial Government Disclosure Act. Federal agencies involved in the identification and declassification of relevant classified records ascertained that there were relatively few pertinent records that were still classified. Most relevant records were either never classified or were declassified decades before the Act and were already in NARA’s custody. While this finding aid’s coverage is broad, it is not comprehensive. Researchers may find other relevant series of records within the record groups mentioned or not mentioned. Researchers are encouraged to use other finding aids and consult with NARA staff to locate records of interest. In addition, the National Archives at College Park holds nontextual records (such as still photographs and motion pictures) that researchers may want to examine. Other NARA facilities hold many records and donated material related to World War II, including records related to the subjects covered in this finding aid. This is particularly true of the Franklin D. Roosevelt, the Harry S. Truman, and the Dwight D. Think of archives as vast mountain ranges of records with the archivists guiding the expeditions. Explorations on familiar, well-trodden paths produce new perspectives when examined with fresh eyes and imagination.

Internally, democratization has changed political terrain for domestic and international politics. Democratization and the information revolution have reinvigorated civic life and citizens have become active in expressing very divergent and often polarized views on foreign policies. Democratization also promotes South Korean nationalism. Rising nationalist sentiments make it difficult for the U.S. to effectively handle regional security-related issues such as the North Korean nuclear program, balancing against China, and dealing with the potential Sino-Japanese conflict. Externally, globalization has brought significant changes to South Korea’s foreign policies. Economic dimension and issues rather than security-related issues become salient and important. For example, although security concerns are still dominant in Korean society, economic interests necessitate South Korea improve its relations with China and redefine its political position between the U.S. and China. Globalization has also promoted Korea’s national interests to reach out to other countries. The Korean government has tried to develop new economic partnerships with developing countries for the purpose of securing energy and natural resources and expanding its soft power. Economic globalization and democratization have brought about changes in South Korea that raise many interesting questions with respect to foreign policy. Has South Korea’s rise as an economic power and a democracy changed its relationship with neighboring powers? Does economic integration between South Korea and China reshape their relationship? How about its impact on U.S.-Korea relations? Are geopolitical and security-related concerns still the dominant factor in explaining South Korea’s foreign policies? Does economic integration between Korea and Japan help to reduce tensions or emotional animosities that derive from historical disputes? Has South Korea, as a growing economic power, sought to forge relations with other middle or small powers beyond the confines of its region? While Russia and China withdrew the last of their forces in 1958, the United States maintains 37,000 troops in South Korea and is pledged to defend it with nuclear weapons. In Korean Endgame, Selig Harrison mounts the first authoritative challenge to this long-standing U.S. policy. Harrison shows why North Korea is not--as many policymakers expect--about to collapse. And he explains why existing U.S. policies hamper North-South reconciliation and reunification.
